Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Steve Boham, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland Council Chambers September 16, 2024 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. ROLL CALL Councilman Steve Boham – Present Councilman Gary Feron – Present Councilman Mark Bughman – Present Council President Gene Hartman – Absent Councilwoman Helen Dronsfield – Present Councilman Keith Rowland – Absent Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, Law Director Bond, Clerk of Council O’Brien, Chief McPike, Zoning Inspector Clark, MSW Director Arntz, Brian Burke, Dan Pilgram (left at 7:33 PM) 3. APPROVAL OF MINUTES – Motion by Feron, 2nd by Dronsfield to approve the minutes from the September 3, 2024 Council Meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Dronsfield, 2nd by Feron to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Mr. Bond had nothing to report.  Chief McPike – Chief McPike had nothing to report.  Finance Director Pfeiffer – Mrs. Pfeiffer had nothing to report.  Village Manager Greever – Mr. Greever had nothing to add, and mentioned many upcoming projects including LSL, Union School Park, and AMI with more information to come at the next meeting.  Main Street Wellington – MSW Director Arntz reported on Connect to a Cause, where residents can donate to non-profit organizations including MSW. She reported on the Antique Car Roll-In, September 28 at the Town Hall, and the downtown Trick-or-Treat on Saturday October 3 from 10:30 –Noon. She mentioned that you can find upcoming events of their website mainstreetwellington.org. She mentioned the Kiwanis 100th Anniversary Dinner at the Wellington Eagles, and tickets are $40.00 and still available. 6. REPORTS OF COMMITTEES  Finance – Ms. Dronsfield reported that the committee met prior to Council and discussed healthcare expenses and changes, with an employee meeting scheduled for October. She reported that a mailer would be coming from NECO about what to expect for the AMI project. She asked residents to be patient with the process, and reported that only meters will be changed, pipes and plumbing would stay the same.  Police – Ms. Dronsfield reported that the committee met prior to council and heard that the fair went well, with extra officers on duty. She reported that there is an appropriations ordinance on tonight’s agenda for a donation to the department, and mentioned that the Police Dept. would be purchasing ammo with the donated funds.  Public Works – Ms. Dronsfield reported that the committee will meet prior to council on October 7.  Utility – Mr. Bughman reported that the committee will meet prior to council On October 7.   Ordinance – Mr. Feron reported that the committee met prior to council and mentioned that the DORA ordinance is on its third reading tonight, and will have a first reading on the fireworks ordinance. He reported that the Zoning Inspector and the Police Lieutenant were out on Saturday discussing junk cars with residents, and reported good results. He mentioned that the committee would be discussing parking issues in the future. Mr. Feron reported that the Cemetery Bd. has been trimming and removing trees, and announced the fall cleanup is October 15.  Personnel – Mr. Boham reported that the committee met tonight in executive session. 7. PUBLIC COMMENTS & QUESTIONS (5 Minutes Per Person For Questions & Comments) – Dan Pilgrim from WSA reminded Council of the Fall Classic at the Rec. Park on October 19. He mentioned that he will be coaching youth basketball at the Town Hall two nights per week, and would like to see an AED in the Town Hall gym. Mr. Pilgrim suggested using the AED from the Rec. Park as basketball will begin in November. Mr. Bughman suggested approaching the Wellington Eagles to assist with the purchase of an AED for the gym. Mayor Schneider assured Mr. Pilgrim that they would give it some thought and resolve the issue. 8. ORDINANCES AND RESOLUTIONS RESOLUTION NO. 2024-28 A RESOLUTION APPROVING THE APPLICATION AND AUTHORIZING THE VILLAGE TO CREATE A DESIGNATED OUTDOOR REFRESHMENT AREA (“DORA”) 3rd Reading Motion by Dronsfield, 2 by Bughman to approve the third reading. Roll call vote was taken with all members present nd voting “yes”. ORDINANCE NO. 2024-32 AN ORDINANCE AMENDING THE 2024 ANNUAL APPROPRIATIONS ORDINANCE BY AUTHORIZING THE TRANSFER OF CERTAIN FUNDS AND APPROPRIATIONS AS NEEDED FOR OPERATIONS, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading (Requesting Suspension of the Rules) ORDINANCE NO. 2024-33 AN ORDINANCE REVISING AND RESTATING SECTION 1519.04 OF THE CODIFIED ORDINANCES RELATIVE TO FIREWORKS POSSESSION, SALE OR DISCHARGE REGULATIONS AND EXCEPTIONS 1st Reading ORDINANCE NO. 2024-34 AN ORDINANCE AMENDING THE 2024 ANNUAL APPROPRIATIONS ORDINANCE TO REFLECT ADDITIONAL REVENUES AND EXPENDITURES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading (Requesting Suspension of the Rules) 9. OLD BUSINESS - None 10. NEW BUSINESS Coffee with the Mayor – Mayor Schneider invited residents to Coffee with the Mayor on Saturday at 9 AM at Bread- N-Brew. Dukes Loss – Mr. Bughman reported that the Dukes football team lost to Black River on Friday. Thank You – MSW Director Arntz took a moment to thank Joe Neuwirth, Parker Rankin, and Brayden Cole from Public Works, for their help cleaning out the flowerpots in the CBD. 11.
