WEST GROVE BOROUGH COUNCIL Agenda July 1, 2026 – 7:30PM CALL TO ORDER PLEDGE MINUTES • June 3, 2026 FINANCIAL REPORTS BILLS PERSONS SCHEDULED TO APPEAR: None PUBLIC COMMENTS: FINANCE ISSUES: • The Borough completed the annual audit of the Liquid Fuels fund for 2025, by the Department of the Auditor General, on Monday June 29, 2026. ZONING OFFICER’S MONTHLY REPORT Vacant Property Updates • 217 E. Evergreen Street –Discussing the most effective way to place a lien on the property for the lack of maintenance and code violations. • 115 S. Guernsey Road – New owner, permit submitted • 221 W. Summit Avenue – Being maintained currently • 121 E. Summit Avenue – Monitoring for maintenance and code violations • 417 Prospect Avenue - Being maintained currently PUBLIC WORKS Prospect Avenue Sidewalk Project • PennDOT approved the Highway Occupancy Permit on Friday 5/1, still no indication from the contractor on when they will be able to schedule the work. E. Evergreen Street Water Main Replacement Project • MOR Construction is in full swing with the project. • The Borough received a Cease-and-Desist Order from legal counsel for 217 E. Evergreen Street. • MOR and Hanover are working around this location while the matter is being reviewed by Borough’s legal counsel. • All other aspects of the project are on schedule. PUBLIC SAFETY – Chief Joe Greenwalt • Fire & EMS Merger – Update OLD BUSINESS • Zoning Update Project – Completed! • Park Master Planning Project Update: o Chester County Municipal Park & Trail Improvement Grant - the grant must be utilized by 5/31/2027 and is designated for Memorial Park Phase I. – Awarded $100,000 o The Borough submitted a PA Statewide Gaming Fund Local Share Grant on 11/26/2024. No Award (Potentially Resubmitting) o Chester County Community Revitalization Project Grant submitted on March 20, 2025 – Awarded $425,000 on 7/23/2025 o 2026 Representative Houlahan Community Project Funding Grant submitted on 4/25/2025 – Awarded $850,000 on 2/09/2026 o DCNR Park Rehabilitation Grant submitted on 4/30/2026 • Comprehensive Plan Update o Official Map ▪ Community Planning Assistance (CPA) Application – Submitted 6/9/2026 ▪ Anticipated total cost is $10,000, of which the Borough will be responsible for 50%. ▪ Kevin Myers is working to create a Scope of Work for the project. o Historic Commission/Resource Mapping NEW BUSINESS: • Resolution 2026-04 - A RESOLUTION AUTHORIZING PENNDOT TO REQUEST RAILROAD CROSSING UPGRADES AT Woodland Avenue FROM THE PENNSYLVANIA PUBLIC UTILITY COMMISSION • Affordable Housing Efforts in West Grove Borough – Council Member Severance MAYORS’ COMMENTS: UPCOMING EVENTS • America 250 Parade – Saturday July 4, 2026 @ 9AM • Public Safety Commission Meeting – Thursday July 9, 2026 @ 7PM – New Garden Township Municipal Building ADJOURNMENT
