CALL TO ORDER The meeting was called to order by Mayor Devine at 11:03 a.m. B. ROLL CALL Present 3- Mayor Dan Devine, Rebecca Grill, and John Stibal Others Attending Shaun Mueller, Community & Economic Development Coordinator; and Tony Giron, Planner C. APPROVAL OF MINUTES 1. 19-0666 Minutes (draft) of July 10, 2019 A motion was made by Ms. Grill, seconded by Mr. Stibal, that the minutes of the July 10, 2019 meeting be approved. The motion carried by the following vote: Aye: 3- Mayor Devine, Grill, and Stibal No: 0 D. MATTERS FOR DISCUSSION/ACTION 2. 19-0667 Discussion regarding the proposal received from Wallpapered City LLC, for a potential 2020 Mural Program Mr. Mueller summarized the proposal received from Wallpapered City LLC. Discussion ensued as to potential sites for the murals. Areas suggested were at locations on Burnham St., Becher St., Downtown West Allis, the Farmers Market & Greenfield Ave. from S. 70th to S. 76th St. It was agreed by the committee that next steps should include a communication to the Common Council. Mural proposals would be placed on the Safety & Development Agenda with the proposal attached to the jacket. A motion was made by Mr. Stibal, seconded by Ms. Grill to approve. The motion carried unanimously. 3. 19-0668 Discussion regarding how to handle individual requests for murals Mr. Mueller indicated that initially, 80% subsidy had been given for the murals. The Peanut Butter & Jelly Deli mural was an example of this. Mr. Mueller suggested that a standard be set for individual mural subsidies. He indicated it could be considered similar to a facade grant with no more than 50% of the cost being subsidized. Greenfield Ave. Mr. Mueller reported that no application has been received to date, for a proposed mural for Crawdaddy's on Greenfield, 9427 W. Greenfield Ave. 5. 19-0670 Discussion regarding the proposal from Dottke School to paint the bench at the historic Seneca Gas Station site, located on the northwest corner of W. National Ave. and S. 76 St. Discussion ensued. It was agreed to conditionally approve the proposal from Dottke School to paint the bench at the Seneca Gas Station but more detail would need to be submitted Mr. Giron indicated that the library book bench project should be taken to the Library Board to see if they have an interest in taking over the project. 6. 19-0671 Discussion regarding the process, standards and committee formation of the West Allis Artscape Leadership Group Ms. Grill commented that the Artscape Leadership Group process, standards and committee formation appear to be good as is. She did suggest placing this on a future agenda as a general discussion item. E. ADJOURNMENT A motion was made by Ms. Grill, seconded by Mr. Stibal to adjourn the meeting at 11:45 a.m. The motion carried unanimously. All meetings of the {bdName} are public meetings.
