Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Steve Boham, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland Council Chambers December 15, 2025 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. APPROVAL OF MINUTES – Motion by Feron, 2nd by Bughman to approve the minutes from the December 1, 2025 council meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Schulte – Law Director Schulte had nothing to report and offered to answer any questions.  Acting Chief Poling – Acting Chief Poling had nothing to report.  Finance Director Pfeiffer – Finance Director Pfeiffer had nothing to report.  Village Manager Greever – Village Manager Greever reported that ordinance 2025-53 is on tonight’s agenda for an ODOT SR 18 resurfacing project in 2026 & 2027. He reminded the Mayor and Council to stop at Public Works for the Employee Luncheon on Friday Dec. 19 at 11:30. He answered questions from Mr. Hartman regarding water line breaks on W. Herrick.  Main Street Wellington – Mr. Bughman thanked performers and volunteers who made the Tree Lighting ceremony a success. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council, and discussed November financials, which he said are decent. He took a moment to thank his committee and all of council for their work throughout the year. He mentioned that the RITA collections are in line with 2023 reporting, due to an error in 2024. He mentioned that next year’s comparison will be back in line. Mr. Hartman reported that employee health insurance is up 8.4%, which is less than quoted for 2025.  Police – Mr. Rowland reported that the committee met prior to council, where they heard the overtime hours are tracking well. He further reported that Sgt. Smonsy received the Chief’s Commendation for receiving $70,000 in grants and fundraising donations for new patrol vehicle technology. Thank you Sgt. Smosny!  Public Works – Ms. Dronsfield reported that the committee will meet on January 5, prior to council.  Utility – Mr. Bughman reported that the committee will meet on January 5, prior to council.  Ordinance - Mr. Feron reported that the committee will meet on January 5, prior to council.   Personnel – Nothing to report. 7. PUBLIC COMMENTS & QUESTIONS (5 Minutes Per Person For Questions & Comments) Ayers Ratliff was in attendance to announce Kiwanis sold $11,000 in Peterson nuts, and the KKids sold $3,000. He thanked Councilman Bughman, Councilman Rowland, and Marla Lent. He spoke about Ohio’s proposed legislation for redistricting school districts, and proposed reduction in property taxes, and how it would leave less money for schools. He thanked the Mayor and Council for supporting the Village schools. 8. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2025-47 AN ORDINANCE TO MAKE PERMANENT APPROPRIATIONS FOR THE CURRENT AND OTHER EXPENDITURES FOR THE VILLAGE OF WELLINGTON, OHIO FOR THE PERIOD ENDING DECEMBER 31, 2026 AND DECLARING AN EMERGENCY 3rd Reading Motion by Rowland, 2nd by Feron to approve the third reading. Roll call vote was taken with all members voting “yes”. RESOLUTION NO. 2025-48 A RESOLUTION ADOPTING A REVISED 2026 ANNUAL BUDGET OF ESTIMATED REVENUES AND EXPENDITURES, AND PROVIDNG FOR AN IMMEDIATE EFFECTIVE DATE 3rd Reading Motion by Rowland, 2 by Feron to approve the third reading. Roll call vote was taken all members voting “yes”, nd except Boham abstained. ORDINANCE NO. 2025-51 AN ORDINANCE AMENDING THE 2025 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR CERTAIN EXPENSES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1 st Reading (Requesting Suspension of the Rules) Motion by Rowland, 2nd by Feron to suspend the rules. ORDINANCE NO. 2025-52 AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF THE VILLAGE DIRECTOR OF LAW AND OTHER VILLAGE LEGAL COUNSEL 1st Reading (Requesting Suspension of the Rules) Motion by Rowland, 2nd by Feron to suspend the rules. NEW BUSINESS Coffee with the Mayor – Mayor Schneider invited everyone to join him on Saturday Dec. 20 for Coffee with the Mayor at Bread-N-Brew. Committees – Mayor Schneider asked Councilmembers to email him about committee interests for next year Key to the Village – Mayor Schneider presented Councilman Stephen Boham with a key to the Village for his work on Council the past two years. Mr. Boham congratulated Derek Brasee on his newly elected council seat, and thanked the Mayor, Council, and Village Manager. Mr. Boham was met with applause. Welcome to Council – Ms. Dronsfield took a few moments to welcome the WHS government students in attendance, and gave them a summarized version of how Wellington government operates. Thanks! – Law Director Schulte thanked the Mayor and Council for re-hiring her for the Director of Law position. 11. ADJOURN – Motion by Feron, 2nd by Bughman to adjourn at 7:37 PM
