Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Steve Boham, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland Council Chambers May 20, 2024 7:06 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Dronsfield, 2nd by Bughman to approve the minutes from the May 6, 2024 Council Meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief McPike - Nothing to report  Finance Director Pfeiffer – Nothing to report  Village Manager Greever – Village Manager Greever reported that the Village would be livestreaming the council meetings very soon. He thanked Brian Burke for assisting with the equipment and logistics for the new equipment installation. He mentioned that the new equipment would allow the community to engage, for less than $1,000. Mayor Schneider thanked Brian Burke and Village Manager Greever for getting the camera system underway. Mr. Hartman would like to see the Hero’s banners lowered; Mayor Schneider responded that they are working on it. Mr. Hartman asked for an update of the Water Treatment Plant; Village Manager Greever reported that they have submitted the information to the insurance company, and expect to begin negotiations next week. Mr. Bughman had questions regarding crypto currencies mentioned in the Village Managers report; Mr. Greever answered his questions.  Main Street Wellington – MSW Director Arntz thanked volunteers for their assistance with Lorain County Beautification Day held the 3rd weekend in May. She reported that they will be planting the flowerpots at the Public Works Dept. on Thursday at 8:30 AM and urged anyone who wanted to help meet them there. She mentioned that they are looking for sponsors and volunteers to help with the July 3 and 4 festivities, and anyone interested should call the Main Street office. Mrs. Arntz reported that the Wellington Eagles donated $10,000 and the Village donated $5,000 for the Fireworks. She mentioned a pet rescue mini Dog Days event on June 15th. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council and discussed the April financials, the RITA collections, which are up 20%, and the 2025 tax budget. Motion by Hartman, 2 nd by Bughman to hire Cole Ladina as a Public Works summer employee at $11.00 per hour, effective May 21, 2024. Roll call vote was taken with all members voting “yes”.   Police – Mr. Rowland reported that the committee met prior to council and discussed April stats, OT hours which are up, but wages are down, the new ID card machine, camera migration, and the annual report. He mentioned that there was a juvenile texting and driving citation issued, and reminded residents not to text and drive.  Public Works – Ms. Dronsfield reported that the committee would meet on June 3, prior to council.  Utility – Mr. Bughman reported that the committee would meet on June 3, prior to council.  Ordinance – Mr. Feron reported that the committee met prior to council and had a brief DORA discussion. He mentioned an upcoming marijuana moratorium ordinance, and a light illumination/pollution ordinance next meeting. He reported that they heard from Terry Mazzone about the Narcan Nalox Box program, which is on the agenda tonight. Mr. Feron reported that the Cemetery Board was looking for a new board member, and also looking for summer employees for mowing. He Thanked Gene Hartman and Beth Hannon for planting all of the flowers at the Cemetery.  Personnel – Mr. Bowham reported that the committee will meet as needed. 7. PUBLIC COMMENTS & QUESTIONS (5 Minutes Per Person For Questions & Comments) Nice Job – Terry Mazzone complimented Steve Boham and Gary Feron for doing a nice job filling in for Mayor Schneider at Coffee with the Mayor. Mr. Feron reported that there was a question concerning school hours on the school speed limit signs; Mayor Schneider will look into it. 8. ORDINANCES AND RESOLUTIONS RESOLUTION NO. 2024-19 A RESOLUTION ADOPTING THE 2025 ANNUAL TAX BUDGET OF ESTIMATED REVENUES AND EXPENDITURES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading ORDINANCE NO. 2024-20 AN ORDINANCE AUTHORIZING AN AGREEMENT WITH KLEINFELDER, INC., FOR PROFESSIONAL ENGINEERING SERVICES IN CONNECTION WITH THE LEAD SERVICE LINE (LSL) POTHOLING AND REPLACEMENT PROJECT, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading (Requesting Suspension of the Rules) Motion by Feron, 2nd by Bughman to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Rowland, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. RESOLUTION NO. 2024-21 A RESOLUTION AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH LORAIN COUNTY PUBLIC HEALTH TO PARTICIPAE IN ITS NALOX BOX PROGRAM 1st Reading (Requesting Suspension of the Rules) Motion by Hartman, 2nd by Bughman to suspend the rules. NEW BUSINESS Thank You – Mayor Schneider thanked Bill Bogan for serving on Village Council, and on the Cemetery Board, he wished him well in his new home in Virginia. Wellington Eagles – Mr. Bughman thanked all who attended the Wellington Eagles raffle, where there was a great turnout. He thanked the Eagles for their donations to many great causes!
