REGULAR MEETING
A. CALL TO ORDER
Commissioner Manthei called the meeting to order at 6:00 pm
B. ROLL CALL
Present: Commissioners Amy Heron, Mark Manthei and Danielle Romain
Excused: Commissioners Kurt Kopplin and Lev Baldwin
Also Present: Police Chief Pat Mitchell, Deputy Chief Chris Marks - Police Department;
Fire Chief Mason Pooler, Deputy Chief Kyle Novak, Lieutenant Jesse Schwark - Fire
Department; City Administrator Rebecca Grill - City of West Allis; Bridget Morawetz,
Recording Secretary
C. APPROVAL OF MINUTES
Approval of the March 17, 2022 Regular Meeting Minutes as well as the April 13, 2022
Special and Closed Session Meeting Minutes
A motion was made by Commissioner Heron and seconded by Commissioner Manthei to
approve the minutes as presented.
The motion carried by the following votes:

D. POLICE DEPARTMENT
1. Request for Approval: Police Officer Eligibility Lists
Chief Mitchell requested approval to establish two eligibility lists after the
recruitment and internet process the was recently concluded. He stated
that one would consist of those candidates currently a law enforcement
officer and the other for those not and would need to attend the police
academy. He noted from those two lists, open positions would then be
filled.
A motion was made by Commissioner Heron and seconded by
Commissioner Romain to approve these lists as presented.
The motion was carried by the following votes:

2. Communication: Update on contract negotiations
Chief Mitchell stated that contract negotiations with the union have begun
and after the first meeting, union officers have requested mediation. Chief
Mitchell stated that administration has provided a number of available dates
to schedule mediation talks but have not had a response from union officers
to date.
The Commissioners had no additional questions or comments.
3. Police Department Financial Report
Chief Mitchell did not speak to anything contained in the financial reports.
4. Monthly Performance Report
Chief Mitchell shared with the Commissioners that at the behest of
Alderwoman Grisham, the Community Services unit is researching possible
funding to establish a door alarm program. This door alarm program would
alert families or caregivers if an at-risk patient exited their residence
unexpectedly or without appropriate supervision.
The Commissioners had no additional questions or comments and the
report was placed on file.
5. Patrol Bureau Activity Report
Chief Mitchell reviewed a stabbing incident that took place on South 70
street. He noted that a resident was attacked by his garage and sustained
lacerations to his head and left hand. Chief Mitchell stated that the suspect
then fled the scene. Chief Mitchell stated that the suspect was identified by
a local business owner and was arrested and charged accordingly.
Chief Mitchell stated that alcohol compliance checks have been reinstated
and performed randomly by second shift officers. He noted that a number of

business were cited for selling to a minor.
Lastly, a discussion ensued between the Commissioners and Chief Mitchell
regarding the continual increase of drug impaired arrests. Chief Mitchell had
stated that of the 32 impaired arrests in March; 16 were for drug impairment.
Discussion then ensued between the Commissioner and Chief Mitchell
regarding the possibility of the legalization of marijuana and medical
marijuana. Commissioner Heron requested if Chief Mitchell could work with
the city’s communications department to get out some PSA’s on social
media regarding these issues and dangers.
The Commissioners had no additional questions or comments and the

6. Communications Report
Chief Mitchell stated that the dispatch center continues to struggle with
filling vacancies, both full and part-time positions.
He stated that a presentation to Common Council is forthcoming with
information regarding surrounding areas payrates for the same position and
to request a market adjustment review for the dispatch position.
The Commissioners had no additional questions or comments and the

7. Community Services Report
Chief Mitchell stated that Corporal Poklasny continues to transition into the
role of Community Liaison Officer and continues to monitor city nuisance
properties as well as citizen complaints from residents and/or alderpersons.
The Commissioners had no additional questions or comments and the
report was placed on file.
8. Criminal Investigations Unit Activity Report
Chief Mitchell briefly spoke to a carjacking incident that took place in the
early hours of March 16th. He stated that four suspects were arrested, the
youngest being a 14-year old juvenile male.
The Commissioners had no additional questions or comments and the
report was placed on file.
9. Tavern Report
Chief Mitchell did not highlight anything contained in this report and there
were no questions or comments from Commissioners. The report was
placed on file.
10. Training Unit Report
Chief Mitchell stated officers visited the UW-Platteville campus recently to
conduct a recruitment event. He noted that Platteville has a thriving

Criminal Justice program and officers spoke to students about Police Officer
and Community Service Officer opportunities with West Allis.
The Commissioners had no additional questions or comments and the

E. FIRE DEPARTMENT
11. Operations Division Report
Chief Pooler presented this report noting that 2022 run numbers continue to
increase as the year progresses.
He also reviewed the mutual aide information as well as an overview of the
operations division’s benchmark results for March.
The Commissioners had no additional questions or comments and the
report was placed on file.
12. EMS Bureau Report
Deputy Chief Kyle Novak reviewed the highlighted calls included in his report
as well as presented an overview of this bureau’s benchmarks for March.
The Commissioners had no additional questions or comments and the
report was placed on file.
13. EMS Revenue Report
DC Novak stated that improved report writing has helped to increase revenue
collection and EMS revenue collection continues to be ahead of projection
to date.
The Commissioners had no additional questions or comments and the
report was placed on file.
14. QPR Monthly Performance Report - March
Chief Pooler stated that March QPR numbers were very good; noting the
6% non-compliant result was the best result to date.
The Commissioners had no additional questions or comments and the

15. QPR First Quarter Performance Report - Jan-March
Chief Pooler did not highlight anything contained in this report and there
were no questions or comments from Commissioners. The report was
placed on file.
16. Training Bureau Report
Chief Pooler stated that the training bureau conducted EMS, search and
rescue and live fire drill exercises during the month of March. He noted that
the department had another opportunity to utilize abandoned properties in
the city for hands on training mimicking potential real-life emergencies.
The Commissioners had no additional questions or comments and the

17. Community Risk Reduction/Support Services Division Report
Chief Pooler reviewed the benchmarks included in this report.
The Commissioners had no additional questions or comments and the
report was placed on file.
18. Request for approval: Sub-grant agreement between WAFD and MCW
Chief Pooler requested the approval of a grant agreement between WAFD
and MCW relative to the recently awarded $900,000 grant. He stated that
this agreement has also been reviewed by the city attorney.
A motion was made by Commissioner Heron and seconded by
Commissioner Romain to approve the agreement as presented.
The motion carried by the following votes:

19. Fire Prevention Bureau Report
Chief Pooler stated that DC Suarez Del Real attended a week -long Youth
Fire Setting Prevention and Intervention program presented by the National
Fire Academy. Chief Pooler stated that the department had this type of
program under the direction of retired Assist Chief Marty King, but much of
the processes and goals of the program needed to be updated and revised.
The Commissioners had no additional questions or comments and the

20. Mobile Integrated Healthcare (MIH) Bureau Report
Chief Pooler stated that Acting Lieutenant Adam Livingston was recently
interviewed by Southwest NOW about the availability of Narcan nasal spray
to the public He also noted that A/LT Livingston recently trained 50 citizens
on the proper use of this product and provided other lifesaving information
related to opioid overdose situations.
The Commissioners had no additional questions or comments and the
report was placed on file.
21. Fire Department Financial Report
Chief Pooler did not speak to anything contained in the presented financial
report.
22. Master Plan Performance Snapshot
Chief Pooler did not highlight anything contained in this report and there
were no questions or comments from Commissioners. The report was

23. Request for approval: Amendment to existing ALS contract between West
Allis and Milwaukee County Office of Emergency Management
Chief Pooler requested approval of an amendment to the existing ALS
contract with Milwaukee County OEM to provide funding to help offset the
cost of some EMS services.
A motion was made by Commissioner Romain and seconded by
Commissioner Heron to approve the request as presented.
The motion carried by the following votes:

24. PFC Financial Report
There were no questions or comments regarding the PFC financial report.
