CALL TO ORDER Commissioner Manthei called the meeting to order at 6:00 pm B. ROLL CALL Present: Commissioners Mark Manthei, Kurt Kopplin, Kimberly Cosby and Lev Baldwin Excused: Commissioner Danielle Romain Also present: Fire Chief Mason Pooler, Firefighter Quinn Dombrowski - Fire Department; Police Chief Pat Mitchell, Deputy Chief Chris Marks - Police Department; Bridget Morawetz, Recording Secretary C. CLOSED SESSION PLEASE TAKE NOTICE that the Board of Police and Fire Commissioners of the City of West Allis will meet on Thursday, November 16, 2023 at 6:00 pm at 11301 W. Lincoln Avenue, West Allis Wisconsin, 53227 in open session to consider and vote on a motion to convene into closed session at said time and place to interview candidates for the position of Police Lieutenant and to take such further action as may be necessary and appropriate in this matter. A closed session for the above purpose is authorized pursuant to the provisions of Section 19.85(1)(c) of the Wis. Stats. which permits a governmental body upon motion duly made and carried, to convene in closed session for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Immediately upon completion of the closed session, the Board of Police and Fire Commissioners will reconvene in open session at said time and place to consider any other matters on the agenda. APPROVAL OF MINUTES Approval of the October 19, 2023 Regular and Closed Session Meeting Minutes A motion was made by Commissioner Baldwin and seconded by Commissioner Cosby to approve the minutes as presented. FIRE DEPARTMENT 2. Operations Division Report Chief Pooler stated that given some of the large fires that occurred in 2023 such as at Morgan Grove Apartments as well a natural gas explosion, to date there has been an approximate $31 million dollar loss in property. Chief Pooler also reviewed the benchmarks included in AC Scharfenberg’s report. The Commissioners had no additional questions or comments and the report was placed on file. 3. Bureau of Training and EMS Chief Pooler spoke to the highlighted calls included in DC Novak’s report. He also stated that training during the month October consisted of space training that took place in the water tower located on 84th street. Lastly, he reported that the two probationary firefighters continue to progress appropriately through their first year job and training requirements. The Commissioners had no additional questions or comments and the report was placed on file. 4. EMS Revenue Reports Chief Pooler presented the revenue reports noting that EMS revenue continues to be above projection due to the change in the billing revenue with LifeQuest. The Commissioners had no additional questions or comments and the report was placed on file. 5. QPR Performance Report Chief Pooler did not speak to anything contained in this report and the Commissioners had no additional questions or comments. The report was placed on file. 6. Community Risk Reduction/Support Services Division Report Chief Pooler stated that AC Schaak along with members of the Milwaukee Fire Department participated in a Bureau of Justice webinar on substance use outreach services available in Milwaukee County. The Commissioners had no additional questions or comments and the report was placed on file. 7. Fire Prevention Bureau Report Chief Pooler stated that the month of October was busy for the Fire Prevention Bureau. He noted that October is Fire Prevention Week and the staff visited 12 schools and educated approximately 2100 students on the importance of fire safety. Chief Pooler noted that the bureau also conducted a smoke/co detector installation event on October 16th which resulted in 267 smoke alarms installed City of West Allis Page 3 Printed on 12/26/2023 Police and Fire Commission Meeting Minutes November 16, 2023 in 60 homes. Chief Pooler thanked Alderman Dan Roadt for his continued support of this program and assistance on installation day. The Commissioners had no additional questions or comments and the report was placed on file. 8. Mobile Integrated Healthcare (MIH) Bureau Report Chief Pooler stated that MIH Coordinator Ct. LaDousa has been working with the three high utilizer patients noted in the benchmarks to assist with their needs and requirements. The Commissioners had no additional questions or comments and the report was placed on file. 9. Fire Department Financial Report Chief Pooler did not speak to anything included in the financial report and the Commissioners did not have any questions or comments. The report was placed on file. 10. Master Plan Performance Snapshot Chief Pooler did not speak to anything included in the master plan performance report and the Commissioners did not have any questions or comments. Request for approval: Police Lieutenant Eligibility List A motion was made by Commissioner Kopplin and seconded by Commissioner Baldwin to approve the Police Lieutenant Eligibility List as presented. The motion carried by the following votes: Aye: 4, Commissioners Manthei, Baldwin, Cosby and Kopplin Nay: 0 12. Request for approval: Promotion to Police Lieutenant A motion was made by Commissioner Kopplin and seconded by Commissioner Baldwin to approve the promotion of Sergeant Jonathan Fabrycki to Police Lieutenant. The motion carried by the following votes: Aye: 4, Commissioners Manthei, Baldwin, Cosby and Kopplin Nay: 0 13. Request for purchase approval: Text-to-911 services A motion was made by Commissioner Kopplin and seconded by Commissioner Cosby to approve the purchase of text-to-911 services as presented. The motion carried by the following votes: Aye: 4, Commissioners Manthei, Baldwin, Cosby and Kopplin Nay: 0 14. Request for purchase approval: Two Chevrolet Tahoe PPV 4WD Squads A motion was made by Commissioner Baldwin and seconded by Commissioner Kopplin to approve the purchase of two Chevrolet Tahoe PPV 4WE Squads as presented. The motion carried by the following votes: Aye: 4, Commissioners Manthei, Baldwin, Cosby and Kopplin Nay: 0 15. Request for approval: Sergeant Eligibility List A motion was made by Commissioner Kopplin and seconded by Commissioner Baldwin to approve the Sergeant Eligibility List as presented. Request for approval: Increased pay for lateral police officers A motion was made by Commissioner Kopplin and seconded by Commissioner Cosby to approve the increased pay for lateral police officers as presented. The motion carried by the following votes: Aye: 4, Commissioners Manthei, Baldwin, Cosby and Kopplin Nay: 0 17. Police Department Financial Reports Chief Mitchell reminded the Commissioners to expect the overtime budget line to change dramatically by the end of the year due to end of year compensatory payouts. The Commissioners had no additional questions or comments and the report was placed on file. 18. Monthly Performance Report Chief Mitchell stated that the department will be hiring five police officers prior to the end of the year which will bring the department to full staff for the first time in a long time. Chief Mitchell went on to say that the department continues to hold their quarterly neighborhood partnership meeting via Facebook live. He stated, however, that after the first of the year, the department will be working with the Communications department to retool the meeting delivery to capture a bigger viewing audience. Chief Mitchell shared with the Commissioners that the mayor added to his budget the purchase of six additional flock cameras and the request was approved by Common Council. The Commissioners had no additional questions or comments and the report was placed on file. 19. Patrol Activity Report Chief Mitchell reviewed a road rage incident that took place on 76th and Greenfield. He stated that all involved parties were arrested and the gun used in the incident was recovered. He stated that the case against the suspects is strong and expects the appropriate punishment relative to the severity of the incident. Chief Mitchell noted that the department continues their alcohol compliance checks and most recently checked 12 establishments which resulted in three establishments in violation of selling to a minor. All three establishments received a violation ticket via mail. The Commissioners had no additional questions or comments and the report was placed on file. 20. Communications Activity Report Chief Mitchell did not speak to anything contained in this report and it was placed on file. Community Services Bureau Report Chief Mitchell did not speak to anything contained in this report and it was placed on file. 22. Criminal Investigations Unit Activity Report Chief Mitchell reviewed a homicide that took place on October 18th. He stated that after the discovery of a 24-year-old deceased male, investigations into the incident concluded with the arrest of a Port Washington individual. Chief Mitchell stated that the two were previous cell mates but the reason for the argument leading to the homicide incident is currently unknown. Chief Mitchell also reviewed a robbery incident that involved a 90-year-old couple. He stated that an individual pushed the elderly couple and stole the woman’s purse. Chief Mitchell stated that tracking the victim’s cell phone led them to the suspect who was arrested and has been charged accordingly. The Commissioners had no additional questions or comments and the report was placed on file. 23. Tavern Violations Report Chief Mitchell did not speak to anything included in this report and it was placed on file. 24. Training Report Chief Mitchell did not speak to anything included in this report and it was placed on file. 25. Request for approval: Placement on permanent WAPD Roster Chief Mitchell presented a final training report for probationary police officer Nicholas Oliden and requested approval for him to be placed on the permanent WAPD roster. A motion was made by Commissioner Baldwin and seconded by Commissioner Kopplin to approve the request as presented by Chief Mitchell. PFC Financial Report The Commissioners had no questions or comments regarding the financial report and it was placed on file. ADJOURNMENT There being no further business, on a motion made and seconded, the meeting adjourned at 7:20 pm. All meetings of the {bdName} are public meetings.
