REGULAR MEETING AND CLOSED SESSION
A. CALL TO ORDER
Commissioner Heron called the meeting to order at 6:05 pm.
B. ROLL CALL
Present: Commissioners Amy Heron, Aaron Konkol, Danielle Romain and Kurt Kopplin
Absent: Commissioner Mark Manthei
Also Present: Fire Chief Mason Pooler, Assistant Chief Kurt Zellmann, Lieutenant Michael
Wright - Fire Department; Police Chief Pat Mitchell, Deputy Chief Chris Botsch, Deputy Chief

C. APPROVAL OF MINUTES
A motion was made by Commissioner Kopplin and seconded by Commissioner Konkol to
approve the April 19, 2018 Regular and Closed Session Meeting Minutes.
The motion carried unanimously.

D. FIRE DEPARTMENT
1. Presentation of Tower 62 and new paramedic unit
AC Zellmann and Lt. Wright presented the Tower 62 and paramedic unit to the
Commissioners after completion of Closed Session.
2. Firefighting Activity Report
Chief Pooler stated that EMS runs have slightly decreased and he has contributed
that decrease to the MIH program initiative.
Chief Pooler briefly discussed the fire reported in AC Scharfenberg’s report,
noting that it was a mobile home and it was a very hot and quick fire. He stated
that the trailer was burned to the point that no cause could be determined and it
was a total loss.
Commissioner Heron asked about the construction on National Ave and how that
will affect call processing. Chief Pooler indicated that it is anticipated that the
construction will hinder rig departure, but not to the point that would be
detrimental to calls. He did state however, that rigs will need to be relocated to
Station 2 for a number of days to allow for construction directly in front of the
station. He noted that that timeframe however, has not been determined.
The Commissioners had no additional questions or comments and the report was
placed on file.
3. Fire Department Financial Report
Chief Pooler stated that currently the fire department is 5% under budget, mostly
from salary savings. However, he noted that OT has increased due to running 13
people short in the stations.
The Commissioners had no additional questions or comments and the report was
placed on file.
4. Training Activity Report
Chief Pooler stated that this bureau will be changing Measure 12a to 1000 annually
vs. 5000 as it was determined that a number of the fire and safety education
programs had not been accounted for correctly and in fact, had been counted
twice in some cases. Chief Pooler noted that this change will be effective with the
June presentation.
The Commissioners had no additional questions or comments and the report was
placed on file.
5. Request for Approval: Establish Firefighter Eligibility List (revised)
Chief Pooler submitted a revised approval request to establish a firefighter
eligibility list. He indicated that currently the department is short on paramedics
and would be potentially looking to fill open positions with those candidates who
are paramedics or are currently enrolled in paramedic school. Chief Pooler stated
that all qualified candidates who met the passing written score criteria will be

interviewed by the Command Staff regardless of their paramedic status.
A motion was made by Commissioner Konkol and seconded by Commissioner
Kopplin to approve the revised request as presented by Chief Pooler.
The motion carried by the following vote:

6. Fire Prevention Activity Report
Chief Pooler stated that the Fire Prevention Permit fees have not changed since
the early 80s and it will be an initiative of this bureau to restructure these fees to
be more aligned with surrounding municipalities.
Chief Pooler noted that Measure 8a will be reworded to include installation of
smoke and CO detectors and other safety oriented goals and initiatives.
The Commissioners had no additional questions or comments and the report was
placed on file.
7. Emergency Medical Services Activity Report
Assistant Chief Zellmann stated that the snow and heavy rain during the month of
April contributed to the 83.6% performance regarding timely response to
emergency incidents. He stated that he expects that number to be back to normal
for the May report.
The Commissioners had no additional questions or comments and the report was
placed on file.
8. Emergency Medical Services Revenue Report
AC Zellmann stated that although EMS revenue continues to increase, the
department has been working to improve report writing skills to properly
document the care given to patients. He stated that proper documentation is
crucial to ensure it is a billable event and in order to be in compliance with
Medicare and Medicaid billing guidelines.
AC Zellmann briefly reviewed some of the incidents included in the April
Highlighted calls report. He thanked the PD for their help and assistance in
reference to a difficult call that involved a young child and the immediate family.
The Commissioners had no additional questions or comments and the report was
placed on file.
9. Communication and Request for Approval: MIH monthly performance measures
AC Zellmann shared with the Commissioners a newly developed Mobile
Integrated Healthcare (MIH) performance report. He stated that this report will
present the defined performance indicators for the MIH program and illustrate the
overall core performance of the program. AC Zellmann indicated that the 72 hours

contact measure will be revised to 48 hours. He noted that some patients referred
to the program are homeless or move around and can be a challenge to follow-up
with within 24 hours.
Commissioner Heron asked if the report could/would include category issues such
as diabetes, mental health, etc. AC Zellmann stated that this type of information
would be collected and presented annually vs. monthly.
A motion was made by Commissioner Kopplin and seconded by Commissioner
Konkol to approve the MIH performance measures as presented.
The motion carried by the following votes:

10. National Q Dispatch Performance Report
AC Zellmann stated that the new station alerting system install is close to
completion and will be helpful in assisting the dispatch center with call processing
and efficiencies.
The Commissioners had no additional questions or comments and the report was
placed on file.
11. Sick, Injured and Light Duty Report - April
The Commissioners had no additional questions or comments and the report was
placed on file.
12. Master Plan Performance Snapshot
The Commissioners had no additional questions or comments and the report was
placed on file.
13. Communication: Firefighter resignation
Chief Pooler stated that FF Collin Schultz resigned from the department effective
June 24, 2018 and will be joining the Chicago Fire Department.

E. POLICE DEPARTMENT
14. Presentation of M.R.A.P Police Vehicle
Chief Mitchell and DC Botsch presented the new vehicle to the Commissioners
after completion of Closed Session
15. Police Department Financial Report
Chief Mitchell stated that currently the department is in line with standard budget
spending for this time of year.
The Commissioners had no additional comments or questions and the report was
placed on file.
16. Monthly Performance Report
Chief Mitchell stated that in conjunction with the City’s Strategic Plan, Quality of
Life goal, , the department worked with IT to ensure all current city cameras were
cleaned, in proper working order and all were positioned properly to ensure the
best coverage of the areas they are scanning.
Chief Mitchell stated that transition to an all civilian Communications Unit is
almost complete due to the promotion of the sixth and final Communications
Supervisor on April 30th. He noted that remaining is a Lieutenant who will be
transited out by the end of the year.
Chief Mitchell also reviewed briefly additional goals and initiatives contained with
the Monthly Performance Report.
The Commissioners had no additional comments or questions and the report was
placed on file.
17. Patrol Activity Report
Chief Mitchell stated that Officers were investigating two incidents of an
individual pointing a gun at citizens as they were driving past him. Chief Mitchell
stated that a business camera installed in one of the areas captured a still photo of
the suspect and was circulated accordingly. Chief Mitchell stated that while on
patrol, Officer Behnke matched an individual with the photo and the suspect was
detained and subsequently identified as the suspect involved in the
pointing/aiming incidents. Chief Mitchell noted that he has been charged
currently with carrying a concealed weapon.
Chief Mitchell also briefly reviewed the bank robbery that took place at BMO
Harris stating that the money stolen had been located and the suspect was quickly
located and taken into custody without incident.
The Commissioners had no additional questions or comments and the report was

19. Community Services Bureau Report
The Commissioners had no additional questions or comments and the report was
placed on file.
20. Criminal Investigations Unit Activity Report
Chief Mitchell stated that Det. Christina Porter has been assigned to the FBI Child
Exploitation Task Force and was afforded the opportunity to travel to China with
the FBI to assist with taking custody and transfer of an American currently in a
China jail on child pornography charges. He stated that this individual will face
federal child pornography charges once back in the United States.
The Commissioners had no additional questions or comments and the report was
placed on file.
21. Tavern Violation Report
The Commissioners had no additional questions or comments and the report was
placed on file.
22. Training Activity Report
Chief Mitchell stated that the three Community Service Officers continue to
progress in their training and are adapting well to the position and responsibilities.
He noted that 2 more are in the process to be hired and barring any issues during
the background checks, they are expected to begin in early June.
The Commissioners had no additional questions or comments and the report was
placed on file.
23. Overtime Comparison Report
Chief Mitchell stated that OT hours are approximately 800 hours over this year
compared to last year. He noted that much of this OT overage occurs in two
categories, Downtown Court and Criminal Investigations.
Chief Mitchell stated that the department applied for and received a grant from the
State of Wisconsin for $90,000. He noted that this grant money will be utilized to
get the bike patrol officers out for the summer months as well as help fund
additional officers regarding the Hwy 100 initiatives and increase the two officers
per squad car ratio.

26. Request for Approval of City Policies: #1110 Creating, Maintaining and
Administering Pay Ranges; #1113 Pay for Exceptional Performance and
Educational Achievement Rewards and #1422 Performance Management and
Review Process
A motion was made by Commissioner Kopplin and seconded by Commissioner
Romain to approve the above City Policies with regard to the Police and Fire
Departments, as presented.
The motion carried by the following votes:
Aye: 4, Commissioners Heron, Kopplin, Romain and Kopplin
No: 0
27. Discussion and Request for Approval: Fire Chief top five (5) job responsibilities
CAO Grill introduced a common goal for all management that needed further
review and discussion. She noted that this goal would be one of the 5 goals each
Chief would agree upon with the Commission Board.
On a motion made and seconded, this agenda item was tabled for discussion until
the July Police and Fire Commission meeting.
28. Election of Police & Fire Commission Board Positions
On a motion made and seconded, Amy Heron was nominated and accepted the
position of President of the Police and Fire Commission Board.
On a motion made and seconded, Kurt Kopplin was nominated and accepted the
position of Vice President of the Police and Fire Commission Board.
A motion was made by Commissioner Kopplin and seconded by Commissioner
Romain to nominate and approve Mark Manthei as Secretary of the Police and Fire
Commission Board.
29. Closed session: Discipline and termination of a probationary firefighter

G. CLOSED SESSION
PLEASE TAKE NOTICE that the Board of Police and Fire Commissioners of the City
of West Allis will upon conclusion of open session, consider and vote on a motion to
convene in closed session at said time and place to discuss the discipline and
termination of a Probationary Firefighter and the discipline reports of Police
department employees.
A closed session for the above purpose is authorized pursuant to the provision of
Section 19.85(b)(f) and (e) of the Wis. Stats., to consider dismissal, demotion,
licensing or discipline of any public employee or person licensed by a board or
commission or the investigation of charges against such persons, and to consider
financial, medical, social or personal histories or disciplinary data of specific
persons, preliminary consideration of specific personnel problems or the
investigations of charges against specific persons except where par.(b) applies which,
if discussed in public, would be likely to have a substantial adverse effect upon the
reputation of any person referred to in such histories or data, or involved in such
problems or investigations.
Immediately upon completion of the closed session, the Board of Police and Fire
Commissioners will reconvene in open session at said time and place to consider any
other matters on the agenda.
On a motion made and seconded, the meeting convened into closed session at 7:25 pm.

On a motion made and seconded, the meeting reconvened into open session at 7:57 pm
at which time the Commissioners were given a tour of the Fire Department and Police
Department new rigs and vehicles.

There being no further business, on a motion made and seconded, the meeting adjourned at 8:43
pm.
