Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Derek Brasee, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland Council Chambers March 16, 2026 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. APPROVAL OF MINUTES – Motion by Feron, 2nd by Bughman to approve the minutes from the March 2, 2026 Council Meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Schulte – Nothing to report.  Acting Chief Poling – AC Poling reminded residents with St. Patricks’ Day tomorrow, to get a DD, and mentioned that people can park overnight in the CBD, without a ticket. AC Poling reported that the statewide tornado drill is scheduled for April 18.  Finance Director Pfeiffer – Nothing to report.  Village Manager Greever – Mr. Greever reminded councilmembers that they were scheduled for their Freemont tour on March 24, and mentioned that Wadsworth officials would be joining them on the tour. He reminded council that the State of the Village is March 26, and Marla has tickets available.  Main Street Wellington – Program manager Marley invited council to attend the MSW open house on March 26, from 5PM – 6PM. She reviewed upcoming events, and expressed the need for volunteers. Mr. Bughman requested that the calendar of events be included in the newsletter. Mr. Hartman recommended that MSW communicate with new businesses, refer them to Marla, in an effort to assist new businesses with the Village procedure. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council and reviewed February financials, RITA collections, which are down 9.3%, and health insurance is up 4.6%.  Police – Mr. Rowland reported that the committee met prior to council and discussed the flashing school zone light on N. Main. He further reported that ODOT will be in to review the school zones. He mentioned that they also reviewed AC Poling’s request to sell old used equipment, and purchase ammo; ordinance to come. Motion by Rowland, 2nd by Dronsfield to accept the resignation of Christopher Martin, auxiliary police officer, effective February 18, 2026. Roll call vote was taken with all members present voting “yes”. Motion by Rowland, 2nd by Dronsfield to accept the resignation of Detective Robert Aviles, effective March 15, 2026. Mr. Rowland thanked Detective Aviles for his 30 years dedication to the Village. Roll call vote was taken with all members present voting “yes”.  Public Works – Ms. Dronsfield reported that the committee will meet on April 6, prior to council.   Utility – Mr. Bughman reported that the committee will meet on April 6, prior to council.  Ordinance – Mr. Feron reported that the committee met prior to council and discussed E-Scooters, and E- bikes, and will be in the ordinance. He mentioned that there is no riding on the sidewalk, or through the CBD. Mr. Feron further reported that the committee discussed the snow ban, which they have agreed to leave as written, as the Police Chief can put the ban into effect.  Personnel – No report. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2026-05 AN ORDINANCE PROHIBITING LEFT TURNS INTO WESTWOOD SCHOOL DRIVE FROM WESTBOUND JONES STREET DURING SCHOOL PICKUP AND DROP OFF HOURS, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 2nd Reading Motion by Rowland, 2nd by Feron to move the second reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2026-07 AN ORDINANCE ENACTING A ONE YEAR MORATORIUM, WITH OPTION FOR A ONE YEAR EXTENSION, ON THE RECEIPT, PROCESSING, ISSUANCE, AND APPROVAL OF ANY APPLICATION FOR A ZONING CERTIFICATE FOR NAICS 518-DATA PROCESSING, HOSTING AND RELATED SERVICES (DATA CENTERS) UNDER THE VILLAGE’S PLANNING AND ZONING CODE; AND DECLARING AN EMERGENCY 2nd Reading Motion by Hartman, 2nd by Feron to suspend the rules. Roll call vote was taken with all members present voting “yes”. Motion by Rowland, 2nd by Feron to approve as read. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2026-08 AN ORDINANCE AMENDING THE 2026 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR CERTAIN EXPENSES AND ACCOUNT FOR CERTAIN REVENUES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading (Requesting Suspension of the Rules) Motion by Rowland, 2nd by Feron to suspend the rules. Roll call vote was taken with all members present voting “yes”. Motion by Rowland, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. 9. OLD BUSINESS - None 10. NEW BUSINESS State of the Village – Mayor Schneider reminded residents of the State of the Village on March 26, at the Eagles. Coffee with the Mayor – Mayor Schneider invited residents to attend Coffee with the Mayor at Bread-N-Brew on March 21. 11. ADJOURN – Motion by Feron, 2nd by Bughman to adjourn at 7:34 PM
