RECESS MEETING
A. CALL TO ORDER
The meeting was called to order by Chair Barczak at 7:09 p.m.
B. ROLL CALL

Others present: John Stibal, Director of Development, and Dave Wepking, Director of
Public Works.
C. NEW AND PREVIOUS MATTERS
17. R-2019-0781 Resolution accepting work of D.C. Burbach, Inc. for concrete pavement
patching on 85 St., Hayes Pl., Arthur Pl., 87 St., 88 St. and authorizing and
directing settlement of said contract in accordance with contract terms of
2018 Project No. 10 for final payment in the amount of $13,769.30 of the
$275,385.97 total project cost

A motion was made by Ald. Lajsic, seconded by Ald. Reinke, that this matter was
Recommended For Adoption. The motion carried by the following vote:

No: 0
A motion was made by Ald. Stefanski, seconded by Ald. Reinke to take a break at 7:11
p.m.
Upon returning from break at 7:28 p.m., and the roll call being taken, the following were
present:

Others present: Ald. May, Ald, Haass, Ald. Roadt, John Stibal, Director of Development,

18. 2019-0847 Request to name the Police Training Facility after Thomas Kaifesh, Lead
Carpenter, DPW-Building and Sign/Inventory Division
A motion was made by Ald. Lajsic, seconded by Ald. Vitale, that this matter was
Recommended For Approval. The motion carried by the following vote:
Aye: 3- Ald. Vitale, Ald. Lajsic, and Ald. Reinke
No: 2- Ald. Barczak, and Ald. Stefanski

Closed Session
For agenda item no. 19, Chairperson Barczak stated it was the intention of the Committee to
convene into closed session at 7:32 p.m. pursuant to the provisions of Section 19.85(1) (a) of
the WI State Statutes for the purpose of deliberating concerning a case which was the subject
of a quasi- judicial hearing before the Committee. This Committee may reconvene in open
session after completion of the closed session to consider the balance of the agenda.
A motion was made by Ald. Lajsic, seconded by Ald. Stefanski, to convene into
closed session. The motion carried by the following vote:
Aye: 5- Ald. Barczak, Ald. Vitale, Ald. Lajsic, Ald. Reinke, and Ald. Stefanski
No: 0
Discussion occurred in closed session. Upon conclusion of the closed session at 8:00 p.m., the
Public Works Committee reconvened in open session to consider its public agenda, including
motions to recommend approval or rejection of item no. 18.
A motion was made by Ald. Lajsic, seconded by Ald. Vitale, to reconvene in
open session. The motion carried by the following vote:

19. 2019-0467 Consideration of request by John’s Disposal Service, Inc. to renegotiate
the existing recycle processing agreement, with possible action
A motion was made by Ald. Lajsic, seconded by Ald. Vitale, that this matter was
Recommended to be Placed on File. The motion carried by the following vote:
Aye: 5- Ald. Barczak, Ald. Vitale, Ald. Lajsic, Ald. Reinke, and Ald. Stefanski
