Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Steve Boham, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland Council Chambers September 3, 2024 7:28 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. ROLL CALL Councilman Steve Boham – Present Councilman Gary Feron - Present Councilman Mark Bughman – Present Council President Gene Hartman – Present Councilwoman Helen Dronsfield - Present Councilman Keith Rowland – Present Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, Law Director Bond, Clerk of Council O’Brien, Brian Burke, Drew Denger 3. APPROVAL OF MINUTES – Motion by Feron, 2nd by Bughman to approve the minutes from the August 5, 2024 Council Meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Mr. Bond had nothing to report  Chief McPike - Absent  Finance Director Pfeiffer – Mrs. Pfeiffer had nothing to report, and offered to answer any questions.  Village Manager Greever – Mr. Greever reported that he has received updates on Union School Park, and will be moving forward to the fundraising phase. He reported that surveys for stakeholders and the public have been made available and will hold a park meeting October 1, or possibly September 16. Mr. Bughman had questions regarding the lead safe line project; Mr. Greever reported that Mid Ohio will send letters to residents who may be effected by the hydro-excavations. He mentioned that the completion date deadline is October 31. He mentioned that a lead line funding proposal was included in the loan application to be paid 100% by the Village for the private residential side. Mr. Hartman mentioned that he recommended changing the school zone signage from the north, for an earlier upcoming school zone cautionary period, and adding a crosswalk at W. Herrick and Union St. He also issued a public service announcement: Stop for pedestrians at all crosswalks!  Main Street Wellington - Absent 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to Council. He mentioned that they discussed the upcoming budget calendar, the employee health insurance calendar, and held an executive session He further mentioned that the Fire Board minutes were included in the packet.  Police – Mr. Rowland reported that the committee will meet prior to Council on Sept. 16.  Public Works – Ms. Dronsfield reported that the committee met prior to Council. She mentioned that the committee discussed the removal of the parking places in front of the Police Dept., a recommendation for new school zone signage, and crosswalks. She asked drivers to be aware and cautious at crosswalks, and to stop for all pedestrians. Ms. Dronsfield reported that most of the sidewalk work had been completed for the year, and there will be more funding available for the sidewalk program next year.  Utility – Mr. Bughman reported that the committee met prior to council and discussed the Home Town Hero banners would be hung from May 1 – October 1. He mentioned several outages had occurred mostly due to squirrels. He announced Andrew Broadwolf passed his operator testing and is a licensed operator at the Water Plant. He mentioned that the LSL ordinance on tonight’s agenda, and mentioned that the AMI letters will be included in the utility bills coming out soon.  Ordinance – Mr. Feron reported that the committee met prior to Council to hear DORA public comments; there were none. He further reported that the third and final DORA reading would be September 16.  Personnel – Mr. Boham reported that the committee will meeting on September 16 prior to Council. 7. PUBLIC COMMENTS & QUESTIONS (5 Minutes Per Person For Questions & Comments) Brian Burke representing the Wellington Kiwanis announced the Kiwanis 100th Anniversary celebration on September 26 at the Wellington Eagles. He mentioned tickets are $40.00 and included dinner, drinks, and live music; he invited everyone to attend and tickets can be purchased from Marla Lent, or on their website. He reported that Kiwanis plans to present a check to the Village for playground equipment for Union School Park. He mentioned that the money was raised from Parade of Flags, and the State of Wellington breakfast. 8. ORDINANCES AND RESOLUTIONS RESOLUTION NO. 2024-28 A RESOLUTION APPROVING THE APPLICATION AND AUTHORIZING THE VILLAGE TO CREATE A DESIGNATED OUTDOOR REFRESHMENT AREA (“DORA”) 2nd Reading Motion by Feron, 2nd by Rowland to move the second reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2024-30 AN ORDINANCE AMENDING THE 2024 ANNUAL APPROPRIATIONS ORDINANCE TO REFLECT ADDITIONAL REVENUES AND EXPENDITURES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading (Requesting suspension of the rules) Motion by Hartman, 2nd by Feron to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Rowland, 2nd by Hartman to approve as read. Roll call vote was taken with all members voting “yes”. RESOLUTION NO. 2024-31 A RESOLUTION AUTHORIZING THE VILLAGE MANAGER TO PREPARE AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT AND/OR LOCAL TRANSPORTATION IMPROVEMENT PROGRAM(S) AND TO EXECUTE CONTRACTS AS REQUIRED, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading (Requesting suspension of the rules) Motion by Feron, 2nd by Bughman to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Rowland, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. 9. OLD BUSINESS - None 10. NEW BUSINESS Coffee with the Mayor – Mayor Schneider invited everyone to join him at Bread-N-Brew on September 21 at 9 AM. Convocation Invitation – Mayor Schneider thanked Superintendent Pelts for the invitation to their convocation. He reported that Supt. Pelts is a great fit for the school district; he’s very excited to be here. Ms. Dronsfield introduced Drew Denger, high school student, and Student Council President. He mentioned that he has been working on events with Dr. Pelts this year, and reported Dr. Pelts is very willing to participate, and is very interested in the students and making their school days more interesting. Reunions – Mr. Bughman mentioned that the Class of 84 had their 40-year reunion, and the Class of 79 had their 45- year class reunion over the weekend. Football – Mr. Bughman announced the first Dukes home football game on Friday night, against Plymouth. 11. ADJOURN – Motion by Feron, 2nd by Bughman to adjourn at 7:55 PM
