CALL TO ORDER Commissioner Manthei called the meeting to order at 5:58 pm B. ROLL CALL All Commissioners present. Also present: Chief Mason Pooler (Fire), Assistant Chief Jay Scharfenberg (Fire), Acting Chief Robert Fletcher (Police), Deputy Chief Chris Marks (Police), City Administrator Rebecca Grill C. APPROVAL OF MINUTES Approval of the May 18, 2023 Regular Meeting Minutes postponed until the July 20, 2023 meeting. Request for Approval: Guardian Angels Motion to Approve: Commissioner Baldwin Seconded: Commissioner Kopplin Opposed: None 2. Request for Approval: $2,500 to the BID for Flock Motion to Approve: Commissioner Baldwin Seconded: Commissioner Kopplin Opposed: None 3. Communication: 18-month Probationary Period Completion - Officer Connor Iaquinta Acting Chief Fletcher provided the Commission with a report pertaining to Officer Connor Iaquinta’s probationary performance and requested permanent status as Police Officer with the West Allis Police Department. Motion to Approve: Commissioner Kopplin Seconded: Commissioner Romain Opposed: None 4. Financial Reports No financial reports were available for this meeting. They will be presented at the July 20th, 2023 meeting. 5. Monthly Performance Report Acting Chief Fletcher provided information regarding sworn staffing and updates on the current hiring process for the position of Police Officer. 6. Patrol Activity Report Acting Chief Fletcher Highlighted one incident in this report. He also highlighted the HWY 100 initiative scheduled for this summer. Commissioner Manthei identified how 19 firearms were seized by the Patrol Bureau in May with Acting Chief Fletcher elaborated on. Acting Chief Fletcher also provided some information regarding a pursuit and fatal crash that occurred on June 13th, 2023. 7. Communications Report Acting Chief Fletcher did not highlight any information in this report. He discussed current staffing and hiring of dispatchers. 8. Community Services Report Acting Chief Fletcher discussed the Citizens Police Academy Graduation and the annual West Allis Police Department awards ceremony held in May. Criminal Investigations Report Acting Chief Fletcher discussed a domestic violence-related homicide that occurred on May 18th, 2023. This case is currently under charging review by the Milwaukee County District Attorney’s Office. 10. Tavern Violations Report No additional discussion. 11. Training Report Acting Chief Fletcher highlighted two in-house training coursed held for officers in May status and progress of probationary officers. One probationary officer is not progressing at an acceptable level. Acting Chief Fletcher discussed actions the department is taking to help this officer improve performance. Operations Division Report Assistant Chief Scharfenberg provided details to the Commission regarding a structure fire that occurred at the Morgan Grove Apartments on May 31st, 2023. This was a large-scale structure fire of one of the apartment complex residential buildings. It was an extremely complex, 3rd Alarm fire to which 83 firefighters responded. Firefighters were able to save 4 lives during the course of their operation, two juveniles and two adults. One adult male, located on a balcony, did not sustain any injuries. The two juveniles were located hiding in their bed. They were treated for smoke inhalation. One adult female suffered severe burns. She is currently in an intensive care unit but is expected to survive. This was a labor-intensive event for the West Allis Fire Department. The Commission extended their appreciation and gratitude for all involved Fire Department personnel. 13. EMS and Training Bureau Report Chief Pooler highlighted respiratory arrest patients, bystander interventions, and additional benchmarks within this report. 14. EMS Revenue Account Chief Pooler explained that information in this report is consistent with 2022 at this point. Nothing additional to report. 15. QPR Performance Report Chief Pooler discussed non-compliant levels and Accreditation requirements. 16. Community Risk Reduction Chief Pooler discussed the use of Buprenorphine in the field with patients suffering from addiction issues. Only Fire Departments with a Mobile Integrated Health Team can currently initiate the use of Buprenorphine in the field; West Allis Fire was the first municipal fire department in Wisconsin to offer this service to patients in the field. Chief Pooler discussed other goals and benchmarks in this report. 17. Request for Approval: Agreement between WAFD and AWAMC Coverdell Project Motion to Approve: Commissioner Baldwin Seconded: Commissioner Kopplin Opposed: None 18. Fire Prevention Bureau Chief Pooler discussed Inspections and preparations the Fire Department is making for the Wisconsin State Fair. Mobile Integrated Healthcare Report Chief Pooler discussed goals and benchmarks identified in this report. 20. Financial Report No financial reports were available for this meeting. They will be presented at the July 20th, 2023 meeting. 21. Master Plan Performance Report No discussion. 22. Communication - Retirement of Fire Department Member Captain Timothy Kersten will be retiring from the West Allis Fire Department effective June 25th, 2023. Chief Pooler highlighted different roles and aspects of Timothy Kersten’s career with the West Allis Fire Department. Chief Pooler and the Commission extended their congratulations to Captain Kersten. 23. Communication - Presentation of Fire Department Annual Report Chief Pooler provided Commissioners with the Fire Department Annual Report in hard-copy format for their review. Chief Pooler will discuss any questions Commissioners may have after their review. F. POLICE AND FIRE COMMISSION 24. Financial Report No financial reports were available for this meeting. G.
