D. PUBLIC HEARINGS 1. R-2015-0222 Resolution to confirm and adopt the report of the Director of Public Works/City Engineer containing the schedule of proposed assessments for improvement of S. 79 St. from W. Greenfield Ave. to W. National Ave., S. 85 St. from W. Washington St. to W. Greenfield Ave. and portions of intersecting streets by concrete reconstruction with miscellaneous walk, new driveway approaches, storm sewer, storm sewer relay, sanitary sewer relay, water main relay, building services and utility adjustments. Sponsors: Public Works Committee Explanation by Peter Daniels, Principal Engineer. Appearances: Michael Odle, 1516 S. 79 St., wanted to know the dates of the construction, commented on the difficulty of crossing the road in a wheelchair during construction, commented on conversations on the Nextdoor Website regarding the street lights being out and asked who to call with problems during construction. Patrick Kaluzynski, 1517 S. 79 St., asked how the volume of cars parked on the street will be addressed, had questions about the construction process and garbage pickup during construction. City of West Allis Page 1 Printed on 11/18/2015 Common Council Meeting Minutes November 3, 2015 Theresa Kowalski, 1629 S. 79 St., commented on access to the property by private driveway and asked about accommodations for disabled individuals. Ms. Kowalski commented on the disconnection of downspouts for water runoff, meters, and selling the stormwater runoff. Bill Pond, 1583 S. 79 St., opposed the project, and asked about the billing, mail delivery, and emergency access. Mr. Pond commented on people walking in the rain with their groceries, asked about the one year warranty, how much time would be given for notification of water shut off and what rights they have to object to water shutoff. Mr. Pond commented on problems with the contractor on 77th Street and asked when the bid package would be available. Peter Ritzman, 1204 S. 85 St., had concerns about the curb and gutter, having a sloped curb for plows and parking of cars during State Fair. Mr. Ritzman asked if the water or the sewer would be done first and asked about the contractor. Jeff Grabowski, 1230 S. 85 St., asked about the estimate and commented on his bill, and his concrete approach being in excellent condition. Mr. Grabowski asked about the storm sewer lateral fee, drainage and agreed that the streets need to be fixed. Ann Lazarides, 1559 & 1549 S. 79 St., commented on her estimate, the condition of her sidewalks, and the sod. Jim Larson, 1348 S. 85 St., asked if the project would bring better snow removal. John Oleskow, 1220 S. 85 St., commented on sloping curbs, plows, parking during State Fair, a community sensitive design and asked about the storm lateral being optional. Dave Parbs, 1542 S. 79 St., commented on the sump pump he had installed, asked about having it moved and commented on recently paying for sidewalks, alleys repairs and said that it just keeps coming. Travis Kalmuck, 1435 S. 79 St., asked about the scope of the project and asked about the project not showing up on the title inquiry when he recently purchased the property. Sue Maass, 1132 S. 85 St., asked when 85th Street would be worked on. Stephanie Glasser, 900 S. 58 St., had concerns in regard to her experience with the construction done in her neighborhood for the Council to consider, the concrete crew was disrespectful to the neighborhood, did not use proper protocol or equipment during the concrete cutting process, the lack of notice regarding water shut off, the sidewalk demolition and other notifications. Public Hearing Held. E. CITIZEN PARTICIPATION Kara Witty, 1451 S. 86 St., thanked the sponsors of the Conrad Gardens Neighborhood Association. Chris Kenth, 900 S. 58 St., commented on the rezoning of Roosevelt School, on Six Points redevelopment, that this is a great neighborhood with a lot of potential, on rental homes not being maintained and the process of redevelopment making people nervous. Mr. Kenth stated he understood the City is desperate for revenue, but this would leave nothing for the future and that there is a loss of confidence in the zoning process. Mr. Kenth said he would be willing to pay more in taxes to help improve the neighborhood. Stephanie Glasser, 900 S. 58 St., commented on rezoning in her neighborhood. Ms. Glasser said she respects the Council members, they get a lot of vitriol responses and put up with a lot. Ms. Glasser asked for a vote against the rezoning, commented on not receiving a notification mailing regarding this matter being heard again, and is concerned with traffic and the park . Ms. Glasser requested a one (1) month postponement to gather additional information and said she has health concerns with the demolition and rebuilding. F. ANNOUNCEMENT OF RECESS MEETINGS OF STANDING COMMITTEES Mayor Devine announced that the following Committees would meet during recess: Administration & Finance, Public Works, Safety & Development, License & Health, and Advisory. MAYOR'S REPORT Mayor Devine offered public condolences to the Jelinksi family whose 13 year old son passed away unexpectedly. Mayor Devine extended congratulations to four (4) new firefighters and those promoted; and he commented on the soft opening of Hampton Inn for Forks and Corks and reminded everyone of the Community Breakfast of Thanks and Giving. H. ALDERPERSON'S REPORT Ald. May congratulated Mayor Devine on being elected president of the League of Wisconsin Municipalities. Ald. May shared Department of Transportaton (DOT) news of the status of the 92nd Street bridge deck. I.
