MINUTES WENTWORTH TOWN COUNCIL September 6, 2022 7:00 pm Wentworth Town Hall 124 Peach Tree Road, Wentworth NC The Wentworth Town Council held their regularly scheduled monthly meeting at the Wentworth Town Hall, on Tuesday, September 6, 2022 at 7:00pm. Council Members Present: Mayor Dennis Paschal Jr., Mayor Pro Tem Evelyn Conner, Cheryl Moore, Dennis Paschal III, Daryl Crowder Council Members Absent: A quorum was met. Staff Present: Yvonne Russell, Town Clerk/ Finance Officer Hunter Wilson, Accounting Clerk/ Deputy Clerk Others Present: Ellis Martin, Attorney, Fox Rothschild LLP – Town of Wentworth Rockingham Update - Media Article I. CALL TO ORDER Mayor Dennis Paschal, Jr. called the meeting to order. Article II. INVOCATION Mayor Paschal gave the invocation. Article III. APPROVAL OF TOWN COUNCIL AGENDA A. Requests and Petitions of Citizens B. Approve/ Amend Agenda Councilmember Dennis Paschal III made a MOTION, “Under New Business, add Item F., Christmas in the Park.” Mayor Paschal seconded the motion. All voted in favor and the motion carried. Mayor Paschal made a MOTION, “To approve the Agenda as amended”. Mayor Pro Tem Evelyn Conner seconded the motion. All voted in favor and the motion carried. Wentworth Council Meeting Minutes September 6, 2022 – pg. 1 Article IV. APPROVAL OF MINUTES A. Town Council Meeting – August 2, 2022 B. Town Council Special Meeting – August 15, 2022 Mayor Paschal made a MOTION, “The minutes be approved as written”. Mayor Pro Tem Conner and Councilmember Daryl Crowder seconded the motion. All voted in favor and the motion carried. Article V. OLD BUSINESS There was no old business. Article VI. NEW BUSINESS A. Consideration of Appointments to Wentworth Historic Preservation Committee 1. Ron Farris – 1122 NC 65, Wentworth NC 2. Cindy Farris – 1122 NC 65, Wentworth NC Mayor Paschal made a MOTION, “We appoint Ron and Cindy Farris to the Historic Preservation Committee.” Mayor Pro Tem Conner seconded the motion. All voted in favor and the motion carried. Article VI. NEW BUSINESS B. Consideration of Amending Job Description for Accounting Clerk Yvonne Russell, Town Clerk/Finance Officer explained that when asking about some technical procedures for the Accounting Clerk to be able to sign checks, she found out from the School of Government that they need to be designated as a Deputy Finance Officer to be able to legally sign checks. Ms. Russell said she asked if the Town could accomplish that with an amendment to the Accounting Clerk job description, and was told that would be sufficient. Ms. Russell said item number one under ‘Specific Duties, Functions, and Tasks’ of the Accounting Clerk job description could be amended to read “Serves as Deputy Clerk for the purpose of counter signing checks or drafts issued”. Mayor Paschal asked if there were any questions. There were none. Mayor Paschal stated, “I make a MOTION to that effect.” Councilmember Paschal III seconded the motion. Oath of Office – Hunter Wilson, Accounting Clerk/ Deputy Clerk Ms. Russell administered the Oath of Office to Hunter Wilson for the position of Accounting Clerk/ Deputy Clerk. Ms. Russell reported that Ms. Wilson is doing a great job and is very eager to learn, and she is thankful to have her on board. Article VI. NEW BUSINESS D. Review of Check Signers List Ms. Russell explained that Ms. Wilson needs to be added to the check signers list for the Town’s bank accounts at Home Trust Bank. Mayor Paschal made a MOTION, “To add Hunter Wilson to the check signers list.” Councilmember Paschal III seconded the motion. All voted in favor and the motion carried. Article VI. NEW BUSINESS E. Consideration of Budget Amendment No 2 for FY 2022-2023 Mayor Paschal made a MOTION, “To approve Budget Amendment No 2 for Fiscal Year 2022 -2023.” Councilmember Paschal III seconded the motion. All voted in favor and the motion carried. (Note: A copy of Budget Amendment No. 2 for FY 2022-2023 is herein incorporated and made a part of these minutes.) NEW BUSINESS F. Christmas in the Park Councilmember Paschal III informed Council that Wentworth Elementary School would like to participate with the Town of Wentworth in the Christmas in the Park event again this year. Council discussed the date and time and settled on December 2, 2022 from 5:30pm until 8:00pm. Council also discussed the logistics of providing hot dogs to the public. Mayor Paschal said he knows someone with a large cooker that may be available to help. Councilmember Paschal III made a MOTION, “To partner with the local schools to hold Christmas in the Park on December 2, 2022 from 5:30pm until 8:00pm.” Councilmember Crowder seconded the motion. All voted in favor and the motion carried. Article VII. PUBLIC COMMENTS No one signed the speaker register for public comments. ANNOUNCEMENTS Mayor Paschal made the following announcements:  The next regular meeting of the Wentworth Planning Board is scheduled for Tuesday, September 20, 2022, at 7:00 pm at the Wentworth Town Hall.  The next regular meeting of the Wentworth Town Council is scheduled for Tuesday, October 4, 2022, at 7:00 pm at the Wentworth Town Hall.
