2. Consent Items:
Motion to approve agenda, vouchers, and minutes from previous meetings.
Vouchers:
Claim checks #192462-#192592 and Wire #1476 in the amount of $1,853,791.20 for October 11, 2019
Claim checks #192593-#192690 in the amount of $811,825.27 for October 17, 2019
Payroll distribution in the amount of $355,025.00 for October 18, 2019
Claim checks #192461 in the amount of $6,981.60 for October 7, 2019
Resolution No. 2019-42, declaring certain personal property surplus to the needs of the
City of Wenatchee and authorizing the Department of Public Works to dispose of the
personal property identified herein.
3. Citizen Requests/Comments.
The “Citizen Comments” period is to provide the opportunity for members of the public to address the Council
on items either not on the agenda or not listed as a public hearing. The Mayor will ask if there are any citizens
wishing to address the Council. When recognized, please step up to the microphone, give your name and
mailing address, and state the matter of your interest. If your interest is an agenda item, the Mayor may suggest
that your comments wait until that time. Citizen comments will be limited to three minutes.

A. Interlocal Agreement – Special Investigative Unit

Motion for City Council to provide authorization for the Mayor to sign the Special
Investigative Unit Interlocal Agreement.

B. 2019-2021 Biennial Stormwater Capacity Grant

Motion for City Council to authorize the Mayor’s signature on the 2019-2021 Biennial
Stormwater Capacity Grant agreement with the Washington State Department of
Ecology.
C. WWTP Equalization Basin Liner Replacement Project No. 1620 – Final Acceptance
Presented by Senior Engineer Jeremy Hoover
Motion for City Council to accept the work performed by the contractor, KRCI, LLC, Inc. for
the WWTP Equalization Basin Liner Replacement – Project No. 1620, and further authorize
the Mayor to sign the Final Contract Voucher Certification on behalf of the City of
Wenatchee.
D. Kenzie’s Landing Project
Presented by Parks, Recreation and Cultural Services Director David Erickson
Motion for City Council to approve the project agreement with Chelan Douglas Land Trust
for the Kenzie’s Landing Project and authorize the Mayor to sign the agreement.
Motion for City Council to approve the project funding agreement 18-1247C with the State
of Washington for the Kenzie’s Landing Project and authorize the Mayor to sign the
agreement.
Motion for City Council to approve the purchase and sale agreement with the Chelan
Douglas Land Trust for the Kenzie’s Landing Project and authorize the Mayor to sign the
agreement.
E. Interlocal Agreement with Link Transit
Presented by Economic Development Director Steve King
Motion for City Council to authorize the Mayor to sign an interlocal agreement with Link
Transit for $200,000 to be used to support the Confluence Parkway NEPA compliance
project.
F. North Wenatchee Building Demolition – Project 1712
Presented by Economic Development Project Manager Matt Shales
Motion for City Council to authorize the Mayor to award and sign the construction
contract to the lowest responsive bidder upon review by WSDOT and City Attorney.
