Presentation Mayor Bell publicly thanked Dan O'Keefe for his contribution in regard to Greenfield School receiving a historic designation. E. CITIZEN PARTICIPATION Jay Armbruster, 1236 S. 75 St., commented on the first public hearing regarding the quote to fix the approach and street. F. ANNOUNCEMENT OF RECESS MEETINGS OF STANDING COMMITTEES Mayor Bell announced that the following Committees would meet during recess: Administration & Finance, Public Works, Safety & Development, License & Health, and Advisory. G. MISCELLANEOUS BUSINESS Mayor's Report Public Events: Gave two presentations on the Centennial. Attend an Eagle Scout Award Ceremony. Attended two ribbon cuttings. Gave a presentation to the West Allis Women's Club. Taped her State of the City presentation. Gave greeting at the Women's Health Expo. Attended meeting of Wisconsin Historical Society for designation of Greenfield School. Intergovernmental: Attended the quarterly Alliance of Cities meeting. Administration: Held year-end performance appraisals. Announcements: The Counsel General of the Republic of Slovenia will be visiting City Hall on Saturday, February 11th at 3:00. Alderpersons Comments Ald. Weigel announced the Youth Commission is holding its second annual Arts Night, "One Fine Night," scheduled for February 20th from 6:30 p.m. to 8:00 p.m. at the Parkway Recreation Center. Ald. Reinke commented on the Reflections of Wellness for Women's Program, and she commended the people involved. Ald. Reinke reported on her attendance at the Miss West Allis Contest and announced Sarah Seegert as the winner. H. AGENDA APPROVAL that the agenda as submitted be accepted A motion was made by Ald. Sengstock, seconded by Ald. Narlock, that the agenda as submitted be accepted. The motion carried. I. APPROVAL OF MINUTES to approve the minutes of the regular meeting of January 17, 2006 A motion was made by Ald. Sengstock, seconded by Ald. Dobrowski, to approve the minutes of the regular meeting of January 17, 2006. The motion carried. D. PUBLIC HEARINGS 1. R-2006-0007 Resolution to confirm and adopt the report of the City Engineer containing the schedule of proposed assessments for improvement of W. Madison St. from S. 71 St. to S. 77 St. and portions of intersecting streets by concrete reconstruction of the pavement including new driveway approaches, miscellaneous sidewalk repair, storm and sanitary sewer relay, water main, water main relay, building services and utility adjustments. Explanation of the proposed Resolution by Michael Lewis, City Engineer. Appearances: Jay Armbruster, 1236 S. 75 St., indicated that he cannot afford the special assessment and interest. He requested the pothole be filled in front of his property. Valerie Chisholm, 1237 S. 75 St., questioned what the Post Office is paying due to their heavy vehicles, the longside of her property, and concrete versus asphalt. She stated her concerns regarding parking. Jacqueline Brooker, 7407 W. Madison Ave., commented on the street being used an alternative to W. Greenfield Ave. due to the traffic and stoplights. She commented on the cost of the assessment. Karen Colleran, 1237 S. 75 St., stated that she is still paying for one road. She addressed her concerns regarding traffic from the Post Office and MATC. She commented on and inquired about the longside benefit, street lighting, and storm and sanitary sewers. 2. R-2006-0011 Resolution to confirm and adopt the report of the City Engineer containing the schedule of proposed assessments for improvement of S. 56 St. from W. Rogers St. to W. Mobile St. and portions of intersecting streets by concrete reconstruction of the pavement, new driveway approaches, miscellaneous sidewalk repair, storm sewer, storm sewer and sanitary sewer relay, water main relay, building services, and utility adjustments. Explanation of the proposed Resolution by Michael Lewis, City Engineer. Appearances: Doug Kottermann, 2108-2112 S. 56 St., stated that the proposed improvement will place an undue burden for businesses on that street. He addressed issues with access to and parking for the business. He commented on paving and the sewer system. Janet Schaak, 2081 S. 56 St., circulated a petition in opposition of the proposal. 3. 2006-0033 Special Use Permit for proposed gas station and convenience store, to be located at 2668 S. 92 St. (Tax Key No. 487-9975-002) Explanation of the proposed special use by John Stibal, Director of Development. The Clerk's office received one (1) letter opposed to the proposed special use. Appearances: David Draeger, 2667 S. 92 St., stated that there are plenty of gas stations in the area. He addressed his concerns regarding traffic and increased loitering, and indicated the area is residential. Matt Simson, 2669 S. 92 St., agreed with Mr. Draeger's concerns. He addressed lighting, operating hours and crime. The location is close to a school and park, and the area is currently quiet and safe. Barb Robinson, 2661 S. 92 St., agreed with her two neighbors, and stated her concerns regarding the traffic pattern. Terry Fowler, 2646 S. 92 St., echoed the other speakers. He indicated similar businesses are in the area, and that the area is quiet and residential. He said that the business would effect the quality of life. He opposed the proposal. Karen Colleran, 1237 S. 75 St., inquired about payment of taxes by the business. 4. 2006-0036 Special Use Permit for proposed Antigua Latin Restaurant, to be located within the mixed-use building at 5823 W. Burnham St. (Tax Key No. 455-0095-000) Explanation of the proposed special use by John Stibal, Director of Development. Appearances: Citlali Mendieta-Bump, 10143 W. National Ave., stated that her business is a quality restaurant. Greenfield Ave., stated the restaurant would be a great jewel for the east end of West Allis. The area is more commercial, and the ethnic restaurant would be a good addition. J.
