REGULAR MEETING
A. CALL TO ORDER
The meeting was called to order by Kimberly Cosby, Chair at 6:01 p.m.
B. ROLL CALL
Present 10 - Ms. Kimberly Cosby, Ms. Nicole Brinkley, Ms. Caroline Dlouhy, Mr. Justin Haut, Ms.
Graciela Hernandez, Ald. Michael May, Ms. Allisa Olstad, Mr. Michael Plicka, Ms. Chris
Porterfield, and Ald. Vincent Vitale

C. PUBLIC HEARING
A motion was made by Alderperson May, seconded by Alderperson Vitale to begin
the Public Hearing. The motion carried unanimously.
1. 18-00600 Public Hearing on the consideration of requests for projects for the FY 2019
Community Development Block Grant (CDBG) Annual Action Plan.
Attachments: NOTICE - Solicite Yr2019 Projects (10-25-18)
The Public Hearing notice was read. Mr. Radomski then provided a brief
overview of the 2019 CDBG budget proposal of funding requests for
Administration, Public Service, Housing Rehabilitation, Economic Development
and Public Facilities.
Ms. Spencer-Herrera with WRTP/BIG STEP, provided a brief description of their
program and why they were requesting funding from the FY 2019 Community
Development Block Grant program.
D. APPROVAL OF MINUTES
2. 18-00599 Approval of minutes of the September 13, 2018 meeting.
A motion was made by Ms. Hernandez, seconded by Ms. Olstad, that the minutes of the
September 13, 2018 meeting be Approved.. The motion carried by the following vote:
Aye: 10 - Ms. Cosby, Ms. Brinkley, Ms. Dlouhy, Mr. Haut, Ms. Hernandez, Ald. May, Ms. Olstad,
Mr. Plicka, Ms. Porterfield, and Ald. Vitale

E. NEW AND PREVIOUS MATTERS
3. 18-00596 Consideration of requests for projects for the FY 2019 Community Development
Block Grant (CDBG) Annual Action Plan.
Discussion ensued between Staff and Committee members regarding the various
project funding requests.
4. 18-00597 Recommendation to the Common Council on the consideration of requests for
projects for the FY 2019 Community Development Block Grant (CDBG) Annual
Action Plan.
A motion was made by Ald. May, seconded by Ald. Vitale, that this matter was Approved. The
motion carried by the following vote:
Aye: 10 - Ms. Cosby, Ms. Brinkley, Ms. Dlouhy, Mr. Haut, Ms. Hernandez, Ald. May, Ms. Olstad,
Mr. Plicka, Ms. Porterfield, and Ald. Vitale
No: 0
5. 18-00598 Proposed substantial Amendment to the Block Grant Annual Action Plan for
FY 2015-2018.
Discussion ensued.
A motion was made by Ald. Vitale, seconded by Mr. Plicka, that this matter was Approved.. The
motion carried by the following vote:
Aye: 10 - Ms. Cosby, Ms. Brinkley, Ms. Dlouhy, Mr. Haut, Ms. Hernandez, Ald. May, Ms. Olstad,
Mr. Plicka, Ms. Porterfield, and Ald. Vitale

F. ADJOURNMENT
A motion was made by Ald. Vitale, seconded by Mr. Plicka to adjourn the meeting
at 6:35 p.m. The motion carried unanimously.

other alderpersons, staff and others that may be a party to the matter being discussed.

who are eligible to be served or likely to be directly affected by our programs. Such services will be focused on providing meaningful access to our
programs, services and/or benefits.
