The meeting was called to order by Chair Czaplewski at 6:00 p.m.

1. 2017-0315 Minutes (draft) of the License & Health regular meeting of April 25, 2017,
recess meetings of April 18, 2017, and May 2, 2017.

A motion was made by Ald. Roadt, seconded by Ald. Weigel, that this matter be
Approved. The motion carried unanimously.
D. NEW AND PREVIOUS MATTERS
2. 2017-0279 Police Department Report involving Flappers, 7527 W. Becher St., of Mark S.
Silber, Incident Date: April 3, 2017.
Nonappearance of Mark S. Silber. Mr. Silber contacted the Clerk's Office. The
Committee requested he be ordered to appear at the next scheduled License & Health
Committee meeting.

3. 2017-0282 Police Department Report involving Jock Stop Sports Bar, 7930 W. National
Ave., of JOCII Enterprises, LLC, Christopher Bitz, Agent, Incident Date: April
22, 2017.
Appearance by Christopher Bitz. Discussion ensued regarding the police report. The
Committee informed Mr. Bitz to call the police when there are problems in the
establishment and not to push the trouble out into the parking lot or neighborhood.
Mr. Bitz was reminded that he is still responsible for activity in the parking lot.
A motion was made by Ald. Haass, seconded by Ald. Weigel, that this matter was
Recommended to be Placed on File. The motion carried by the following vote:
Aye: 4- Ald. Czaplewski, Ald. Roadt, Ald. Haass, and Ald. Weigel

4. 2017-0283 Police Department Report involving Burnham Bowl, 6016 W. Burnham St., of
Blaine Enterprises, Inc., Claudia A. Martorano, Agent, Incident Date: April 23,
2017.
Appearance by Claudia A. Martorano. Discussion ensued regarding the police report.
Ms. Martorano commented that she was told the minor came into the establishment
already intoxicated. The Committee reminded Ms. Martorano that it is illegal to serve
someone intoxicated and suggested she set a policy to card everyone because her
bowling establishment allows underage persons on the premise.
A motion was made by Ald. Haass, seconded by Ald. Weigel, that this matter was
Recommended to be Placed on File. The motion carried by the following vote:

5. 2017-0288 2017-2018 Class B Tavern License application no. 2431 of WA Cheese &
Sausage Shoppe, Inc., Mark S. Lutz, Agent, d/b/a Ka-Bob’s Restaurant, 6807
W. Becher Street. (new-existing location).
Nonappearance of Mark S. Lutz. Mr. Lutz did not contact the Clerk's Office. The
Committee requested he be ordered to appear at the next scheduled License & Health
Committee meeting.
This matter was Held.
6. 2017-0287 2017-2018 Class B Tavern License application no. 2444 of Classic Reality of
West Allis LLC, Jose Montejano, Agent, d/b/a Classic Reality of West Allis
LLC, for premises located at 3411 S. 108 Street. (new-existing location).
Nonappearance of Jose Montejano. Mr. Montejano did not contact the Clerk's Office.
The Committee requested he be ordered to appear at the next scheduled License &
Health Committee meeting.

7. 2017-0254 2017-2019 Operator’s License (bartender/sales clerk) renewal application no.
19-35 of Desiree A. Dickey.
Appearance by Desiree A. Dickey. Discussion ensued regarding Ms. Dickey's record
check report. Ms. Dickey stated the latest incident was not listed on the application
because it happened after she submitted her renewal. The Committee cautioned Ms.
Dickey about getting a third OWI.
A motion was made by Ald. Haass, seconded by Ald. Weigel, that this matter was
Recommended For Approval. The motion carried by the following vote:

8. 2017-0298 2017-2019 Operator’s License (bartender/sales clerk) renewal application no.
19-60 of Benjamin D. Marcin.
Appearance by Benjamin D. Marcin. Discussion ensued regarding Mr. Marcin's
record check report. Mr. Marcin was reminded to check identification and he was
informed of the City's Compliance Check Programs.
A motion was made by Ald. Weigel, seconded by Ald. Haass, that this matter was
Recommended For Approval. The motion carried by the following vote:

9. 2017-0198 2016-2017 Operator’s License (bartender/sales clerk) application no. 17-571 of
Annette R. Harris.
Second nonappearance of Annette R. Harris. Ms. Harris did not contact the Clerk’s
Office. The Committee Recommended denial based on two (2) nonappearances.
A motion was made by Ald. Roadt, seconded by Ald. Weigel, that this matter was
Recommended for Denial based on two (2) nonappearances. The motion carried by the
following vote:

10. 2017-0200 2016-2018 Operator’s License (bartender/sales clerk) application no. 18-248 of
Sarinah L. Robinson.
Second nonappearance of Sarinah L. Robinson. Ms. Robinson did not contact the
Clerk’s Office. The Committee Recommended denial based on two (2)
nonappearances.
A motion was made by Ald. Roadt, seconded by Ald. Haass, that this matter was
Recommended for Denial based on two (2) nonappearances. The motion carried by the

11. 2017-0202 2016-2017 Adult-Oriented Establishment Operator Permit application no. 2423
of Joshua J. Bascom.
Second nonappearance of Joshua J. Bascom. Mr. Bascom did not contact the Clerk’s
Office. The Committee Recommended denial based on two (2) nonappearances.
A motion was made by Ald. Roadt, seconded by Ald. Haass, that this matter was
Recommended for Denial based on two (2) nonappearances. The motion carried by the
following vote:
Aye: 4- Ald. Czaplewski, Ald. Roadt, Ald. Haass, and Ald. Weigel

12. 2017-0304 2016-2017 Combination Class A Liquor License application no. 2448 of Class
One Liquor, Inc., Jaswinder Singh, Agent, d/b/a Class One Liquor, Inc., for
premises located at 8423 W. Cleveland Avenue (new-nonexisting location).
Appearance by Jaswinder Singh. Mr. Jaswinder Singh told the Committee he is leasing
the business with the option to purchase. Upon Attorney Cerwin questioning Mr.
Jaswinder Singh, Mr. Jaswinder Singh stated he is not related to Mr. Beant Singh; that
Mr. Beant Singh, his family members, or former employees will not be involved in
anyway with the operations of Class One Liquor, located at 8423 W. Cleveland Ave.
Attorney Cerwin informed the Committee that a license could not be issued to the
address of 8423 W. Cleveland Ave. until Mr. Beant Singh withdrew his appeal
regarding the revocation of his license, d/b/a Cleveland Avenue Bunty's Liquor or the
license year expired on June 30, 2017.
Attorney Cerwin advised the Committee that they could approve Mr. Jaswinder Singh's
license application subject to necessary requirements and subject to certain
conditions.
One of the conditions being Mr. Jaswinder Singh submitting an updated plan of
operation to include affirmation that neither Mr. Beant Singh, his wife, or previous
employees of Cleveland Avenue Bunty's Liquor would be involved in any way with the
operation (employee or otherwise) of Class One Liquor; and that there is no
relationship between Mr. Beant Singh or his family and Mr. Jaswinder Singh.
The other condition would be on the ability for the City to issue a license to the
address of 8423 W. Cleveland Ave., which would require Mr. Beant Singh withdrawing
his appeal.
Mr. Jaswinder Singh was advised to submit his updated plan of operation and his
affirmation statements to the Clerk's Office before June 1st for the City Attorney to
review and the Common Council could vote on the License & Health Committee's
recommendation on June 6, 2017.
A motion was made by Ald. Roadt, seconded by Ald. Weigel, that this matter was
Recommended for Approval subject to the necessary requirement(s) and conditions. The
motion carried by the following vote:

E. ADJOURNMENT

All meetings of the License & Health Committee are public meetings. In order for the general public to make comments at the committee meetings, the individual(s) must be
scheduled (as an appearance) with the chair of the committee or the appropriate staff contact; otherwise, the meeting of the committee is a working session for the committee
itself, and discussion by those in attendance is limited to committee members, the mayor, other alderpersons, staff and others that may be a party to the matter being discussed.
