Greenfield Avenue REGULAR MEETING A. CALL TO ORDER Mayor Devine called the meeting to order at 7:01 p.m. B. ROLL CALL Present 10 - Grisham, Haass, Kuehn, Lajsic, Reinke, Roadt, Ald. Stefanski, Tenorio, Vitale, and Weigel C. PLEDGE OF ALLEGIANCE Ald. Haass led the Pledge of Allegiance. D. PUBLIC HEARINGS 1. R-2021-0667 Resolution relative to determination of Application for a Special Use Permit for a proposed restaurant expansion for Camino, an existing restaurant, located at 7211-13 W. Greenfield Ave. Sponsors: Safety and Development Committee No public comments. 2. R-2021-0664 Resolution to approve the Year 2022 Operating Plan for the Downtown West Allis Business Improvement District and to adopt the Special Assessment Method as stated therein (Final). Sponsors: Administration and Finance Committee Public Comment: Anel Molina, owner of 7035 W. Greenfield Avenue received the special assessment proposal and wants to know why only a few people are receiving this assessment. Taxes keep going up and would like to know what this assessment and the City is doing for her and other out of state investors. E. CITIZEN PARTICIPATION Mark Vicena, 1338 S. 65th Street, thanked the License & Health Committee for revoking The Spot’s licenses and hopes the rest of the Common Council votes to revoke as well. Getting rid of this business will help clean up his neighborhood more than they know. Many things he and the neighbors have called the police about several happenings there but many times the activity is done by the time the police arrive. ANNOUNCEMENT OF RECESS MEETINGS OF STANDING COMMITTEES Mayor Devine announced that the following Standing Committees would meet during recess: Administration & Finance, Public Works, Safety & Development, License & Health and Advisory. G. MAYOR'S REPORT Mayor Devine stated he attended the groundbreaking for the new Home2Suites Hotel which is the next phase of the Allis Yards project on 70th Street. On October 7, he along with Alderperson’s Reinke and Roadt attended the Police Department Recognition Ceremony. He thanked the Police Department for going above and beyond their already difficult jobs. They also attended on October 14 the Swearing-In and Promotions Ceremony for the Fire Department. They swore in seven new Firefighters and recognized the promotions of several department members. He congratulated those on their promotions and welcomed the new members to the department. October 29 is the final flu shot clinic at the Senior Center from 1PM - 3PM and is open to all West Allis and West Milwaukee residents. For more information, please check our website. H. ALDERPERSON'S REPORT Ald. Stefanski stated on October 10, himself, Ald. Grisham and Truck Enthusiasts held a fundraiser for John Holmann who was killed in a motorcycle accident on 84th & Lincoln. He thanked The Shooters Shop for hosting it and thanked several other people and businesses who were involved and contributed to the event. Ald. Grisham also thanked the Truck Enthusiasts for putting together that event. This person died because someone chose not to stop at the intersection of 84th and Lincoln. Stop signs are critical and save lives. She and Ald. Kuehn were contacted by a resident in their district and suggested putting together a Halloween decoration contest in the district. They will be judging the decorations on October 30. Trick-or-Treat is October 31 from 4Pm - 7PM. I. APPROVAL OF MINUTES 3. 2021-1218 October 5, 2021 Draft Common Council Minutes. Ald. R-2021-0641 Resolution to authorize the purchase of one 2022 Volvo L70H Wheel Loader from Aring Equipment Company for a sum of $148,210. Sponsors: Public Works Committee Adopted. 6. R-2021-0642 Resolution to authorize the purchase of two 2022 Ram 1500 Tradesman 4x2 pick-up trucks from Ewald Automotive Group for a sum of $56,441 and of Bird Ladder for furnishing two aluminum saddle tool boxes (127-05-03) for the sum of $1,800, for a total of $58,241. R-2021-0643 Resolution to accept the proposal of Casper’s Truck Equipment for furnishing and delivering two (2) Universal CST Pin & Loop 11 Foot Heavy Truck Snow Plow’s for $12,204 each, for a total net sum of $24,408. R-2021-0644 Resolution to authorize the purchase of one 2022 Ram 1500 Tradesman 4x2 pick-up truck from Ewald Automotive Group for a sum of $28,220.50 and of Bird Ladder for furnishing one aluminum lo-side toolbox (184-5-03) for the sum of $625, for a total of $28,845.50. Beloit Road (parking lot), West Allis, WI 53219. Committee Action: Ald. Grisham moved to approve the Class B Tavern License for Maria Rupena subject to the following conditions: 1. The license is approved for a one-time event held on October 30, 2021 from 11AM - 9PM. 2. The event shall take place within the parking lot boundaries. 3. Grisham moved to recommend denial based on habitual criminal activity as it relates to the licensing activity, Ald. Stefanski seconded, motion carried.
