1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance
2. ROLL CALL

Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, Law Director Schulte, Acting
Chief Poling, Clerk of Council O’Brien, the family of Derek Brasee, WHS government students
3. APPROVAL OF MINUTES – Motion by Feron, 2nd by Brasee to approve the minutes from the December 15, 2025
council meeting. Roll call vote was taken with all members present voting “yes”.
4. SWEARING IN – Mayor Schneider swore in Council President Gene Hartman, Councilman Gary Feron, Council Keith
Rowland, and Councilman Derek Brasee. They were met with applause.
5. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. Roll call
vote was taken with all members voting “yes”.

6. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS
Mayor Schneider
Law Director Schulte – Law Director Schulte had nothing to report and offered to answer any questions.
Acting Chief Poling – Acting Chief Poling had nothing to report.
Finance Director Pfeiffer – Finance Director Pfeiffer had nothing to report.
Village Manager Greever – Village Manager Greever thanked the Mayor and Council for the Employee
Appreciation dinner on Dec. 19, where Matt Osborn was awarded Employee of the Year. Mr. Hartman
had questions regarding Republic Services collecting refuse near the elementary school while children
are on their way to school; Mr. Greever will contact Republic and ask them to collect after 9 AM.

7. REPORTS OF COMMITTEES
Finance – Mr. Hartman reported that the committee will meet on Tuesday January 20, prior to council.
Police – Mr. Rowland reported that the committee will meet on January 20, prior to council.
Public Works – Ms. Dronsfield reported that the committee met prior to council where Mr. Brasee reported
that they are busy salting and plowing streets, and winterizing the Rec. Park. She mentioned that many
leaves were not collected this fall due to the early snow, and will be collecting leaves again in the spring.
Utility – Mr. Feron reported that the committee met prior to council, where Mr. Bealer reported practice
poles had been placed behind 98 Johns St. He reported that the Wastewater Dept. had been performing
maintenance, and the Parkside liftstation would be completed by May. Mr. Feron reported that the Water
Dept. is working with the contractor to have residential lead and galvanized water lines on West St.
replaced.
Ordinance – Mr. Feron reported that the committee will meet on January 20, prior to council to discuss e-
bikes. He further reported that the Cemetery Bd. will have Wreaths Across America hang wreaths in
2026, and may need volunteers to remove the wreaths after Christmas. He mentioned that the American
Legion will be putting wreaths out as well.
Personnel – Mr. Rowland reported that the committee met in executive session prior to council. Motion by
Rowland, 2nd by Brasee to accept the resignation of John Willis, lineman apprentice, effective January 6,
2026. Roll call vote was taken with all members present voting “yes”.
8. PUBLIC COMMENTS & QUESTIONS - None

9. ORDINANCES AND RESOLUTIONS
ORDINANCE NO. 2026-01
AN ORDINANCE AMENDING SECTION 159.05 OF THE CODIFIED ORDINANCES “UNIFORM ALLOWANCES
GENERALLY” AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading
(Requesting Suspension of the Rules)
Motion by Rowland, 2nd by Feron to suspend the rules. Roll call vote was taken with all members present voting “yes”.

11. NEW BUSINESS
Welcome Students – Councilwoman Dronsfield welcomed WHS government students, and gave them a short review
of the meeting, and how the Village operates. She thanked them for attending, and invited them to come back.
12. ADJOURN – Motion by Feron, 2nd by Brasee to adjourn at 7:35 PM
