1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance

3. APPROVAL OF MINUTES – Motion by Dronsfield, 2nd by Bughman to approve the minutes from the November 4,
2024 meeting. Roll call vote was taken with all members voting “yes”.
4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. Roll call
vote was taken with all members voting “yes”.

5. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS

Law Director Bond - Nothing to report
Chief McPike – Nothing to report
Finance Director Pfeiffer – Nothing to report
Village Manager Greever – Mr. Greever had nothing to add to his memo, and answered questions from
Councilmembers regarding his report.
Main Street Wellington – MSW Director Arntz thanked Mr. Feron for attending the recent workshop, and
thanked volunteers for working the craft show on Saturday. She mentioned an upcoming business-to-
business mixer at the Elms on December 4, and the Christmas parade and tree lighting at Union School
Park on Saturday December 7 at 5:30 PM.
6. REPORTS OF COMMITTEES
Finance – Mr. Hartman reported that the committee met prior to council and heard RITA collections are
up for the year 7.2%, health insurance is up $12,503 from last year, and reviewed the 2025 budget. He
thanked the committee for their great work, and thanked Mr. Greever for the presentation.
Police – Mr. Rowland reported that the committee met prior to council where they reviewed the November
stats, and had a lengthy conversation concerning vehicles and mileage.
Public Works – Ms. Dronsfield reported that the committee will meet on December 2, prior to council.
Utility – Mr. Bughmna reported that the committee will meet on December 2, prior to council.
Ordinance – Mr. Feron reported that the committee will meet on December 2, prior to council. He
mentioned that the Cemetery Board is looking to trade in and replace equipment.
Personnel – Mr. Boham reported that the committee will meet prior to council if there is business to
conduct.

8. ORDINANCES AND RESOLUTIONS
ORDINANCE NO. 2024-41
AN ORDINANCE APPROVING THE VILLAGE’S SECTION 125 CAFETERIA PLAN FOR EMPLOYEES,
COMMENCING IN 2025, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 2 nd Reading
Motion by Hartman, 2 by Rowland to move the second reading. Roll call vote was taken with all members voting

AN ORDINANCE AUTHORIZING THE APPOINTMENT OF THE VILLAGE DIRECTOR OF LAW AND OTHER
VILLAGE LEGAL COUNSEL 2nd Reading
Motion by Hartman, 2 by Feron to move the second reading. Roll call vote was taken with all members voting “yes”.

ORDINANCE NO. 2024-43
AN ORDINANCE AMENDING THE 2024 ANNUAL APPROPRIATIONS ORDINANCE TO REFLECT ADDITIONAL
EXPENDITURES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading
(Requesting suspension of the rules)
Motion by Hartman, 2nd by Feron to suspend the rules. Roll call vote was taken with all members voting “yes”.
Motion by Rowland, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”.
9. OLD BUSINESS - None
10. NEW BUSINESS
Congratulations! – Mr. Hartman congratulated Andy Pickworth from the Water Plant for passing his class 3
operators exam. He reported that his accomplishment creates the much needed redundancy within the department.
Leaf Collection – Mr. Bughman assured residents that the Village is still performing curbside leaf collection.
VFW Craft Show – Mr. Feron reported that the VFW held a very nice craft show on Saturday. He reported that the
MSW workshop he attended was very informational.
Government Class – Ms. Dronsfield gave a brief explanation of municipal government operations to the WHS
government students in attendance.
11. ADJOURN – Motion by Feron, 2nd by Bughman to adjourn at 7:23 PM
