Weigel Tuesday, November 1, 2005 7:00 PM City Hall - Council Chambers REGULAR MEETING A. CALL TO ORDER The meeting was called to order by Mayor Bell at 7:00 p.m. B. ROLL CALL Present 10 - Barczak, Czaplewski, Dobrowski, Kopplin, Lajsic, Narlock, Reinke, Sengstock, Vitale, and Weigel C. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Ald. Sengstock. D. PUBLIC HEARINGS 1. 2005-0678 2006 City of West Allis Mayor's Recommended Budget. Explanation of the proposed budget by Paul M. Ziehler, City Administrative Officer, Clerk/Treasurer. Appearances: Richard Siebenaller, 8719 W. Orchard St., commented on the hospital figures and recycling fee. He further commented on the adjustment amounts, and a tax freeze. Mark Nisenbaum, 1652 S. 69 St., asked for taxes to not be increased and to take a fine look at the budget. He stated that the government should be run fiscally responsible. Peter Gebhardt, 3123 S. Toldt Pkwy, questioned the recycling fee for condos. David Fewkes, 3171 S. Toldt Pkwy, questioned the recycling fee for condos. Rachel Marsch, 2467 S. 76 St., stated she is less than thrilled with the recycling fee. She commented on costs increasing, and asked what can be done about reducing taxes. Gerise LaSpisa, 2128 S. Livingston Terrace, commented on her enjoyment of services and benefits the City provides. She asked for caution and prudence when reviewing the budget, and to look at only necessary costs in order to provide the best services and benefits to the citizens of West Allis. She further commented on special assessment rates. E. CITIZEN PARTICIPATION Pete Dobak, 1738 S. 60 St., inquired about a plan to clean up drugs and the drug houses on S. 60 St., and addressed noise he hears throughout the night. He commented on high property taxes, and stolen garage items. Orchard St., commented on TIF districts. He asked for a statement to be sent to all residents regarding the valuation of amounts paid for fees and taxes. Mark Nisenbaum, 1652 S. 69 St., commented on the indoor skate park that was recently approved. He asked for a delay in the vote when there are items of concern which require further study, and to not provide misleading information. He asked that informative literature be sent to constituents. He indicated that the residents in the area are not happy with the skate park, and that Vet's Park could have been used for children's play. Mary Koller, 12110 Lakefield Dr., Union President for the Nurses, opposed the communication from the Health Commissioner regarding position clarification for two unclassified Health Department positions. She stated that her bargaining unit believes the two nurses belong in the Union. She commented on parity and research of grants, and stated the request was poor timing. Gerise LaSpisa, President, West Allis-West Milwaukee Chamber of Commerce, 7149 W. Greenfield Ave., reported on the BID's Meet N Treat. She announced the holiday stroll scheduled for December 3rd, the After Five at Paul's Jewelers on November 16th, and is looking forward to the Breakfast of Thanks and Giving. F. ANNOUNCEMENT OF RECESS MEETINGS OF STANDING COMMITTEES Mayor Bell announced that the following Committees would meet during recess: Administration & Finance, Public Works, Safety & Development, License & Health, and Advisory. G. MISCELLANEOUS BUSINESS Mayor's Report Public Events: Taped the latest On Site West Allis Show regarding Summit Place. Attended the Twentieth Anniversary Celebration of the Friends of the West Allis Library. Attended an event of the Greenfield Park Watch Group. Presented a Proclamation to a 100-year old resident. Announcements: Veterans Day ceremony will be held at the Veteran's Memorial on Nov. 11th at 11:00 a.m. Next Council Meeting will be at 5:00 p.m. to allow for Lighting of the Christmas Tree at 6:30 p.m. and the Christmas Parade at 7:00 p.m. Community Breakfast of Thanks and Giving. Newly redesigned web page. Alderpersons Comments Ald. Narlock reported on the Award for Good Government that he and Alderpersons Reinke and Dobrowski accepted on behalf of the City. The award was for the redevelopment of Allis-Chalmers, and stated that the Governor was impressed with Summit Place. Ald. Narlock presented the award to Mayor Bell. Ald. Weigel announced the new website. He commented on the Friends of Greenfield Park meeting, and how volunteers are helping to make the City a better place. He stated the County's first Trails Council was established, and addressed the cross-town connector bike path. Barczak announced a neighborhood meeting scheduled on November 13th for residents of the 1400 block of S. 96 St. regarding a group home in that area. H. AGENDA APPROVAL that the agenda as submitted be accepted A motion was made by Ald. Sengstock, seconded by Ald. Narlock, that the agenda as submitted be accepted. The motion carried. I. APPROVAL OF MINUTES to approve the minutes of the regular and closed session meetings of October 18, 2005 A motion was made by Ald. Sengstock, seconded by Ald. Reinke, to approve the minutes of the regular and closed session meetings of October 18, 2005. The motion carried. J. ITEMS NOT REFERRED TO COMMITTEE 2. 2005-0732 We Energies communication regarding alleged gas main damage at S. 74th St. and W. Lapham St. on May 5, 2005. A motion was made by Ald. Burnham St. (new-nonexisting location) Approved subject to necessary requirements based on satisfying the criteria in the ordinance to exceed quota which included addressing a blighted property, rehabilitated a building, being a part of a development plan, and adding to the property tax base. The restaurant will add to the increased and positive improvement on the east end of West Allis, and is more than just another bar. A motion was made by Ald. Kopplin, seconded by Ald.
