City of West Allis Meeting Minutes Police and Fire Commission Thursday, December 16, 2021 6:00 PM West Allis Fire Department 7332 W. National Ave. REGULAR AND CLOSED SESSION MEETING A. CALL TO ORDER Commissioner Kopplin called the meeting to order at 6:00 pm B. ROLL CALL Present: Commissioners Amy Heron, Mark Manthei, Leverett Baldwin, Danielle Romain and Kurt Kopplin Also Present: Deputy Chief Chris Marks - Police Department; Fire Chief Mason Pooler, Assistant Chief Jay Scharfenberg, Assistant Chief Jason Schaak, Deputy Chief Kyle Novak, Lieutenant Jesse Schwark - Fire Department; CAO Rebecca Grill, Assistant City Attorney Sheryl Kuhary - City of West Allis; Bridget Morawetz, Recording Secretary. C. APPROVAL OF MINUTES Approval of the November 18, 2021 Regular Meeting and Closed Session Meeting Minutes A motion was made by Commissioner Kopplin and seconded by Commissioner Heron to approve the meeting minutes as presented. POLICE DEPARTMENT 1. Request for approval: Increased compensation for two lateral hires A motion was made by Commissioner Baldwin and seconded by Commissioner Manthei to approve this request as presented by DC Marks. The motion carried by the following votes: Aye: 5, Commissioners Heron, Manthei, Baldwin, Romain and Kopplin Nay: 0 2. Request for approval: Begin Detective process A motion was made by Commissioner Baldwin and seconded by Commissioner Heron to approve the requests for agenda items two and three as presented. The motion carried by the following votes: Aye: 5, Commissioners Heron, Manthei, Baldwin, Romain and Kopplin Nay: 0 3. Request for approval: Begin Sergeant process 4. Request for purchase approval: Battery powered covert pole camera A motion was made by Commissioner Manthei and seconded by Commissioner Romain to approve this purchase request as presented. The motion carried by the following votes: Aye: 5, Commissioners Heron, Manthei, Baldwin, Romain and Kopplin Nay: 0 5. Police Department Financial Report Deputy Chief Marks stated that accrued department overtime will be paid out in two installments and that will be reflected in the December financial reports. The Commissioners had no additional questions or comments and the report was place do file. 6. Monthly Performance Report DC Marks stated that they have extended seven conditional offers of employment for new Officers to begin either the police academy or immediate in-house training, in January of 2022. DC Marks stated that the department continues to address the issue of car thefts taking place within the city. He stated that Hyundai’s and Kia’s continue to be the prime target and the department distributed anti-theft club City of West Allis Page 2 Printed on 1/21/2022 Police and Fire Commission Meeting Minutes December 16, 2021 devices at community outreach events such as the West Allis Farmer’s Market. DC Marks stated that the Mayor’s Reckless Driving campaign will begin in 2022 and the department will update Commissioner’s throughout the year with the results. The Commissioners had no additional questions or comments and the report was placed on file. 7. Patrol Activity Report DC Marks reviewed a shooting incident that took place in Wauwatosa at the Radisson Hotel. He stated that upon arrival it was found that three Wauwatosa officers were under fire from an occupant in the hotel. The suspect was eventually arrested without incident after working thru a successful SWAT negotiation process. The Commissioners had no additional questions or comments and the report was placed on file. 8. Communications Activity Report DC Marks stated that the department was in the process of hiring two dispatchers and were currently completing their background checks. The Commissioners had no additional questions or comments and the report was placed on file. 9. Community Services Bureau Report DC Marks stated that although Corporal Rod Nelson does not officially retire from the department until December, his last duty day was November 22nd. He stated that Corporal Nelson will be missed by the department and the community. The Commissioners had no additional questions or comments and the report was placed on file. 10. Criminal Investigations Unit Activity Report DC Marks highlighted three incidents during the month of November that involved reports of gunshots. He stated that there were no injuries and the incidents are still under investigation. The Commissioners had no additional questions or comments and the report was placed on file. 11. Tavern Violation Report DC Marks stated that another incident regarding Slurp n’ Burp tavern was investigated after it was determined that patrons on been drinking in the establishment. A citation was issued to the owner as this bar does not hold a valid liquor license. Training Report DC Marks did not speak to anything included in the report and it was placed on file. Operations Division Report AC Scharfenberg reviewed a kitchen fire that was the result of an unattended item left on the stove. He stated that there were no injuries, but the fire damage was extensive to the kitchen area. The Commissioners had no additional questions or comments and the report was placed on file. 14. Request for approval: Replacement of portable radios AC Scharfenberg submitted a request to move forward with the purchase of 130 portable radio batteries as well as upgrade 12 to the XE model. AC Scharfenberg explained that this was a year long discussion with Motorola management due to changes the company made unexpectedly to their radios that affected the intrinsic safety certifications of all the department radios. A motion was made by Commissioner Baldwin and seconded by Commissioner Manthei to approve the purchase requested as presented by AC Scharfenberg. The motion carried by the following votes: Aye: 5, Commissioners Heron, Manthei, Baldwin, Romain and Kopplin Nay: 0 15. EMS Bureau Report DC Novak reviewed the EMS Bureau report and in reviewing one of the highlighted calls stated that upon their arrival, police department personnel were already on scene and performing CPR. DC Novak stated that early CPR intervention by police was crucial and once the LUCAS CPR device was utilized, the patient maintained a pulse and was transported to the hospital. DC Novak stated however, that unfortunately the patient did pass while in the hospital. The Commissioners had no additional questions or comments and the report was placed on file. 16. EMS Revenue Report DC Novak stated that EMS revenue recovery in November was second highest of the year, the first being August due to State Fair. The Commissioners had no additional questions or comments and the report was placed on file. 17. QPR Performance Report There was no discussion regarding this report and the Commissioners had no additional questions or comments. The report was placed on file. Training Bureau Report There was no discussion regarding this report and the Commissioners had no additional questions or comments. The report was placed on file. 19. Community Risk Reduction/Support Services Division Report AC Schaak stated that he recently received notification that he was accepted as a presenter at the April 2022 RX Drug Abuse & Heroin Summit in Atlanta. AC Schaak stated that this summit is the largest gathering of professionals working on prevention and treatment of drug abuse. AC Schaak also shared with the Commissioners that staff at Froedtert Medical asked for a presentation outlining the West Allis MIH program and the initiatives taking place to combat the opioid epidemic. The Commissioners had no additional questions or comments and the report was placed on file. 20. Fire Prevention Bureau Report AC Schaak discussed the use of a fire stop suppression system available to control a stove fire. He stated that recently the department responded to a stove fire in an apartment complex and a prior tenant had installed fire stop canisters above the stove. He stated that upon activation the fire was extinguished quickly and prevented further smoke damage within the apartment and complex. AC Schaak stated that there are limitations with the product in that they can only be installed with electric stoves that have a metal hood. The Commissioners had no additional questions or comments and the report was placed on file 21. Mobile Integrated Healthcare (MIH) Bureau Report AC Schaak stated that MIH Lieutenant Chris Williams was recognized as a Hometown Hero at the November 11th Wisconsin State Assembly session. He noted that MIH Lt Williams was nominated by state representative Joe Sanfelippo. AC Schaak also stated that thru a Community Development Block Grant Program, the department was able to bring on board Kelsey Wishau as a Community Care Coordinator working with the MIH team. He stated that this is a 1-year initiative working specifically on care assessment of addiction and abuse victims. The Commissioners had no additional questions or comments and the report was placed on file. 22. Request for approval: Business Affiliation Agreement with Windrose Recovery AC Schaak requested approval of a BAA with Windrose Recovery to assist City of West Allis Page 6 Printed on 1/21/2022 Police and Fire Commission Meeting Minutes December 16, 2021 with home visits to their clients who may have discontinued treatment and to help them reestablish that treatment if necessary. A motion was made by Commissioner Romain and seconded by Commissioner Heron to approve the BAA as presented. The motion carried by the following votes: Aye: 5, Commissioners Heron, Manthei, Baldwin, Romain and Kopplin Nay: 0 23. Fire Department Financial Report There was no discussion regarding this report and the Commissioners had no additional questions or comments. The report was placed on file. 24. Holiday Dinner Gathering - Steakhouse 100 City of West Allis Page 7 Printed on 1/21/2022 Police and Fire Commission Meeting Minutes December 16, 2021 G. CLOSED SESSION PLEASE TAKE NOTICE that the Board of Police and Fire Commissioners of the City of West Allis will, upon conclusion of open session, consider and vote on a motion to convene in closed session at said time and place to discuss the impact of a potential joint fire department. A closed session for the above purpose is authorized pursuant to the provision of Section 19.85(1)(e) of the Wis. Stats., for the purpose of deliberating or negotiating the investing of public funds or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Immediately upon completion of the closed session, the Board of Police and Fire Commission will reconvene in open session at said time and place to consider any other matters on the agenda. A motion was made by Commissioner Kopplin and seconded by Commissioner Manthei, the meeting convened into closed session at 6:55 pm. On a motion made and seconded, the meeting reconvened into open session at 7:28 pm. H. ADJOURNMENT There being no further business, on a motion made and seconded, the meeting adjourned at 7:29 pm.
