City of West Allis Meeting Minutes Police and Fire Commission Thursday, May 19, 2022 6:00 PM West Allis Police Department 11301 W. Lincoln Ave. REGULAR MEETING A. CALL TO ORDER Commissioner Kopplin called the meeting to order at 6:00 pm B. ROLL CALL Present: Commissioners Amy Heron, Mark Manthei, Danielle Romain, Lev Baldwin and Kurt Kopplin Also Present: Fire Chief Mason Pooler, Assistant Chief Jason Schaak, Deputy Chief Armando Suarez Del Real, Lieutenant Jesse Schwark, Firefighter Quinn Dombrowski - Fire Department; Police Chief Pat Mitchell, Deputy Chief Robert Fletcher and Deputy Chief Chris Marks - Police Department; City Administrator Rebecca Grill - City of West Allis; Bridget Morawetz, Recording Secretary C. APPROVAL OF MINUTES Approval of the April 21, 2022 Regular Meeting Minutes A motion was made by Commissioner Romain and seconded by Commissioner Romain to approve the minutes as presented. FIRE DEPARTMENT 1. Operations Division Report Chief Pooler discussed the increased EMS calls noting that approximately 250 of these calls were to Senior housing complexes within the city. Chief Pooler went on to review April’s mutual aid numbers as well as the benchmarks contained in AC Scharfenberg’s report. A brief discussion ensued regarding national and industry standards and how other departments implement these standards. The Commissioners had no additional questions or comments and the report was placed on file. 2. EMS Bureau Report Chief Pooler reviewed the highlighted calls contained in DC Novak’s report. He specifically discussed a call that was successful in utilizing a CPAP machine to pump pressurized oxygen into the airways of a patient. He stated that by using this technique, the patient’s breathing issue was stabilized quickly and transferred to the hospital for additional care. Chief Pooler discussed the benchmarks included in this report as well. The Commissioners had no additional questions or comments and the report was placed on file. 3. EMS Revenue Report Chief Pooler did not highlight any information contained in this report and the report was placed on file. 4. QPR Performance Report - April Chief Pooler did not highlight any information contained in this report and the report was placed on file. 5. Training Bureau Report Lieutenant Jesse Schwark stated that the training department partnered with Accent Property Restoration who gave access to one of their buildings that was slated for demolition. Lt. Schwark stated that this type of building on-site training scenario is very beneficial to all fire employees and the bureau is hopeful to have more opportunities like this in the future. Lt. Schwark stated that the training bureau also participated in a safe-lifting techniques and practices overview which was provided by the City’s insurance company, CVMIC. Community Risk Reduction/Support Services Division Report Assistant Chief Schaak stated that the department was awarded a micro-grant for $1500 and will be used to purchase devices geared toward fall reduce amongst the city’s older population. AC Schaak also shared with the Commissioners his recent experience at the National RX Summit that took place in Atlanta. He stated that the conference was a wealth of information and stated that several agency representatives in attendance made mention of the great work that West Allis has done to combat the substance abuse problem within West Allis. The Commissioners had no additional questions or comments and the report was placed on file. 7. Request for approval: Amendment to existing AWAMC Service Contract A motion as made by Commissioner Kopplin and seconded by Commissioner Manthei to approve the recommended amendment as presented by Assistant Chief Schaak. The motion carried by the following votes: Aye: 5, Commissioners Heron, Manthei, Romain, Baldwin and Kopplin Nay: 0 8. Request for approval: Department of Health Grant Agreement A motion as made by Commissioner Baldwin and seconded by Commissioner Romain to approve the recommended agreement with the Department of Health as presented by Assistant Chief Schaak. The motion carried by the following votes: Aye: 5, Commissioners Heron, Manthei, Romain, Baldwin and Kopplin Nay: 0 9. Fire Prevention Bureau Report Deputy Chief Armando Suarez Del Real stated that in anticipation of department attendance obligations at summer events within the city, the Fire Prevention bureau has been pro-active in completing fire inspections on a timely and ahead of schedule basis. He also stated that the bureau has been working with the City’s communication department to share Facebook PSA’s regarding regulations and ordinances relative to fire works as well as outside burning and fire pits. The Commissioners had no additional questions or comments and the report was placed on file. 10. Mobile Integrated Healthcare (MIH) Bureau Report Assistant Chief Schaak recognized Captain Guy Paider as the newest MIH team member. He stated that Ct. Paider has been with the department for City of West Allis Page 3 Printed on 6/17/2022 Police and Fire Commission Meeting Minutes May 19, 2022 26 years and has over 15 years of nursing experience. AC Schaak noted that the high utilizers group continues to be a challenge. He stated that the MIH team is working diligently with these patients and available services to manager their care successfully. The Commissioners had no additional questions or comments and the report was placed on file. 11. Fire Department Financial Report Chief Pooler did not speak to anything contained in financial report and the report was placed on file. 12. Master Plan Performance Snapshot Chief Pooler did not speak to anything contained in the performance snapshot report and the report was placed on file. 13. Communication: 2021 Annual Report Chief Pooler noted that all the Commissioners have received a hard copy of the department’s 2021 annual report. Chief Pooler stated that if there were any questions regarding the information within, to please contact him directly for further discussion and/or explanations. Communication: 2021 Annual Report The Police Department included their annual report as part of the PFC documents. Deputy Chief Fletcher encouraged the Commissioners to contact himself or DC Marks with any questions or comments. 15. Police Department Financial Reports DC Fletcher did not highlight anything contained in the financial reports and they were placed on file. 16. Monthly Performance Report DC Fletcher discussed the department’s initiative on Reckless Driving Deterrence noting that traffic stops have increased 19% and to date, three drivers have been cited the $10,000 reckless driving fee. The Commissioners had no additional questions or comments and the report was placed on file. 17. Patrol Activity Report DC Fletcher stated 3rd shift officers were involved in 23 OWI arrests for April, and noting a growing trend, 8 of the arrests were drug related specific. He also stated that officers confiscated 17 firearms during the month of April. DC Fletcher briefly reviewed a homicide incident that took place on Mother’s Day. He noted the victim was a 19-year old Navy Sailor on leave and visiting family in West Allis. DC Fletcher stated that the investigations has been turned over to the detective bureau and is an open investigation at this time. The Commissioners had no additional questions or comments and the report was placed on file. 18. Communications Activity Report DC Fletcher stated that Common Council approved a pay increase range for Police/Fire Dispatchers and the department is hopeful this will help to retain as well as hire dispatchers going forward. The Commissioners had no additional questions or comments and the report was placed on file. 19. Community Services Bureau Report DC Fletcher noted that at this time, National Night Out at the Farmer’s Market is scheduled to take place. Criminal Investigations Unit Activity Report DC Fletcher briefly reviewed the car-jacking incidents included in this report. He stated that both incidents are still under investigation. The Commissioners had no additional questions or comments and the report was placed on file. 21. Tavern Violations Report DC Fletcher did not highlight anything contained in this report and it was placed on file. 22. Training Report DC Fletcher did not highlight anything contained in this report and it was placed on file. F. POLICE AND FIRE COMMISSION 23. PFC Financial Report There were no questions or comments regarding the April PFC financial report. 24. Discussion: Election of PFC Board Positions On a motion made by Commissioner Kopplin and seconded by Commissioner Baldwin, Mark Manthei was nominated and accepted the position of President of the Police and Fire Commission Board On motion made by Commissioner Kopplin and seconded by Commissioner Baldwin, Danielle Romain was nominated and accepted the position of Vice President of the Police and Fire Commission Board. On a motion made by Commissioner Kopplin and seconded by Commissioner Manthei, Leverett Baldwin was nominated and accepted the position of Secretary of the Police and Fire Commission Board. G. ADJOURNMENT There being no further business, on a motion made and seconded, the meeting adjourned at 7:15 pm.
