Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Steve Boham, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland Council Chambers March 4, 2024 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. ROLL CALL Councilman Stephen Boham – Present Councilman Gary Feron – Present Councilman Mark Bughman – Present Council President Gene Hartman – Present Councilwoman Helen Dronsfield – Present Councilman Keith Rowland – Present Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, Law Director Bond, Clerk of Council O’Brien, Sgt. Athanus, Zoning Inspector Clark, MSW Director Arntz, Donna Boham, Jennifer Rowland, and Ava Rowland 3. APPROVAL OF MINUTES – Motion by Feron, 2nd by Bughman to approve the minutes from the February 20, 2024 Special Council Meeting, the February 20, 2024 Council Meeting, and the February 22, 2024 Special Council Meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. SWEARING IN – Councilman Rowland swore in his father in law, Councilman Boham. Councilman Boham received a round of applause. Congratulations! 6. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report.  Chief McPike – absent – Sgt. Athanus had nothing to report.  Finance Director Pfeiffer – Mrs. Pfeiffer had nothing to add, and offered to answer any questions. She answered questions from Mr. Hartman regarding KWT that she mentioned in her report.  Village Manager Greever – Mr. Greever thanked Council for supporting AMP in DC, and assured Council that AMP is fighting for dollars lost by the federal government reneging on the Buy America Bonds. He answered questions from Mr. Hartman regarding AMI and Town Hall meetings. Mr. Hartman asked Mr. Greever for dates for Union School Park; Mr. Greever reported that the Park Committee will be meeting later in the month, for design review of the playground equipment. Mayor Schneider mentioned the RxR crossing; Mr. Greever reported that CSX would be sending a rep out for a track inspection next week.  Public Participation - None  Main Street Wellington – MSW Director Arntz mentioned the Easter Egg Scramble on March 16th, a B2B Mixer at Donnie’s on Wednesday March 20, and Night at the Races on May 4 th, tickets are $25.00 and all proceeds go to the July 4th fireworks. 7. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee will meet on March 18, prior to council. He welcomed and congratulated Steve Boham to Council.  Police – Mr. Rowland reported that the committee will meet on March 18 prior to council.  Public Works – Ms. Dronsfield reported that the committee met prior to council. She mentioned that Public Works is working on sanitary sewers, usual daily tasks, cleaning and painting the vault in the old Police Station, and working on the Rec. Park building. She further mentioned that the Rec. Park opens on April  1, and they are anticipating that the West St. project will be completed this year.  Utility – Mr. Bughman reported that the committee met prior to council where they heard reports from the Electric Dept. working at the Fairgrounds, Water Dept. performing daily operations, upcoming lead and copper testing, and the WW Departments upcoming lift station replacement project in Parkside, brushes installed in the final clarifier, and underpass pump station repairs.  Ordinance – Mr. Feron reported that the committee met prior to council and finalized the fowl ordinance which will be coming to the next council meeting. He mentioned that the cemetery clean up would be April 15 this year, due to Easter being early this year. He mentioned that the cemetery is looking for summer help.  Personnel – Mr. Rowland reported that the committee met tonight in executive session. Motion by Rowland, 2nd by Feron to hire Andrew Goss as full time Public Works operator at $23.50 per hour, after passing pre-employment drug screening, effective March 25, 2024. Roll call vote was taken with all members voting “yes”. Motion by Rowland, 2nd by Bughman to hire James Cole for Public Works summer employment at $11.00 per hour, effective April 1, 2024, Ethan Nethaney at $11.50 per hour, for Waste Water Dept. summer employee, effective March 11, 2024, Ralph Wright at $15.50 per hour as seasonal summer mower for the Electric Dept., and Chandler Poling at $11.50 per hour, as summer employee at the Water Dept. effective May 15, 2024. Roll call vote was taken with all members voting “yes”. 8. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2024-10 AN ORDINANCE AUTHORIZING AN AGREEMENT WITH KLEINFELDER, INC., FOR THE PROFESSIONAL ENGINEERING SERVICES IN CONNECTION WITH THE PARKSIDE PUMP STATION REPLACEMENT PROJECT, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading (Requesting Suspension of the Rules) Motion by Rowland, 2nd by Bughman to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Rowland, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. 9. OLD BUSINESS 10. NEW BUSINESS Committee Adjustment – Mayor Schneider recommended making the following committee adjustments: Personnel Committee – Stephen Boham Chair, replacing Keith Rowland, Ordinance Committee – Stephen Boham replacing Gene Hartman, and Utility Committee – Stephen Boham replacing Gene Hartman. Motion by Rowland, 2 nd by Feron to ratify Mayor Schneider’s recommendations. Roll call vote was taken with all members voting “yes”. Coffee with the Mayor – Mayor Scheider announced the next Coffee with the Mayor on March 16 at Bread N Brew. Mayor Schneider welcomed Mr. Boham to Council! Special Council Meeting – Mr. Rowland reminded the residents of a Special Council Meeting on March 11 at 5:00 PM to discuss property and liability insurance. State of Wellington – MSW Director Arntz reminded residents of the State of Wellington breakfast at the Wellington Eagles on March 28, at 8:00 AM. 11.
