WEST GROVE BOROUGH COUNCIL Agenda March 4, 2026 – 7:30PM CALL TO ORDER PLEDGE MINUTES • February 4, 2026 FINANCIAL REPORTS BILLS PERSONS SCHEDULED TO APPEAR: • Kevin Myers, Senior Urban Planner, Chester County Planning Commission o Review of Proposed Zoning Amendments PUBLIC COMMENTS: FINANCE ISSUES: • One General Fund CD matured on 1/26/202, funds were reinvested on 1/27/2026 for 90 days with a net rate of 3.90%. ZONING OFFICER’S MONTHLY REPORT Vacant Property Updates • 115 South Guernsey Road – This property went to settlement on February 27th and has been sold to a new owner. The Borough issued a Conditional U&O as the home needs significant repairs. $3,721 lien on the property for mowing and outstanding water/sewer bills, will be paid at settlement. • 217 E. Evergreen Street – The solicitor for the family has reached out the Helen so we have some movement. PUBLIC WORKS Prospect Avenue Sidewalk Project • The quiet claim has been resolved for the small parcel at the end of West Meadow Drive. We have submitted to PennDOT for the updated HOP Permit and expect to have it by March 11, if all goes well. We anticipate construction to begin this spring. PUBLIC SAFETY – Chief Joe Greenwalt OLD BUSINESS • Zoning Revision Project Update: o March 2026 – Potentially authorize/vote on sending the amendments in for Act 247 review. o Once that occurs a public hearing for adoption may be scheduled 45 days later. • Park Master Planning Project Update: o Chester County Municipal Park & Trail Improvement Grant - the grant must be utilized by 5/31/2027 and is designated for Memorial Park Phase I. – Awarded $100,000 o The Borough submitted a PA Statewide Gaming Fund Local Share Grant on 11/26/2024. No Award (Potentially Resubmitting) o Chester County Community Revitalization Project Grant submitted on March 20, 2025 – Awarded $425,000 on 7/23/2025 o 2026 Representative Houlahan Community Project Funding Grant submitted on 4/25/2025 – Awarded $850,000 on 2/09/2026 • Comprehensive Plan Update o Official Map and Historic Commission/Resource Mapping NEW BUSINESS: • Promulgation – Adoption of the Emergency Operations Plan • Ordinance 2026-01 Parking Regulation Update (Front and side lawns) – exception added for parties. To be considered for public advertisement.
