WENATCHEE CITY COUNCIL Thursday, November 7, 2019 Wenatchee City Hall Council Chambers 301 Yakima Street, 2nd Floor Wenatchee, WA 98801 AGENDA 5:15 p.m. Special Meeting 1. Call to Order, Pledge of Allegiance, and Roll Call. 2. Consent Items:  Motion to approve agenda, vouchers, and minutes from previous meetings. Vouchers: Claim checks #192691 through #192774 in the amount of $626,201.14 for October 24, 2019 Wires #1477 through #1479 in the amount of $50,787.45 for October 25, 2019 Payroll distribution in the amount of $12,014.14 for October 31, 2019 Claim checks #192775 through #192869 in the amount of $600,957.98 for October 31, 2019 Claim checks #192885 through #192894 in the amount of $13,898.99 for October 31, 2019 Payroll distribution in the amount of $458,975.83 for October 31, 2019 Benefits/deductions in the amount of $894,852.48 for October 31, 2019 3. Citizen Requests/Comments. The “Citizen Comments” period is to provide the opportunity for members of the public to address the Council on items either not on the agenda or not listed as a public hearing. The Mayor will ask if there are any citizens wishing to address the Council. When recognized, please step up to the microphone, give your name and mailing address, and state the matter of your interest. If your interest is an agenda item, the Mayor may suggest that your comments wait until that time. Citizen comments will be limited to three minutes. 4. Presentations.  Veterans Day Proclamation 5. Action Items. A. Wenatchee Valley Humane Society Contract Presented by Executive Services Director Allison Williams Motion for City Council to authorize the Mayor to sign a new three-year contract with the Wenatchee Valley Humane Society to provide Animal Control Services for the City of Wenatchee. Motion for City Council to adopt Ordinance No. 2019-40, amending Wenatchee City Code Section 5.28.30(4) related to animal control fees. Page 1 of 3 B. 2020 Agreement for Emergency Services Presented by Executive Services Director Allison Williams Motion for City Council to authorize the Mayor’s signature on the 2020 Agreement for Emergency Services between the City of Wenatchee and Chelan County Department of Emergency Management. C. 2020 AC Water Main Replacement – Project No. 1918 Presented by Senior Engineer Jeremy Hoover Motion for City Council to authorize the Mayor to negotiate with RH2 Engineering, Inc. for design services for the 2020 AC Water Main Replacement - Project No. 1918, and further authorize the Mayor to sign a contract on behalf of the City. D. Methow Street Improvements - Project No. 1916 Authorization to negotiate design services Presented by Engineering Services Manager Jacob Huylar and Project Engineer Emma Honeycutt Motion for City Council to authorize the Mayor to negotiate with Perteet for design services for the Methow Street Improvements - Project No. 1916, and further authorize the Mayor to sign the contract on behalf of the City. E. Chelan County PUD Easement Presented by Public Works Operations Manager Motion for City Council to authorize the Mayor to sign the easement allowing Chelan County PUD access for installing utilities at the property located at 1203 Cashmere Street. 6. Public Hearing Items. The Mayor will call the Public Hearing to order and state the ground rules, the purpose of the hearing, the action that the hearing body may take on the matter, will address the appearance of fairness doctrine, and will state the manner in which the hearing will proceed. Staff will first give a report, followed by testimony of experts and/or the applicant, followed then by public testimony. All speakers must speak into the microphone and clearly state their names and addresses. All comments should be addressed to the hearing body, should be relevant to the application, and should not be of a personal nature. Public testimony may be limited to three minutes, unless further time is granted by the Mayor. If there are a large number of speakers, a representative may be appointed to speak on behalf of the group. F. 2020 Property Tax Levies Presented by Finance Director Brad Posenjak Motion for City Council to adopt Ordinance No. 2019-37, authorizing an increase in the regular property tax levy to be collected in the 2020 tax year. Motion for City Council to approve Resolution No. 2019-45, requesting the Chelan County Assessor to collect sufficient funds to address debt service requirements of a voter approved bond levy. Housing Code Update – Amendments to Title 10 and 11 WCC and New Residential Design Guidelines Presented by Community Development Staff Motion for City Council to adopt the revisions to the Wenatchee City Code and Residential Design Guidelines as represented in Ordinance No. 2019-35 adopting amendments to Title 10, Ordinance No. 2019-36 adopting amendments to Title 11, and Resolution No. 2019-43 adopting the Residential Design Guidelines including the revisions presented by staff to sections C.1.1 and C.3. 7.
