CALL TO ORDER Commissioner Manthei called the meeting to order at 6:00 pm B. ROLL CALL Present: Commissioners Mark Manthei, Danielle Romain, Kimberly Cosby, Lev Baldwin and Kurt Kopplin Also present: Fire Chief Mason Pooler, Assistant Chief Jay Scharfenberg, Firefighter Quinn Dombrowski - Fire Department; Police Chief Pat Mitchell, Deputy Chief Chris Marks - Police Department; CAO Rebecca Grill - City of West Allis; Bridget Morawetz, Recording Secretary C. APPROVAL OF MINUTES Approval of the May 18, 2023 Regular and Closed Session Meeting Minutes as well as the June 15, 2023 Regular Meeting Minutes A motion was made by Commissioner Kopplin and seconded by Commissioner Baldwin to approve the minutes as presented. FIRE DEPARTMENT 1. Operations Division Report AC Scharfenberg stated that fires overall were down, however, the severity of the fires the department experienced in June where extremely damaging. He then went on to review both fire incidents included in his report. AC Scharenberg stated that issues with the CAD software regarding the notification to dispatchers has prompted the department to take the CAD system offline at this time. AC Scharfenberg reviewed the benchmarks as necessary included in his report. The Commissioners had no additional questions or comments and the report was placed on file. 2. Bureau of Training and EMS AC Scharfenberg spoke to one of the highlighted EMS incidents included in DC Novak’s report. He stated that upon arrival on scene, police personnel had applied a tourniquet to a patient’s serious self-inflicted wounds. He stated that this intervention was crucial to stop the uncontrolled bleeding and, in the end, saved the patient’s life and limb. AC Scharfenberg stated that the joint training academy class had completed and the department added two recruits to the roster. He stated that both were former interns and noted that going forward, the intern program has recently been opened to WCTC students as well. AC Scharfenberg stated that expanding the internship program will assist in better recruitment in the future. The Commissioners had no additional questions or comments and the report was placed on file. 3. EMS Revenue Report Chief Pooler did not speak to anything included on this report and the report was placed on file. 4. QPR Performance Report Chief Pooler was happy to report that the non-compliant threshold of 7% was achieved for the month of June. He noted however that the 7% threshold needs to be maintained for six (6) straight months before applying for accreditation. The Commissioners had no additional questions or comments and the report was placed on file. 5. Community Risk Reduction/Support Services Division Report Chief Pooler stated that Karyn Ritterhouse, DPW Water System City of West Allis Page 2 Printed on 8/21/2023 Police and Fire Commission Meeting Minutes July 20, 2023 Superintendent, has the pulsepoint app on her phone and when it alerted her to the Morgan Grove fire incident, she was able to contact the necessary DPW staff to ensure and confirm that a water main break in the area had been handled. He stated that upon the arrival of the fire department, the hydrants were all in working order and there was no interruption of water service. Chief Pooler stated that he has asked all department heads to follow the pulsepoint app as that will help to ensure all necessary departments are notified in a timely manner. Chief Pooler reviewed several of the graphic informational tables included in AC Schaak’s report as well. The Commissioners had no additional questions or comments and the report was placed on file. 6. Fire Prevention Bureau Report Chief Pooler noted that false alarm fees have increased in June and year-to-date. He stated that false alarm fees recouped is additional revenue that benefits the city directly. Chief Pooler recognized 7-year-old Lucinda Moore who was instrumental in assisting her family escape from the Maple Grove fire incident. He stated that Lucinda had participated in a recent Survive Alive training event and using the information she learned was able to assist her family to safety. The Commissioners had no additional questions or comments and the report was placed on file. 7. Mobile Integrated Healthcare (MIH) Bureau Report Chief Pooler stated that the MIH bureau had a farewell party for Pastor Cathy Manthei as she moves to a congregation in Richfield. Chief Pooler stated that Pastor Cathy was a great community outreach partner and she will be missed in West Allis. The Commissioners had no additional questions or comments and the report was placed on file. 8. Fire Department Financial Report Chief Pooler did not speak to anything contained in this report and it was placed on file. 9. Master Plan Performance Snapshot Chief Pooler did not speak to anything contained in this report and it was placed on file. 10. Request for approval: Billing services agreement between EMS Management & Consultants, Inc and the City of West Allis A motion was made by Commissioner Romain and seconded by Commissioner Baldwin to approve this agreement as presented. The motion carried by the following votes: Aye: 5, Commissioners Manthei, Romain, Cosby, Baldwin and Kopplin Nay: 0 12. Request for approval: Clinical/Field Affiliation Agreement between WCTC and West Allis Fire department A motion was made by Commissioner Baldwin and seconded by Commissioner Kopplin to approve this agreement as presented. The motion carried by the following votes: Aye: 5, Commissioners Manthei, Romain, Cosby, Baldwin and Kopplin Nay: 0 13. Request for approval: Equipment lease agreement between WAFD and MATC A motion was made by Commissioner Baldwin and seconded by Commissioner Kopplin to approve this agreement as presented. The motion carried by the following votes: Aye: 5, Commissioners Manthei, Romain, Cosby, Baldwin and Kopplin Nay: 0 14. Request for approval: 2024 Fire Department Budget Requests A motion was made by Commissioner Kopplin and seconded by Commissioner Baldwin to approve the 2024 budget requests as presented by Chief Pooler. POLICE DEPARTMENT 15. Request for approval: Police Officer recruitment process A motion was made by Commissioner Kopplin and seconded by Commissioner Baldwin to approve a police officer recruitment process as presented by Chief Mitchell. The motion carried by the following votes: Aye: 5, Commissioners Manthei, Romain, Cosby, Baldwin and Kopplin Nay: 0 16. Police Department Financial Report Chief Mitchell stated that the department is closely monitoring overtime hours for all personnel but is expecting that these payouts at the end of the year will still be large. The Commissioners had no additional questions or comments and the report was placed on file. 17. Monthly Performance Report Chief Mitchell noted that with the retirement of two long-term personnel as well as the recent resignation of two police officers, the department is currently running at 121 sworn officers. He did state that two new police officers will begin their careers with the department on July 24, 2023. Chief Mitchell briefly reviewed an outstanding lawsuit that was recently settled between the city and complainant. The Commissioners had no additional questions or comments and the report was placed on file. 18. Patrol Activity Report Chief Mitchell reviewed a reckless driving incident that occurred after a failed traffic stop. He stated that the suspect crashed his vehicle and ran from the scene. Chief Mitchell stated that K-9 Shadow was deployed and the suspect was quickly located hiding in a garage and was taken into custody without further incident. Chief Mitchell stated that without K-9 Shadow to assist in location of the suspect, he most likely would have avoided capture. The Commissioners had no additional questions or comments and the report was placed on file. 19. Communications Activity Report Chief Mitchell stated that the communications division has filled one of the two open full-time dispatcher positions. The Commissioners had no additional questions or comments and the report was placed on file. Criminal Investigations Unit Activity Report Chief Mitchell did not speak to anything contained in this report and the report was placed on file. 22. Tavern Violation Report Chief Mitchell did not speak to anything contained in this report and the report was placed on file. 23. Training Report Chief Mitchell stated that the department is working with CAO Grill to adjust the salary ordinance for the Community Service Officers (CSO) grade level. Chief Mitchell stated that currently there are six CSO candidates in the current hiring process and all six have passed their psych evals. He noted that the final step will be their background checks. Chief Mitchell also noted that a current CSO, Luke Tremmel, is a finalist for a police officer position with the department. The Commissioners had no additional questions or comments and the report was placed on file. F. POLICE AND FIRE COMMISSION 24. PFC Financial Report The Commissioners had no questions or concerns about the financial report and it was placed on file. 25. Discussion and request for approval: PFC resolution expressing appreciation of adoption of Wisconsin Act 12 - Local Government Funding Legislation A motion was made by Commissioner Kopplin and seconded by Commissioner Romain to approve the resolution as presented by CAO Grill. The motion carried by the following votes: Aye: 5, Commissioners Manthei, Romain, Baldwin, Cosby and Kopplin Nay: 0 26. Closed Session: Fire Chief performance evaluation for the previous year and goal setting for the upcoming year. CLOSED SESSION PLEASE TAKE NOTICE that the Board of Police and Fire Commissioners of the City of West Allis will, upon conclusion of open session, consider and vote on a motion to convene in closed session at said time and place to conduct the Fire Chief’s performance evaluation for the previous year and goal setting for the upcoming year and to take such further action as may be necessary and appropriate in these matters. A closed session for the above purpose is authorized pursuant to the provision of Section 19.85 (1)(c) of the Wis. Stats., which authorizes a governmental body, upon motion duly made and carried, to convene in closed session for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Immediately upon completion of the closed session, the Board of Police and Fire Commission will reconvene in open session at said time and place to consider any other matters on the agenda. On a motion made by Commissioner Romain and seconded by Commissioner Kopplin, the meeting convened into closed session at 7:14 pm. On a motion made and seconded, the meeting reconvened into open session at 7:59 pm H.
