1. ROLL CALL – Mayor Schneider called the meeting to order with the Pledge of Allegiance, and
requested roll call.

2. OLD BUSINESS
Wichert Insurance Renewal Discussion – Continued – Village Manager Greever reviewed
the answers Ms. Geis provided to the list of questions emailed after the March 4 meeting. He
reviewed the 2024 line item changes, from the statement of values sheet. Ms. Geis gave a
short review of the breakdown on the premium comparison, and briefly reviewed the summary
of coverages, handed out prior to the meeting. She informed Council on how her company is
paid, no brokerage fee, earns a 10% commission, paid by the insurance carriers. Ms. Geis
reviewed the definition of ‘functional replacement coverage’, and what that would mean for
the replacement of the Town Hall, and Village substations in the event of a loss. She
answered many questions from Councilmembers, and briefly mentioned past claims, which
played a part in premium increases. Council briefly discussed cyber liability, and opted to
include options 1 and 2, from page 9 of the premium summary, resulting in an $800.00 policy
increase, and would amend the ordinance to reflect the adjusted amount. Council discussed
the need for a property appraisal, as Mayor Schneider felt $8 million would not replace the
Town Hall; VM Greever agreed, and will look into it. Council briefly discussed the possibility of
adding a policy rider for the Town Hall. Council discussed umbrella/blanket coverage, and if it
would cover the AMI meters; after some discussion Mr. Greever advised Ms. Geis, not to
investigate the meter coverage further. Mr. Hartman advocated for an earlier insurance review
schedule for next year, and requested quotes be available to Council at the second meeting
in January. Ms. Geis cited late policy changes by the administration, and the lengthy
turnaround time to receive quote adjustments from insurers, as the reason for the last minute
submittal. Mr. Hartman stated that he would like to avoid this situation in the future. Council
thanked Ms. Geis for attending the meeting.
3. ORDINANCES AND RESOLUTIONS
Ordinance No. 2024-11
AN ORDINANCE AUTHORIZING AN AGREEMENT FOR PROPERTY AND LIABILITY
INSURANCE AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1 st Reading
(Requesting Suspension of the Rules)
Motion by Hartman, 2nd by Rowland to amend the annual premium amount to $203,503, and to
suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Rowland, 2 nd
by Bughman to approve as amended. Roll call vote was taken with all members voting “yes”.
4. ADJOURN – Motion by Feron, 2nd by Bughman to adjourn at 5:57 PM
