Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Derek Brasee, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland Council Chambers March 2, 2026 7:00 PM 1. PLEDGE OF ALLEGIANCE – Council President Hartman called the meeting to order with the Pledge of Allegiance 2. APPROVAL OF MINUTES – Motion by Brasee, 2nd by Bughman to approve the minutes from the February 17, 2026 Council Meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Rowland, 2nd by Brasee to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider - Absent  Law Director Schulte – LD Schulte had nothing to report, and offered to answer any questions.  Acting Chief Poling – AC Poling had nothing to report.  Finance Director Pfeiffer – FD Pfeiffer had nothing to report.  Village Manager Greever – VM Greever thanked council for supporting his DC trip to congress and for being a part of good policy. He answered questions from Mr. Bughman regarding his trip to DC. He answered questions from Mr. Brasee regarding D2 and West St.; he asked that PW Supt. Brasee check on the potholes in Johns St. Mr. Hartman had questions regarding water main breaks, and asked Mr. Greever to research investing in our own leak detection equipment.  Main Street Wellington – Mr. Bughman reported that MSW met last week, where they discussed the Night at the Races event, and mentioned that they are working on the tickets. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council and discussed the property and casualty insurance renewal.  Police – Mr. Rowland reported that the committee will meet prior to council on March 16.  Public Works – Ms. Dronsfield reported that the committee met prior to council, where Mr. Brasee reported they have been doing a lot of maintenance work, including snow removal. She further reported that the remodel of the men’s restroom at the Rec. Park was coming along, and the first HS baseball game is scheduled for April 1.  Utility – Mr. Bughman reported that the committee met prior to council. He further reported that the Electric Dept. updated the wiring at the gazebo, and will be working on finishing the lighting in Union School Park. They installed a new pole at the reservoir drive and ordered new poles, and Mr. Bealer will take an inventory of trees that need to be replaced in the CBD. He mentioned that the Water Dept. is updating the EPA lead line mapping, and they are working to tweak the AMI system information for a future rate study discussion. Mr. Bughman reported that the Waste Water Dept. described business as usual, the Parkside Liftstation project is staked out, and the raw pump VFD’s will arrive the end of April.  Ordinance – Mr. Feron reported that the committee met prior to council where they discussed data  centers, traffic pattern changes - no left turn into Westwood Dr. from Jones St. between 7:00 AM – 8:00 AM and 2:00 PM – 4:00 PM M-F. He mentioned that the Assistant Finance Director position and the insurance ordinances were on tonight’s agenda. Mr. Feron reported that there are two water breaks at the Cemetery that need to be repaired, and they are ready to begin spring cleanup.  Personnel – Mr. Rowland reported that the committee will meet on March 16, if there is business to discuss. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2026-04 AN ORDINANCE ESTABLISHING THE POSITION OF ASSISTANT FINANCE DIRECTOR, AND APPROVING THE JOB DESCRIPTION FOR THE ASSISTANT FINANCE DIRECTOR POSITION, AND DECLARING AN EMERGENCY (Requesting Suspension of the Rules) 1st Reading Motion by Rowland, 2nd by Feron to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Rowland, 2nd by Bughman to approve as read. Roll call vote was taken with all member voting “yes”. ORDINANCE NO. 2026-05 AN ORDINANCE PROHIBITING LEFT TURNS INTO WESTWOOD SCHOOL DRIVE FROM WESTBOUND JONES STREET DURING SCHOOL PICKUP AND DROP OFF HOURS, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading ORDINANCE NO. 2026-06 AN ORDINANCE AUTHORIZING AN AGREEMENT FOR PROPERTY AND LIABILITY INSURANCE AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading (Requesting Suspension of the Rules) Motion by Rowland, 2nd by Brasee to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Rowland, 2nd by Brasee to approve as read. Toll call vote was taken with all members voting “yes”. ORDINANCE NO. 2026-07 AN ORDINANCE ENACTING A ONE YEAR MORATORIUM, WITH OPTION FOR A ONE YEAR EXTENSION, ON THE RECEIPT, PROCESSING, ISSUANCE, AND APPROVAL OF ANY APPLICATION FOR A ZONING CERTIFICATE FOR NAICS 518-DATA PROCESSING, HOSTING AND RELATED SERVICES (DATA CENTERS) UNDER THE VILLAGE’S PLANNING AND ZONING CODE; AND DECLARING AN EMERGENCY 1st Reading 9. OLD BUSINESS - None 10. NEW BUSINESS Thank You – Mr. Bughman thanked the Electric Dept. for updating the Gazebo electric. Night at the Races – Mr. Bughman mentioned that MSW is working on the Night at the Races event, which is a fundraiser for the Village fireworks display. He further mentioned that this year’s fireworks display would be more elaborate as it is the 250th celebration. Home Town Hero’s Flags – Mr. Hartman reminded residents that Hometown Hero flags are still available to purchase, and those interested should check in with Marla who has the applications. 11.
