CALL TO ORDER Commissioner Manthei called the meeting to order at 6:00 pm B. ROLL CALL Present: Commissioners Mark Manthei, Lev Baldwin, Kurt Kopplin and Kimberly Cosby Excused: Commissioner Danielle Romain Also present: Fire Chief Mason Pooler, Assistant Chief Jason Schaak, Firefighter Quinn Dombrowski - Fire Department; Acting Police Chief Robert Fletcher, Deputy Chief Chris Marks - Police Department; Matthew Peter - Private Citizen; Bridget Morawetz, Recording Secretary C. APPROVAL OF MINUTES Approval of the April 20, 2023 Regular and Closed Session Meeting Minutes A motion was made by Commissioner Kopplin and seconded by Commissioner Baldwin to approve the minutes as presented. FIRE DEPARTMENT 1. Operations Division Report Chief Pooler reviewed the mutual aid graphics contained in Chief Scharfenberg’s report. He indicated that this process continues to be refined to ensure that aid is equitable amongst all participants. He also reviewed the benchmarks contained in this report. The Commissioners had no additional questions or comments and the report was placed on file. 2. Bureau of Training and EMS Chief Pooler stated that the training in April focused on search and rescue, EMS stroke review and various fire investigation techniques. He also reviewed the highlighted calls contained in Chief Novak’s report. The Commissioners had no additional questions or comments and the report was placed on file. 3. EMS Revenue Reports Chief Pooler did not speak to anything included in the EMS revenue report other than to say revenue collection was continuing to be on pace as expected. 4. QPR Performance Report Chief Pooler did not speak to anything included in this report. 5. Community Risk Reduction/Support Services Division Report Assistant Chief Jason Schaak spoke briefly about his attendance and participation at the 2023 RX Summit held in Atlanta Georgia. He stated that he was invited to speak at the summit on the last day and there were approximately 150 people in attendance. The Commissioners had no additional questions or comments and the report was placed on file. 6. Request for Approval: Business Affiliation Agreement with Wisconsin Community Services A motion was made by Commissioner Baldwin and seconded by Commissioner Kopplin to approve the business affiliation agreement as presented by AC Schaak. Fire Prevention Bureau Report Chief Schaak did not speak to anything contained in this report and it was placed on file. 8. Mobile Integrated Healthcare (MIH) Bureau Report Chief Schaak stated that PSAs were recently created and distributed on social media platforms to share a message of hope, harm reduction tips and resource connections with the public. The Commissioners had no additional questions or comments and the report was placed on file. 9. Fire Department Financial Report Chief Pooler did not speak to anything contained in the department’s financial report. 10. Master Plan Performance Snapshot Chief Pooler did not speak to anything contained in the Master Plan Performance Snapshot. Communication: 22-month probationary reports for Patrol Officers Gibson, Sandvick and Hayner A motion was made by Commissioner Kopplin and seconded by Commissioner Cosby to approve the assignment to permanent status as presented by DC Fletcher. The motion carried by the following votes: Aye: 4, Commissioners Manthei, Cosby, Baldwin and Kopplin Nay: 0 12. Police Department Financial Reports DC Fletcher did not speak to anything contained in the department’s financial report. 13. Monthly Performance Report Deputy Chief Fletcher gave an update on the current hiring process for the department. He stated that the background checks are close to completion and after vetting the results, conditional offers of employment will be given, contingent upon psych evals. The Commissioners had no additional questions or comments and the report was placed on file. 14. Patrol Activity Report DC Fletcher stated that various traffic stops and other shift investigations on the second and third shifts resulted in the confiscation of 14 firearms in April. DC Fletcher also reviewed flock camera footage that was useful to identify two cars that were stolen from a repair shop and used in a high-speed pursuit. The Commissioners had no additional questions or comments and the report was placed on file. 15. Communications Activity Report DC Fletcher noted that the Communication Center continues to recruit and train dispatchers. Currently, the department is down one full-time staff member and a number of part-time staff members are in the training process. The Commissioners had no additional questions or comments and the report was placed on file. 16. Community Services Bureau Report DC Fletcher stated that Community Liaison officer Corporal Poklasny has re-introduced the DARE program with a recent presentation to 5th graders in City of West Allis Page 4 Printed on 7/21/2023 Police and Fire Commission Meeting Minutes May 18, 2023 all West Allis Schools. He stated that the presentation was well received. The Commissioners had no additional questions or comments and the report was placed on file. 17. Criminal Investigations Unit Activity Report DC Fletcher stated that Detective Madden assisted the Milwaukee DA with four election related investigations. He stated that only one of the four resulted in further investigation. DC Fletcher briefly reviewed a case involving a one-day robbery spree consisting of four robbery incidents in one day. He stated that the suspect was apprehended in Brookfield and will be subject to a competency hearing in the future. The Commissioners had no additional questions or comments and the report was placed on file. 18. Tavern Violations Report DC Fletcher did not speak to anything contained in this report. 19. POLICE AND FIRE COMMISSION 20. PFC Financial Report There were no questions or comments regarding this financial report. 21. Communication: Reappointment of Commissioner Cosby to the PFC Board Commissioner Cosby was reappointed to the PFC board at a recent Common Council meeting. Her five-year term will expire in May of 2028. 22. Discussion: Election of PFC Board Members On a motion made by Commissioner Baldwin and seconded by Commissioner Cosby, Mark Manthei was nominated and accepted the position of President of the Police and Fire Commission Board. On a motion made by Commissioner Cosby and seconded by Commissioner Baldwin, Danielle Romain was nominated and had previously accepted the position of Vice President of the Police and Fire Commission Board. On a motion made by Commissioner Baldwin and seconded by Commissioner Kopplin, Kimberly Cosby was nominated and accepted the position of Secretary of the Police and Commission Board. 23. CLOSED SESSION PLEASE TAKE NOTICE that the Board of Police and Fire Commissioners of the City of West Allis will, upon conclusion of open session, consider and vote on a motion to convene in closed session at said time and place to discuss the discipline of two police officers. A closed session for the above purpose is authorized pursuant to the provision of Section 19.85(1)(b)(f) of the Wis. Stats., to consider dismissal, demotion, licensing or discipline of any public employee or person licensed by a board or commission or the investigation of charges against such persons, and to consider financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigations of charges against specific persons except where par.(b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. Immediately upon completion of the closed session, the Board of Police and Fire Commission will reconvene in open session at said time and place to consider any other matters on the agenda.
