A. CALL TO ORDER
Commissioner Kopplin called the meeting to order at 6:00 pm

C. APPROVAL OF MINUTES
Approval of the June 21, 2018 Regular Meeting Minutes
A motion was made by Commissioner Manthei and seconded by Commissioner Konkol
to approve the June 21, 2018 Regular Meeting Minutes as presented.
The motion carried unanimously.

D. FIRE DEPARTMENT
1. Firefighting Activity Report
Chief Pooler stated that the first fire included in AC Scharfenberg’s report was a
large garage fire. He stated that the garage was totally engulfed upon arrival and
not salvageable. Chief Pooler stated that Fire Investigator Tyson Novinska
conducted an investigation and did locate a potential heat source, however, the
damage was too extensive and the fire was labeled as undetermined in nature.
Chief Pooler then discussed a fire that took place on 91st and Greenfield Ave.
Chief Pooler stated that upon entering the structure, it was determined that there
were multiple fire locations within the structure and suspicious in nature. Chief
Pooler stated that upon further investigation, it was determined to be an arson fire.
Chief Pooler stated that WAPD became involved and quickly had a suspect under
arrest. Chief Pooler noted that the suspect did confess and has been charged
accordingly.
Chief Pooler addressed those benchmarks included in the report that did not meet
the recommended accreditation measure noting that even though a benchmark
was not met, sometimes it is not a controllable factor. Chief Pooler stated that this
would be the case with Measure 4b: Limit fire spread to the room of origin 70% of
the time. He explained that as with the garage fire noted above, it was already fully
involved prior to first unit arrival and threatening surrounding structures, so the
benchmark was technically not met.
Chief Pooler briefly reviewed the four (4) firefighter workplace injuries that took
place in June. He noted that none of the injuries resulted in loss time for any of
the employees.
The Commissioners had no additional questions or comments and the report was

2. Fire Department Financial Report
Chief Pooler stated that the department is currently understaffed by 10 positions
and OT is expected to go over budget due to call-back staffing as required.

3. Training Activity Report
Chief Pooler did not highlight or discuss items contained within the Training
Activity Report.
The Commissioners had no additional questions or comments and the report was

4. Fire Prevention Activity Report
Chief Pooler stated that various training activities during the month of June were a
priority and resulted in a slight reduction of completed monthly inspections. Chief
Pooler noted that overall however, inspections were ahead of last year by a large

percentage and once August is over, it is expected this bureau will be back on
track regarding any due inspections.
The Commissioners had no additional questions or comments and the report was

5. Emergency Medical Services Activity Report
Chief Pooler discussed the call processing times for June. He noted that the
measurement goal requires that the first unit should reach a scene in 5 minutes or
less. Chief Pooler stated that for June, 83% of the calls were successful in that
achievement, noting that the average dispatch to arrival time was 4 minutes and 7
seconds.
Chief Pooler reviewed two highlighted calls that involved a serious bed bug
infestation. He stated that bed bugs are a county-wide issue and are just not in
West Allis proper. Chief Pooler stated that the department is being proactive to
keep the stations clean of any infestations. He noted that in the near future, all the
stations will have their carpeted areas replaced with easy to clean flooring and
purchasing a second set of turnout gear will be essential. Chief Pooler stated that
the only way to kill the bugs is to freeze the turnout gear, thus, having another set
available is a necessity.

6. Emergency Medical Services Revenue Report
Chief Pooler noted that EMS revenue collection continues to exceed monthly
budgeted expectations.
The Commissioners had no additional questions or comments and the report was

7. Mobile Integrated Healthcare (MIH) Monthly Performance Report
Chief Pooler stated that although there was a slight increase in the HUG’s (high
utilization group) category, there could be a number of reasons and the MIH team
continues to be proactive with individual contact and follow-up to ensure health
and quality of life issues are addressed appropriately.
The Commissioners had no additional questions or comments and the report was
placed on file.
8. Request for approval: New WAFD Policies and Procedures Policy: Controlled
Substances Daily Audit
Chief Pooler introduced a new Operating Policy for the department, noting that
this policy is specific to controlled substance reconciliation, handling, storage and
documentation and goes hand-in-hand with the Milwaukee County OEM-EMS
documentation protocol.
A motion was made by Commissioner Manthei and seconded by Commissioner
Romain to approve the new department policy as presented by Chief Pooler.

9. National Q Dispatch Performance Report - June
Chief Pooler stated dispatch performance for the month of June had a 20% drop
from the May results. Chief Pooler noted that training with the dispatchers is
ongoing and one-on-one training has been utilized recently to help increase
accuracy and efficiencies.
The Commissioners had no additional questions or comments and the report was
placed on file.
10. National Q Dispatch Performance Report - 2nd Quarter - 2018
The Commissioners had no additional questions or comments and the report was
placed on file.
11. Sick, Injured and Light Duty Report - June
Chief Pooler stated that although 2018 continues to show better numbers vs. 2017,
he noted that there are currently four (4) members on long-term light duty
recovering from knee and shoulder surgeries and will not return to full active duty
until the end of the year.
The Commissioners had no additional questions or comments and the report was
placed on file.
12. Master Plan Performance Snapshot
Chief Pooler stated that most of these performance measures have been reviewed
and discussed in previous presented reports.
The Commissioners had no additional questions or comments and the report was
placed on file.
13. Communication: Retirement of Fire Department employee
Chief Pooler announced the retirement of Ct. Greg Lenske effective August 16,
2018. He stated that Ct. Lenske was a 33 year veteran of the department and was
in the same recruit class as retired Fire Chief Steve Bane.
The Commissioners thanked Ct. Lenske for his service and wished him a happy
and healthy retirement.
14. Communication: Recognition of donated equipment
Chief Pooler shared a thank you letter the department received from a fire
department in Zacatecas, Mexico. Chief Pooler noted that thru a representative of
their department, they purchased two of our retired trucks and various other used
equipment.

E. POLICE DEPARTMENT
15. Request for purchase approval: Ballistic Vests
Deputy Chief Fletcher requested the approval to move forward with the purchase
of 21 ballistic vests for an approximate cost of $16,065.00. He stated that $8,000.00
of this cost will be reimbursed through a Bulletproof Vest Partnership program,
which is a grant offered thru the US Department of Justice.
A motion was made by Commissioner Manthei and seconded by Commissioner
Konkol to approve the ballistic vests purchase as presented.
The motion carried by the following votes:

16. Police Department Financial Report
DC Fletcher did not have any items to discuss or highlight in the Police
Department Financial Report for June
The Commissioners had no additional questions or comments and the report was

17. Monthly Performance Report
DC Fletcher did not have any items to discuss or highlight in the Monthly
Performance Report for June
The Commissioners did not have any additional questions or comments and the

18. Patrol Activity Report
DC Fletcher stated that after discovering a stalled car on 65th and Washington
and removing an unresponsive male driver, Officers Waystedt, Plotkin and Santa
Cruz Medina were overcome by a suspected airbourne fetynal/heroin substance
that was released upon opening the car doors. DC Fletcher stated that all were
transported to the hospital suffering from significant drug exposure. He stated
that all three Officers returned to full duty, but that one continues to have health
issues relating to the exposure.
Commissioners asked if the squad cars are carrying Narcan and DC Fletcher stated
that Officers have completed the necessary training to handle Narcan, and the
department is currently in the process of working with the Fire Department to
obtain the product for the squads.
DC Fletcher also reviewed some additional incidents and activities to include:
Ø Incidents of indecent exposure by an individual on multiple occasions in
the Target parking lot. DC Fletcher stated that the suspect was arrested
and has been charged appropriately;
Ø TMobile located on Greenfield Avenue experienced two burglaries which

were linked to additional robbery incidents in various Milwaukee County
suburbs. DC Fletcher stated that surveillance produced a potential
suspect, who was subsequently arrested and evidence found in the
suspect’s car linked him directly to many of the open burglary cases;
Ø DC Fletcher stated that the Hwy 100 cruising and loitering initiatives have
been instrumental in controlling the summer cruising and traffic issues.

19. Communications Activity Report
DC Fletcher did not have any items to discuss or highlight in the Communications
Activity Report for June.

20. Community Services Bureau Report
DC Fletcher noted that this year’s National Night Out event will take place on
Monday, June 23rd. He stated that as in the past, the event will take place at the
West Allis Farmer’s Market and will begin at 5:00 pm.

21. Criminal Investigations Unit Activity Report
DC Fletcher reviewed a case that involved a threatening text message sent to
directly to a WAPD Detective’s work cell phone. He stated that the text
specifically mentioned three detectives by name and was threatening and very
vulgar in nature. Upon investigation, a suspect was quickly developed and a
search warrant on the suspect’s residence was conducted and an arrest made
accordingly. DC Fletcher stated that the suspect was charged with three counts
of threats to a law enforcement officer and felony bail jumping.
DC Fletcher also reviewed a burglary case involving a stolen BMW from
International Autos. He stated that after the vehicle was located via an onboard
GPS system, DC Botch attempted to stop the vehicle, which promptly took off at a
high rate of speed. DC Fletcher stated that DC Botsch pursued the vehicle for
some time and was joined by additional officers in pursuit from West Allis and
Milwaukee. DC Fletcher stated that the car was eventually stopped and two male
suspects were arrested and charged appropriately.

22. Tavern Violations Report
DC Fletcher did not have any items to discuss or highlight in the Tavern
Violations Report for June.

placed on file.
23. Training Report
DC Fletcher stated that the recent Police Officer new hires will begin on August 6,
2018. He stated that the two new hires will be with the department for a week and
then starting August 13th, will spend the next 18 weeks at the Police Academy.
Once back with the department, he stated, they will finish up with required
in-house training. DC Fletcher stated that it is not expected to have the new
officers on the road until early next summer. DC Fletcher also stated that it came
to light that the State does not reimburse departments for the wages and benefits
of those attending a police academy, however, they will reimburse for the training
and supplies required. So, a savings will still be recognized, just not to the extent
first anticipated.
DC Botsch stated that due to the server power outage experienced last month, the
information necessary to produce the monthly OT and Sick, Injured and Light
Duty reports was not accessible. He stated that the information will not be
available until October.

F. POLICE AND FIRE COMMISSION
24. PFC Financial Report
The recording secretary stated that there will be noticeable charges to the PFC
financials in the near future as billing for medical and psychological testing as well
as background checks for firefighter recruits are currently in progress.
The Commissioners had no additional questions or concerns and the report was
placed on file.

There being no further business, on a motion made and seconded, the meeting adjourned at 6:45
pm.
