CALL TO ORDER Commissioner Manthei called the meeting to order at 5:58 pm B. ROLL CALL Present: Commissioners Mark Manthei, Danielle Romain, Lev Baldwin, Kurt Kopplin and Amy Heron Also Present: Police Chief Patrick Mitchell, Deputy Chief Chris Marks, Deputy Chief Robert Fletcher - Police Department; Assistant Chief Jason Schaak, Deputy Chief Kyle Novak - Fire Department; CAO Rebecca Grill, Assistant City Attorney Sheryl Kuhary - city of West Allis; Bridget Morawetz, Recording Secretary C. APPROVAL OF MINUTES Approval of the November 17, 2022 Closed Session and Regular Meeting Minutes A motion was made by Commissioner Kopplin and seconded by Commissioner Romain to approve the minutes as presented. POLICE DEPARTMENT 1. Police Department Financial Report Chief Mitchell stated that the police budget has operated within the 2022 budgeted numbers but reminded the Commissioners that accumulated overtime hours will be paid out accordingly at the end of year. The Commissioners had no additional questions or comments and the report was placed on file. 2. Monthly Performance Report Chief Mitchell spoke briefly to the following included in this report: Ø Officer Budish completed Drug Recognition Expert training; Ø Sergeant Manthe attended a biological and trace evidence workshop; Ø The department conducted a neighborhood partnership meeting at the West Allis municipal courtroom and was broadcast live on Facebook; Ø Overview of recent flock camera activity. The Commissioners had no additional questions or comments and the report was placed on file. 3. Patrol Activity Report Chief Mitchell highlighted the following incidents contained in this report: Ø Attempted traffic stop on 68th and Greenfield resulted in the suspect fleeing; suspect was apprehended and taken into custody; Ø SWAT stand off incident at 74th and Lincoln; suspect arrested after deployment of chemical agents forced him out of the residence; Ø Additional incidents of flock cameras hitting on stolen vehicles resulting in eventual arrests of individuals all charged with various infractions as appropriate. The Commissioners had no additional questions or comments and the report was placed on file. 4. Communications Activity Report Chief Mitchell did not speak to anything contained in this report and the Commissioners had no additional questions or comments. 5. Community Services Bureau Report Chief Mitchell congratulated Commissioner Kopplin on his honor flight and noted that both fire and police honor guard members were on hand to recognize all honor flight attendees. The Commissioners had no additional questions or comments and the report was placed on file. Criminal Investigations Unit Activity Report Chief Mitchell did not speak to anything contained in this report and the Commissioners had no additional questions or comments. 7. Tavern Violations Report Chief Mitchell did not speak to anything contained in this report and the Commissioners had no additional questions or comments. 8. Training Report Chief Mitchell did not speak to anything contained in this report and the Commissioners had no additional questions or comments. Operations Division Report Deputy Chief Novak reviewed the garage fire incident contained in this report. He stated that upon arrival, the garage was fully involved and was a total loss to the resident. Preliminary investigation suggests improper disposal of smoking material as the cause. DC Novak noted that since the Fatpot program went live, mutual aid assistance has become more evenly spread over the participating departments; noting that in November, overall, WAFD received more aid than provided. The Commissioners had no additional questions or comments and the report was placed on file. 10. EMS Bureau Report DC Novak recognized FF Cory Baker who started with department in April of 2021, on his initiative and successful completion of the paramedic program at MATC. DC Novak stated that he recently passed his national registry exams as well. The Commissioners asked DC Novak to pass along their congratulations to FF Baker. The Commissioners had no additional questions or comments and the report was placed on file. 11. EMS Revenue Report DC Novak did not speak to anything contained in this report and the Commissioners had no additional questions or comments 12. Request for purchase approval: EMS response vehicle DC Novak requested approval to purchase a 2023 Chevrolet Tahoe SSV for the EMS bureau. He stated that the purchase would be contingent on expected funding from the Wisconsin EMS Flex Grant. A motion was made by Commissioner Kopplin and seconded by Commissioner Romain to approve the purchase contingent on receipt of the Wisconsin EMS Flex Grant money. The motion carried by the following votes: Aye: 5, Commissioners Heron, Kopplin, Baldwin, Manthei and Romain Nay: 0 13. QPR Performance Report - November DC Novak did not speak to anything contained in this report and the Commissioners had no additional questions or comments 15. Community Risk Reduction/Support Services Division Report Assistant Chief Schaak stated that WAFD, in conjunction with the Medical College of Wisconsin, were selected again to present at the 2023 RX Drug Abuse and Heroin Summit in Atlanta. He stated that this summit brings together nationwide and international presenters all focusing on this serious issue and sharing ideas to combat the epidemic. AC Schaak stated that he continues to work with Greenfield FD to open the PulsePoint program to sharing information county wide versus just city specific. The Commissioners had no additional comments or questions and the report was placed on file. 16. Fire Prevention Bureau Report AC Schaak did not speak to anything contained in this report and the Commissioners did not have any additional questions or comments. 17. Mobile Integrated Healthcare (MIH) Bureau Report AC Schaak introduced to the Commissioners Ct. Matthew LaDousa. He stated that Ct. LaDousa will be moving to Administration at the beginning of the year and will be taking over the role as MIH Coordinator in the MIH Bureau. AC Schaak noted that Ct. LaDousa is a 17-year veteran with the department and will bring a lot of enthusiasm to this assignment. The Commissioners had no additional questions or comments and the report was placed on file. 18. Fire Department Financial Report DC Novak did not speak to anything contained in this report and the Commissioners had no additional questions or comments. 19. Master Plan Performance Snapshot DC Novak did not speak to anything contained in this report and the Commissioners had no additional questions or comments. 20. Communication: Presentation of Commissioner plaque On behalf of the Fire Department, DC Novak presented Commissioner Heron with a letter and notification that a Walk of Honor brick noting her tenure with the PFC, has been placed at the National Fallen Firefighters Memorial Park located in Emmitsburg, Maryland. PFC Financial Report The Commissioners had no additional questions or concerns regarding the financial report. 22. Closed session: Discipline of a police officer 23. Holiday Dinner Gathering - Henry Flach G. CLOSED SESSION PLEASE TAKE NOTICE that the Board of Police and Fire Commissioners of the City of West Allis will, upon conclusion of open session, consider and vote on a motion to convene in closed session at said time and place to review and discuss the disciplinary actions relative to a West Allis Police Officer. A closed session for the above purpose is authorized pursuant to the provision of Section 19.85(b)(f) and (e) of the Wis. Stats., to consider dismissal, demotion, licensing or discipline of any public employee or person licensed by a board or commission or the investigation of charges against such persons, and to consider financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigations of charges against specific persons except where par.(b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. Immediately upon completion of the closed session, the Board of Police and Fire Commission will reconvene in open session at said time and place to consider any other matters on the agenda.
