Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Steve Boham, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland Council Chambers November 4, 2024 7:18 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. APPROVAL OF MINUTES – Motion by Feron, 2nd by Bughman to approve the minutes from the October 21, 2024 Council Meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief McPike – Nothing to report  Finance Director Pfeiffer – Mrs. Pfeiffer reported that her memo was included in the packet and offered to answer any questions.  Village Manager Greever – Mr. Greever reported that his memo was brief, however has been working on the Water Plant reconstruction work (more to come), AMI, LSL, and offered to answer any questions. Mr. Hartman asked Mr. Greever to share the AMI four gateway locations; Mr. Greever replied S. Main St., E. Herrick Ave., the Water Plant, and Jones St.  Main Street Wellington – Ms. Arntz announced an expert on historical buildings would be in on November 12, and would be giving assessments of business district building. She advised anyone who would like to attend to call her office. She reported on November 16, at the Town Hall a craft show with 18 – 19 vendors, from 10 AM – 4 PM. She further mentioned a craft show at the VFW from Noon – 2 PM. Ms. Arntz reported on a Christmas parade Dec. 7 at 6 PM, and asked anyone wanting to participate to sign up. She further mentioned a performance by Janice’s Dance Studio, and Santa in the Town Hall following the parade. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to Council and discussed the 2025 budget. He thanked Mr. Greever for his work on the budget, and mentioned that they are redirecting it back for adjustments, and will discuss again on November 18.  Police – Mr. Rowland reported that the committee will meet on November 18, prior to Council.  Public Works – Ms. Dronsfield reported that the committee met prior to Council. She reported that the leaf machine is running daily, and will be purchasing a new machine in 2025. She reminded residents not to rake their leaves into the street as the leaves clog the catch basins.  Utility – Mr. Bughman reported that the committee met prior to Council and heard Mr. Bealer report that they had worked at the reservoir to clean up the toe drains, and described a planned outage on Jones St. for transformer installation. Mr. Love reported that a letter to residents with lead lines and galvanized lines would be going out in November. Mr. Bughman reported AMI meter installation would begin on November 12, with electric meters being installed first.   Ordinance – Mr. Feron reported that the committee will meet on November 18, if there is business to discuss. He mentioned that the Zoning Inspector is working with the Police Dept. on site violations. Mr. Feron reported that the Cemetery is on winter hours 8 AM – 2 PM, and decorations can be moved back to gravesites. He mentioned that the Cemetery is looking for summer help for next year.  Personnel – Mr. Boham reported that the committee will meet on November 18, if there is business to discuss. 7. PUBLIC COMMENTS & QUESTIONS - None (5 Minutes Per Person For Questions & Comments) 8. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2024-40 AN ORDINANCE AMENDING THE 2024 ANNUAL APPROPRIATIONS ORDINANCE TO REFLECT ADDITIONAL EXPENDITURES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading (Requesting suspension of the rules) Motion by Hartman, 2nd by Feron to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Rowland, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2024-41 AN ORDINANCE APPROVING THE VILLAGE’S SECTION 125 CAFETERIA PLAN FOR EMPLOYEES, COMMENCING IN 2025, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1 st Reading ORDINANCE NO. 2024-42 AN ORDINANCE AUTHORIZING THE APPOINTMENT OF THE VILLAGE DIRECTOR OF LAW AND OTHER VILLAGE LEGAL COUNSEL 1st Reading 9. OLD BUSINESS - None 10. NEW BUSINESS Coffee With the Mayor – Mayor Schneider invited residents to join him at Bread N Brew on November 16, at 9 AM. Utility Bills – Mayor Schneider reported that the post office has been inundated with election mail, and residents are not receiving their utility bills on time. He reported that residents could pay their utility bills over the phone by calling the Finance Office, or online on the Village website. Kiwanis Meeting – Mrs. Arntz invited resident to the November 19 Kiwanis meeting at the Kelly St. Fire Station at 5:30 PM, with special guest speaker Fred Greetham, beat reporter for the Cleveland Browns. Vote – Mr. Hartman announced that tomorrow November 5 is Election Day and reminded residents to get out and vote. He reported that all Village residents vote at the Wellington Eagles, from 6:30 AM – 7:30 PM. Up to Speed – Ms. Dronsfield reviewed the evenings Council Meeting with the Government student attending the meeting. She thanked her for attending, and invited her to come back. 11.
