Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Steve Boham, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland Council Chambers June 3, 2024 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. APPROVAL OF MINUTES – Motion Feron, 2nd by Bughman to approve the minutes from the May 20, 2024 Council Meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to discuss  Chief McPike - Absent  Finance Director Pfeiffer – Nothing to discuss  Village Manager Greever – Mr. Greever reported that he had covered all of his updates in his memo, and offered to answer any questions.  Main Street Wellington – MSW Director Arntz was absent. Mr. Bughman reported that the Art Show at the Elms would run through June 15. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee would meet prior to council on June 17.  Police – Mr. Rowland reported that the committee would meet prior to council on June 17.  Public Works – Ms. Dronsfield reported that the committee would meet prior to council on June 17.  Utility – Mr. Bughman reported that the committee met prior to council and discussed the new Dogwood tree donated to the Village, recognizing the 200th Anniversary of Lorain County. He mentioned that the Water Dept. with the help of the Electric Dept. installed the new backwash VFD, and heard an update on the Reservoir drive bids. He mentioned that the Waste Water Dept. had a meeting to discuss the future lift station location.  Ordinance – Mr. Feron reported that the committee met prior to council and discussed revising the health, safety, and sanitation chapter 521, adding light pollution/nuisance.  Personnel – Mr. Boham reported that the committee met prior to council. Motion by Boham, 2 nd by Dronsfield to re-hire McKenna Solkiewicz as seasonal summer employee for Public Works, at $11.50 per hour, effective May 30, 2024. Roll call vote was taken with all members voting “yes”. 7. PUBLIC COMMENTS & QUESTIONS (5 Minutes Per Person For Questions & Comments) Update from the Schools - Retired Superintendent Ed Webber was in attendance to introduce Dr. Andrew Peltz, the  newly hired Superintendent to the Mayor and Council. Mr. Weber updated council on the newly released state scores, and answered questions from the Mayor and Council concerning the state scores. Mr. Boham congratulated Mr. Weber on his retirement and wished him well; Mayor Schneider and council concurred. WSA Rep. Matt Deaton – Mr. Deaton was in attendance to give an update on the Soccer Classic on June 8, and invited Council to join them at 8:30 AM. He mentioned that they were expecting around 600 – 800 attendees. Mr. Hartman commended the WSA for running a great program which he attended last year. He further mentioned that he heard many great comments from attendants last year. Mr. Deaton mentioned that the Drew Geyer 3V3 would be held on June 15, at the Rec. Park. He thanked the Mayor and Council for allowing them to host at the Rec. Park and for all of the assistance the Village has provided for the tournaments to take place. 8. ORDINANCES AND RESOLUTIONS RESOLUTION NO. 2024-19 A RESOLUTION ADOPTING THE 2025 ANNUAL TAX BUDGET OF ESTIMATED REVENUES AND EXPENDITURES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 2nd Reading Motion by Hartman, 2nd by Rowland to move the second reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2024-22 AN ORDINANCE AUTHORIZING ASSESSMENTS FOR MOWING FEES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading (Requesting Suspension of the Rules) Motion by Hartman, 2nd by Feron to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Rowland, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2024-23 AN ORDINANCE REVISING CHAPTER 521 “HEALTH, SAFETY, AND SANITATION” BY ADDING SECTION 521.20 ENTITLED “EXCESSIVE LIGHTING 1st Reading (Requesting Suspension of the Rules) Motion by Feron, 2nd by Bughman to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Rowland, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. 9. OLD BUSINESS Union School Park – Mr. Hartman asked Mr. Greever when the Park Committee would be meeting; Mr. Greever reported that is waiting on updated CAD drawings and survey, and is currently searching for a more affordable playground vendor. He mentioned that the committee would meet after he receives the updated information. 10. NEW BUSINESS  Motion for July & August Meetings – Mr. Bond reported that this is already built in and there is no reason for a motion.  Thanks – Mr. Bughman thanked the volunteers who helped to plant the flowerpots for the Central Business District. 11.
