Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Steve Boham, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland Council Chambers March 18, 2024 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. ROLL CALL Councilman Steve Boham – Present Councilman Gary Feron – Present Councilman Mark Bughman – Present Council President Gene Hartman – Present Councilwoman Helen Dronsfield – Present Councilman Keith Rowland – Present Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, Law Director Bond, Clerk of Council O’Brien, Sgt. Athanas, Resident Pat Gott 3. APPROVAL OF MINUTES – Motion by Feron, 2nd by Bughman to approve the minutes from the March 4, 2024 Special Council Meeting, the March 4 Council Meeting, and the March 11, 2024 Special Council Meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS - Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief McPike – Absent – Sgt. Athanas – nothing to report  Finance Director Pfeiffer – Finance Director Pfeiffer had nothing to report, and offered to answer any questions.  Village Manager Greever – Village Manager Greever mentioned the Lead Service Line Ordinance on the agenda, and reported that will allow the Village to apply for financing forgiveness up to 53% of the $1 million project. He reminded Council of the State of the Village breakfast at the Eagles on March 28 at 7:30 AM. He mentioned that he would be updating Council soon on the CSX RR crossing, and Union School Park. He answered questions from Mr. Hartman regarding the AMI project.  Public Participation - None  Main Street Wellington - None 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council. He further reported that RITA collections are up $158,000 a 27% increase, and Health Ins. is up 2.2% from last year.  Police – Mr. Rowland reported that the committee met prior to council. He reported that they received a gym update, heard that the portable radios were delivered, and in use. He mentioned that the committee discussed overtime and part time hours used due to a low census, and needing hours to cover those shifts.  Public Works – Ms. Dronsfield reported that the committee will meet on April 1, prior to council.  Utility – Mr. Bughman reported that the committee will meet on April 1, prior to council.  Ordinance – Mr. Feron reported that the committee will meet on April 1 prior to council. He mentioned that the Fowl Ordinance is on the agenda for a 1st reading tonight, and the ordinance will be published on the Utility bills and on the Village website.  Personnel – Mr. Boham reported that the committee will meet on April 1 if there is business to discuss. 7. ORDINANCES AND RESOLUTIONS RESOLUTION NO. 2024-12 A RESOLUTION AUTHORIZING THE VILLAGE MANAGER TO APPLY FOR, ACCEPT, AND ENTER INTO A WATER SUPPLY REVOLVING LOAN ACCOUNT (“WSRLA”) AGREEMENT ON BEHALF OF THE VILLAGE OF WELLINGTON, FOR PLANNING, DESIGN AND/OR CONSTRUCTION OF WATER DISTRIBUTION FACILITIES; DESIGNATING A DEDICATED REPAYMENT SOURCE FOR THE LOAN; AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading (Requesting Suspension of the Rules) Motion by Bughman, 2nd by Rowland to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Rowland, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2024-13 AN ORDINANCE REVISING SECTION 505.08, PERTAINING TO DOMESTIC FOWL REGULATIONS & PERMITTING 1st Reading 8. OLD BUSINESS - None 9. NEW BUSINESS Election Day – Mr. Hartman reminded residents that Tuesday is election day, and to go out and vote. State of the Village – Mayor Schneider reminded residents that the State of the Village Breakfast would be held at the Wellington Eagles at 7:30 AM on March 28. 10. ADJOURN – Motion by Feron, 2nd by Bughman to adjourn at 7:13 PM.
