PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Ald. Vitale. D. PUBLIC HEARINGS 1. R-2005-0175 Resolution to confirm and adopt the report of the City Engineer containing the schedule of proposed assessments for improvement of S. Conger Pl. from W. Montana Ave. to S. 91 St. by new concrete street construction including miscellaneous sidewalk repair, new driveway approaches, storm sewer, building services and utility adjustments. Explanation of the proposed Resolution by Michael Lewis, City Engineer. Appearances: David Cook, 2876 S. 91 St., and 2815 S. 91 St., spoke in regard to hearing no. 2. Norbert Barbian, 8941 W. Montana Ave., initially asked for curbs when the sidewalks were addressed. He indicated the majority of the neighbors are against the project. He stated there is nothing wrong with the street, and inquired about patching. Ron Dragan, 2883 S. Conger Pl., spoke in favor of the project. He commented on past experience with a proposed street improvement. He compared his taxes with those on W. Montana Ave. He asked for a reduction in the interest rate, and mentioned the increased cost of the improvement if the project is delayed. 2. R-2005-0176 Resolution to confirm and adopt the report of the City Engineer containing the schedule of proposed assessments for improvement of S. 91 St. from W. Montana Ave. to 279' north of W. Manitoba St. by new concrete street construction including miscellaneous sidewalk repair, new driveway approaches, storm sewer, water main relay, building services and utility adjustments. Appearances: David Cook, 2876 S. 91 St., and 2815 S. 91 St., indicated that thirty out of thirty-four residents were against the project. Diane Lawton, 9037 W. Montana Ave., indicated the benefit from the project because of drainage issues. She mentioned the cost will increase over the next couple of years. Christiellen White, 2892 S. 91 St., commented on drainage, curbs and gutters, and refuse collection. She said the roads are navigable, and inquired about the interest rate. 3. 2005-0414 An ordinance to amend the official West Allis zoning map by rezoning the underlying zoning of 1710 S. 108 St. from M-1 Manufacturing District to C-3 Community Commercial District pursuant to Section 12.05 of the Revised Municipal Code, to revise the Planned Development Agreement between the City of West Allis and Shecterle Enterprises, Inc. for the redevelopment of approximately 5.45 acres of land (Crestwood Bakery Property) located at 1710 S. 108 St. for a commercial/retail development pursuant to Section 12.61 of the Revised Municipal Code, and for a Special Use Permit for a Culver's Restaurant to be located on site at 1672 S. 108 St. pursuant to Section 12.16 of the Revised Municipal Code. (Tax Key Number 449-9981-011). Explanation of the proposed Ordinance by John Stibal, Director of Development. Appearances: Tom Popalisky, 1710 S. 106 St., commented on the traffic study for right-turn only signs. He is not opposed to the project, but suggested a different option for traffic flow. Brian Shecterle, developer of the site, indicated that the restaurant will not be a nuisance property. E. CITIZEN PARTICIPATION Pat Morris, 2001 S. 105 St., commented on the PRCA Rodeo and the Western Days Parade, and thanked the City for their support. F. ANNOUNCEMENT OF RECESS MEETINGS OF STANDING COMMITTEES Mayor Bell announced that the following Committees would meet during recess: Administration & Finance, Public Works, Safety & Development, License & Health, and Advisory. G. MISCELLANEOUS BUSINESS Mayor's Report Public Events Attended three Grand openings and ribbon cuttings, Fujiyama, Lincoln Bank and a new CBRF at Mitchell Manor. Attended one ground breaking at Heritage Christian School. Gave a City Hall tour to one School Group. Attended a great Memorial Day Parade and Ceremony, with special thanks to Alderperson Reinke for her work in the reception in honor of veterans. Legislative or Intergovernmental Activities Attended The Wisconsin Alliance of cities quarterly meeting that included a luncheon with our Legislators. Attended a meeting with the county regarding EMS charges. Met with representative of Milwaukee's Economic Development Department about a project they are working on near West Allis. Attended a meeting regarding the loss of 440 division at Mitchell Field. Announcements Congratulations to Antonio Baumgartner for his placement in the top three in the State for his Fair Housing poster. There will be a ceremony on June 24 at the State Capitol to recognize the winners. June 14th is Flag Day; with the annual Flag Day Ceremony at 12:00 in the City Hall courtyard. Encouraged citizens to fly the United States flag and join in for the ceremony to honor the flag. Alderpersons Comments Ald. Reinke reported on the reception for veterans. She thanked the citizens for their support. Ald. Reinke announced the Breakfast of Champions scheduled for July 1st, and tickets are available. H.
