D. PUBLIC HEARINGS 1. 2003-0169 Special use application submitted by Terry Weis d/b/a Weis Oil, Inc. to construct a new gas station with a convenience store at the present location 12004 W. Greenfield Ave. (Tax Key No. 446-0547-001). Explanation of the proposed special use by John Stibal, Director of Development. Appearances: None 2. 2003-0393 Special Use application submitted by the West Allis Community Communications Corporation to establish a televison station within the existing building located at 7210 W. Greenfield Ave., President of the West Allis Chamber of Commerce, stated that he is on the Boards for the Downtown Business Improvement District (BID) and the West Allis Community Communications Corporation. He said that he is excited about the television station moving downtown. 3. 2003-0395 Special Use application submitted by Ramco-Gershenson, Inc., on behalf of Capital Fitness, Inc., to establish a health club facility at the West Allis Towne Centre within the former Builder Square located at 6740 W. Orchard St., questioned if there would be adequate parking, otherwise, he had no objection to the Fitness Club. 4. 2003-0431 Special Use application submitted by Tierney Dickrell on behalf of SBC Wisconsin to install a controlled environment vault on a portion of the Lincoln School property located at 7815 W. Lapham St. (tax key No. 452-0595-000) Explanation of the proposed special use by John Stibal, Director of Development. Appearances: None 5. 2003-0458 Special Use application submitted by Peter Agnos to construct a Mega Custard Restaurant with a drive-thru at 1440 S. 84 St. (tax key 451-0642-004). Explanation of the proposed special use by John Stibal, Director of Development. Appearances: Richard Siebenaller, 8719 W. Orchard St., has traffic concerns regarding S. 84 St. and that the traffic might back up on to W. Greenfield Ave. He was pleased with the business itself. E. CITIZEN PARTICIPATION Appearances: James Mejchar, 7149 W. Greenfield Ave., President of the West Allis Chamber of Commerce, on behalf of City of West Allis Celebrations Committee described the Fourth of July events starting on July 2nd including Youth Judging at 6:00 p.m. at State Fair Park and the parade beginning at 7:00 p.m. with the route starting at S. 77 St. and W. Greenfield Ave. heading east to S. 70 St. and disbanding at Vets Park. Post-parade celebrations will follow including live music, food and entertainment. July 3rd is the Freedom Celebration Breakfast at the City Hall Courtyard, $5.00 per person. July 4th is the Showcase of West Allis beginning at 7:00 p.m. at the International Bazaar at State Fair Park. The theme is Spirit of America. The events will finish with a finale at the Grandstand bleachers with Mayor Bell's address at 9:00 p.m. and fireworks at 9:30 p.m. following a performance by the Lancer Band. Mr. Mejchar also mentioned the 4 theme parades scheduled for the last week in August celebrating Harley Davidson's 100th Anniversary. He understands there have been concerns regarding the parades. There have been meetings with the Police Chief, Fire Department and with other officials for the best and quickest route. For eleven (11) days, W. Layton Ave. will be blocked off from S. 60 St. to S. 64 St., and traffic will be re-routed. For four (4) days, at 3:00 p.m. on each of those days, the theme parades will head west on W. Layton Ave. to S. 84 St., and north on S. 84 St. to State Fair Park. State Fair Park is rented for the entire week with many activities scheduled. The objectives of the parades are efficiency and safety. Joel Paplham, 1215 S. 76 St., has displays in his front yard honoring veterans. He spoke about patriotism and the current raising of the Stars and Stripes. He mentioned another flag, the POW/MIA flag. He indicated that the design is from the 1960's, and in 1982 was approved by Congress. He further indicated that the flag flies at the White House. Mr. Paplham works with Veterans groups, and he wants to help them. He appeared in uniform representing 183 Wisconsin members of Wisconsin Vietnam Veterans Chapter #1. He would like to see the POW/MIA flag displayed at City Hall in the courtyard. He stated that if there are any questions about the POW/MIA flag, that those questions can also be directed to the veterans at Zoblocki Medical Center. Mr. Paplham commented that he has been thanked for wearing his uniform and his presentation of the flag. He presented the Council with a flag on behalf of Wisconsin Vietnam Veterans Chapter #1 and Vietnam Veterans Associate Chapter of City of West Allis Page 2 Printed on 12/21/2018 Common Council Meeting Minutes July 1, 2003 Milwaukee #324. Mr. Paplham requested the flag be raised during this holiday season, and states that it is a benefit to the community. Constantine George, 1313 S. 72 St., indicated his concern about possible action on a Class B Liquor license for premises in which he objected to last year in a letter referencing the location as abandoned. F. ANNOUNCEMENT OF RECESS MEETINGS OF STANDING COMMITTEES Mayor Bell announced that the following Committees would meet during recess: Administration & Finance, Public Works, Safety & Development, License & Health, and Advisory. O-2003-0045 An Ordinance to Create Section 6.07 of the West Allis Revised Municipal Code Relating to Public Information and Education Materials Distributed by Private Ambulance Providers. A motion was made by Ald. Sengstock, seconded by Ald. Kopplin, that this matter be Withdrawn. The motion carried. Narlock, to approve the minutes of the regular meeting of June 17, 2003. The motion carried. H. ITEMS NOT REFERRED TO COMMITTEE 6. 2003-0447 Report of the Municipal Judge for the month of May, 2003, consisting of all fines, costs and fees in the sum of $82,964.33 collected in the Municipal Court of the City of West Allis, out of that sum $596.50 was collected by the City Clerk/Treasurer's office thru credit card, and $63,557.00 payment of parking violations sent directly to the City Clerk/Treasurer's office.
