Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Steve Boham, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland Council Chambers November 17, 2025 7:25 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. ROLL CALL Councilman Stephen Boham – Absent Councilman Gary Feron – Present Councilman Mark Bughman – Present Council President Gene Hartman – Present Councilwoman Helen Dronsfield – Present Councilman Keith Rowland – Present Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, Law Director Schulte, Chief McPike, Clerk of Council O’Brien, Brian Burke, Derek Brasee 3. APPROVAL OF MINUTES – Motion by Feron, 2nd by Bughman to approve the minutes from the November 3 special session, the November 10 special session, and the November 3 council meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Feron to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Schulte – Nothing to report.  Chief McPike – Chief McPike thanked the Mayor and Council for the honor of serving Wellington. Mayor Schneider thanked Chief McPike for his dedication to the community, and told him that he would be missed. Chief McPike’s last day is December 1. Council wished him well.  Finance Director Pfeiffer – Mrs. Pfeiffer had nothing to add and offered to answer any questions.  Village Manager Greever – Mr. Greever stood on his report, and offered to answer any questions.  Main Street Wellington – Mr. Bughman reminded residents to join them on Saturday December 6 for the tree lighting at Union School Park at 5:00 PM. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council where they discussed the 2026 budget, LSL replacement, October financials, which are even with 2023, and health insurance, which is up 8.5% as expected. He further reported that the Fire Board minutes were included in the packet.  Police – Mr. Rowland reported that the committee met prior to council and reviewed October stats, and overtime and part time hours. Mr. Rowland thanked Chief McPike for his work for the Village and wished him well in his new position.  Public Works – Ms. Dronsfield reported that the committee will meet on December 1, prior to council.  Utility – Mr. Bughman reported that the committee will meet on December 1, prior to council.  Ordinance – Mr. Feron reported that the committee will meet on December 1, prior to council.  Personnel – Ms. Dronsfield reported that the committee met prior to council in executive session, and no action was taken. 7. PUBLIC COMMENTS & QUESTIONS - None (5 Minutes Per Person For Questions & Comments) 8. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2025-43 AN ORDINANCE APPROVING THE VILLAGE’S SECTION 125 CAFETERIA PLAN FOR EMPLOYEES, COMMENCING IN 2026, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 2 nd Reading Motion by Hartman, 2 by Feron to move the second reading. Roll call vote was taken with all members present nd voting “yes”. Ordinance No. 2025-46 AN ORDINANCE AMENDING THE 2025 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR CERTAIN EXPENSES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1 st Reading (Requesting Suspension of the Rules) Motion by Rowland, 2nd by Feron to suspend the rules. Roll call vote was taken with all members present voting “yes”. Motion by Rowland 2nd by Bughman to approve as read. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2025-47 AN ORDINANCE TO MAKE PERMANENT APPROPRIATIONS FOR THE CURRENT AND OTHER EXPENDITURES FOR THE VILLAGE OF WELLINGTON, OHIO FOR THE PERIOD ENDING DECEMBER 31, 2026 AND DECLARING AN EMERGENCY 1st Reading RESOLUTION NO. 2025-48 A RESOLUTION ADOPTING A REVISED 2026 ANNUAL BUDGET OF ESTIMATED REVENUES AND EXPENDITURES, AND PROVIDNG FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading 9. OLD BUSINESS 10. NEW BUSINESS Thank You – Ms. Dronsfield thanked Mr. Greever and Mrs. Pfeiffer for all of the work that they put in to the 2026 Budget. Mr. Bughman thanked Mr. Greever for maintaining his ICMA credentials referring to an article, which was included in the packet. Coffee with the Mayor – Mr. Greever answered questions from Mr. Hartman that were heard from residents who attended the Coffee with the Mayor on Nov. 15. Mayor Schneider thanked Mr. Hartman for taking notes during the event. Acting Chief of Police – Mayor Schneider appointed Josh Poling as Acting Chief of Police, effective December 1, 2025 with a $250.00 weekly wage increase. Motion by Rowland, 2nd by Feron to ratify Mayor Schneider’s appointment. Roll call vote was taken with all members present voting “yes”. 11. ADJOURN – Motion by Feron, 2nd by Bughman to adjourn at 7:43 PM
