APPROVAL OF MINUTES 2017-0320 Minutes (Draft) of the License & Health recess meeting of May 16, 2017 and regular meeting of May 23, 2017. May, to approve the minutes of the recess meeting of May 16, 2017 and the regular meeting of May 23, 2017. The motion carried unanimously. D. NEW AND PREVIOUS MATTERS 90. 2017-0279 Police Department Report involving Flappers, 7527 W. Becher St., of Mark S. Silber, Incident Date: April 3, 2017. Appearance by Mark S. Silber. Discussion ensued regarding the police report and steps Mr. Silber and his staff are taking to ban this person from the establishment. A motion was made by Ald. Weigel, seconded by Ald. Discussion ensued regarding Mr. Henry's application and that Mr. Fred Bell will no longer be involved in the business. Attorney Cerwin informed the Committee that upon reviewing Mr. Henry's documents for the license that the Department of Financial Institution still had Mr. Bell listed as the agent. The Committee directed Mr. Henry to contact the Department of Financial Institution, provide proof that Mr. Bell's name was removed, and to submit an operation plan prohibiting Mr. Bell from the business and prohibiting him from the premises. A motion was made by Ald. May, seconded by Ald. Roadt to recommend approval subject to necessary requirements and conditions as stated. The motion carried by the following vote: Aye: 5 - Ald. Czaplewski, Ald. Haass, Ald. May, Ald. Roadt, and Ald. Weigel No: 0 Mr. Henry told the Committee he has events scheduled before July 1, 2017, which is when the license would be active. Discussion ensued regarding the type of events Mr. Henry had scheduled and whether he could open before July 1, 2017. Ald. May, and Ald. Roadt withdrew their motion and second. A motion was made by Ald. Weigel, seconded by Ald. Haass to amend the 2017-2018 Entertainment Club application to 2016-2017. The motion carried by the following vote: Aye: 5 - Ald. Czaplewski, Ald. Haass, Ald. May, Ald. Roadt, and Ald. Weigel No: 0 A motion was made by Ald. May, seconded by Ald. Roadt, that this matter was Recommended for Approval subject to the necessary requirement(s) and conditions. The motion carried by the following vote: Aye: 5- Ald. Czaplewski, Ald. Roadt, Ald. Randhawa, Agent, d/b/a West Allis Liquor & Tobacco, for the premises located at 7218 W. Greenfield Ave. (new-existing location). Appearance by Navneet K. Randhawa. Discussion ensued regarding Ms. Randhawa's experience and relationship with the previous owners. Ms. Navneet Randhawa responded that Rupinder Randhawa was her mother and that Rupinder Randhawa would not be operating or working at the business because she did not have a valid operator's license. Ms. Navneet Rupinder was informed of the City's Compliance Check Programs, reminded to check identification, and to have licensed operators on the premises during business hours. A motion was made by Ald. Haass, seconded by Ald. May, that this matter was Recommended for Approval subject to the necessary requirement(s). The motion carried by the following vote: Aye: 5- Ald. Sarandos, Agent, d/b/a Parthenon Foods, for the premises located at 8415 W. Greenfield Ave., (new-existing location). Nonappearance of Danny C. Sarandos. Mr. Sarandos was excused from appearing because the 2016-2017 Combination Class A Liquor License was issued. A motion was made by Ald. May, seconded by Ald. May, and Ald. Weigel No: 0 95. 2017-0323 2017-2018 Class B Tavern License application no. 2459 of Fatima I. Garcia, d/b/a Las Fajitas Mexican Restaurant, for the premises located at 10114 W. Greenfield Ave. (new-existing location). Appearance by Fatima I. Garcia. Discussion ensued regarding Ms. Garcia's experience. Ms. Garcia was reminded to check identification, keep the outside area clean, to make sure the dumpsters do not overflow, and asked about the cars from the adjacent used vehicle dealer lot being parked in Las Fajitas Mexican Restaurant's parking lot. Ms. Garcia responded that she leased the restaurant property from the used vehicle dealer property owner. A motion was made by Ald. May, seconded by Ald. Lemberger, Agent, d/b/a Charlie O’s, for the premises located at 6201 W. Mitchell St. (new-existing location). Appearance by Charles P. Lemberger. Discussion ensued regarding Mr. Lemberger's experience in operating a tavern, whether he was keeping the existing staff, and his relationship with Daniel Seiy. Mr. Lemberger told the Committee he was hiring new staff. Mr. Lemberger was reminded to check identification, not to over serve the customers, that this location is in a residential neighborhood, to be respectful of the neighbors, to be quiet and pick up trash. Discussion ensued regarding when The Crimson Club would be opening. Mr. Krueger informed the Committee he was planning to open by mid July. A motion was made by Ald. Haass, seconded by Ald. Becher Street. (new-existing location). Appearance by Mark S. Lutz. Discussion ensued regarding the change of entity for Ka-Bob's Restaurant. A motion was made by Ald. May, seconded by Ald. (new-existing location). Second nonappearance of Jose Montejano. Mr. Montejano did not contact the Clerk's Office. Ms. Burns was informed she needed to satisfy the necessary requirements within sixty (60) days July 31, 2017, or reappear before the Committee to ask for an extension. A motion was made by Ald. Bickler, Jr., Agent, d/b/a Bobblehedz, for the premises located at 5630 W. Lincoln Avenue (new-existing location). Nonappearance of David P. Bickler, Jr. Mr. Bickler did not appear. A new application was submitted for the premises located at 5630 W. Lincoln Ave. A motion was made by Ald. Weigel, seconded by Ald. May, that this matter was Recommended to be Placed on File.
