CLOSED SESSION AND REGULAR MEETING
A. CALL TO ORDER
Commissioner Heron called the meeting to order at 5:35 pm.
B. ROLL CALL
Present: Commissioners Amy Heron, Mark Manthei, Aaron Konkol, Danielle Romain and Kurt
Kopplin
Also Present: Police Chief Pat Mitchell, Deputy Chief Chris Botsch, Deputy Chief Bob Fletcher,
Detective Allison Cerqua - Police Department; Fire Chief Mason Pooler, Assistant Chief Kurt
Zellmann, Deputy Chief Chris Ziolecki, Captain Tim Vorpagel, Lieutenant Jesse Schwark - Fire
Department; CAO Rebecca Grill - City of West Allis; Bridget Morawetz, Recording Secretary
C. CLOSED SESSION
PLEASE TAKE NOTICE that the Board of Police and Fire Commissioners of the City of
West Allis will meet on Thursday, December 20, 2018 at 5:30 pm at 7332 W. National
Avenue, West Allis Wisconsin, 53214, in open session to consider and vote on a motion to
convene in closed session at said time and place, to review and discuss the Fire
Department’s Battalion Chief candidates’ non-medical promotional process leadership
evaluation and to interview the Battalion Chief candidate and to take such further
action as may be necessary and appropriate in these matters.
A closed session for the above purpose is authorized pursuant to the provisions of Section
19.85(1)(c) of the Wis. Stats. which permits a governmental body upon motion duly made
and carried, to convene in closed session for the purpose of considering employment,
promotion, compensation or performance evaluation data of any public employee over
which the governmental body has jurisdiction or exercises responsibility.
Immediately upon completion of the closed session, the Board of Police and Fire
Commissioners will reconvene in open session at said time and place to consider any
other matters on the agenda.
On a motion made and seconded, the meeting convened into closed session at 5:36 pm

Approval of the November 15, 2018 Regular and Closed Session Meeting Minutes
On a motion made and seconded, the November 15, 2018 Regular and Closed Session
Meeting Minutes were approved.
The motion carried by the following votes:

E. POLICE DEPARTMENT
1. Communication: Protective Service Mental Health Assistance Program
Chief Mitchell reviewed a program developed by the City’s insurance company,
City and Villages Mutual Insurance Company (CVMIC) to help assist protective
service employees with needed mental health treatment after exposure to a
traumatic event at work. He stated that this program has been presented and
approved by Common Council. Chief Mitchell stated that members will be offered
up to six (6) sessions at no cost and meetings are confidential between the member
and the service provider.
The Commissioners had no additional questions or comments and the report was
placed on file.

The Commissioners had no additional questions or comments and the report was

3. Monthly Performance Report
The Commissioners had no additional questions or comments and the report was
placed on file.

F. FIRE DEPARTMENT
10. Closed Session: Review and discuss the Fire Department Battalion Chief
candidate’s non-medical promotional process leadership evaluation; interview of
the Battalion Chief candidate
11. Request for Approval: Promotion to Battalion Chief
A motion was made by Commissioner Manthei and seconded by Commissioner
Konkol to approve the promotion of Captain Tim Vorpagel to Battalion Chief.
The motion carried by the following votes:
Aye: 5, Commissioners Heron, Manthei, Konkol, Romain and Kopplin

12. Firefighting Activity Report
The Commissioners had no questions or comments and the report was placed on
file.
13. Fire Department Financial Report
The Commissioners had no questions or comments and the report was placed on
file.
14. Training Activity Report
The Commissioners had no questions or comments and the report was placed on
file.
15. Discussion and confirmation: Firefighter recruit interview dates
Chief Pooler and Commissioners discussed and confirmed the following dates for
firefighter recruit interviews: Wednesday, January 23rd; Monday, January 28th;
and if necessary, Wednesday, January 30, 2019. All interviews will begin at 5:30
pm.
16. Fire Prevention Activity Report
The Commissioners had no questions or comments and the report was placed on
file.
17. Emergency Medical Services Activity Report
The Commissioners had no questions or comments and the report was placed on
file.
18. Emergency Medical Services Revenue Report
The Commissioners had no questions or comments and the report was placed on
file.

19. Request for Approval: Purchase of Power Load Rail Systems
Assistant Chief Kurt Zellmann submitted a request for approval for the purchase
and installation of three (3) Stryker EMS brand power load rail systems. AC
Zellmann stated that this system retains the EMS cots within the rails which will
help to ensure the safety of staff and patients in the event of a crash. He noted
that with this purchase, all WAFD ambulances will be equipped with this state of
the art EMS cot retention system.
AC Zellmann stated that these systems can be moved from one ambulance to
another, so additional purchases will not be necessary with future ambulance
purchases. AC Zellmann stated that he received approval from the State of WI
EMS office to utilize funds from the department’s EMS Act 102 funding source
and as such, no City of West Allis budgeted funds will be utilized for this
purchase.
A motion was made by Commissioner Kopplin and seconded by Commissioner
Romain to approve the purchase as presented by AC Zellmann.
The motion carried by the following vote:
Aye: 5, Commissioners Heron, Manthei, Konkol, Romain and Kopplin
