WEST HAVEN POLICE DEPARTMENT 200 SAWMILL ROAD WEST HAVEN, CT 06516 John Karajanis Jr. Chief of Police REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS FEBRUARY 17, 2015 The regular Meeting of the West Haven Board of Police Commissioners was held on Tuesday, February 17, 2015, at Police Headquarters, 200 Saw Mill Rd., West Haven, CT 06516 Present were Commissioners R.K. Smith, Deborah Wright, Paul Butler Jr. and Andrew Giaquinto. Also present were Chief John Karajanis, Deputy Chief Joseph Perno, Det/Sgt Walter Casey, President of Local 895 and Brent Watt, Council Liaison, Commissioner Collins was not present. After the Pledge of Allegiance, Vice Chairperson Smith called the Meeting to order at 7:00pm. There were no items added to the February 17, 2015 Agenda. A motion was then presented by Commissioner Wright to accept the February 17, 2015 Agenda. The motion was seconded by Commissioner Giaquinto and approved unanimously. 1. Minutes of February 3, 2015 There were no corrections/additions made to the Minutes of February 3, 2015: A motion was then presented by Commissioner Wright to accept the Minutes of February 3, 2015. The motion was seconded by Commissioner Butler and approved unanimously. 2. Public Input None 3. Communications 3.1 Investigative Services Division Monthly Report – January 2015 3.2 Monthly Att4endance Report – January 2015 3.3 Monthly Overtime Report – January 2015 3.4 Support Services Monthly Report – January 2015 3.5 Patrol Monthly Reports – January 2015 3.6 Training Division Monthly Reports – January 2015 3.7 Animal Control Division Monthly Reports – January 2015 3.8 Letter of Appreciation – WHPD – DeeAnn DeCrescenzo 4. Report of Chief Chief Karajanis reported on the following: 1. Attended Active Shooting Training 2. He and Deputy Chief Perno met with Finance Director and the Mayor regarding the budget. 3. Met with union representatives to lay ground rules for negotiations. 4. Nexgen will begin in March 5 Old Business None 6 New Business 6.1 Ordinance Hearing – Sarah Mazooni Disputed Tow 6.1a Litigation Executive Session Sarah Mazoon of 106 Martin St. Apt C31, West Haven addressed the Commissioners regarding her disputed tow and explained that she is new to the area and is a student an did not know about the parking ban in a snowstorm. After discussion, Commissioner Wright presented a motion that the fine of $173.55 be reduced to $100.00 the motion was seconded by Commissioner Butler and approved unanimously. 6.2 Ordinance Hearing – Masoud Naghavi – Disputed Tow 6.2a Litigation Executive Session Masoud Maghavi of 106 Martin St., Apt C31, West Haven addressed the Commissioners and explained that he works at the VA Hospital and because of the storm worked a second shift because of people unable to get to work and was not able to move his vehicle. After discussion, Commissioner Wright presented a motion that the $15.00 ticket stands and the fine of 4199.94 be reduced to $100.00. the motion was seconded by Commissioner Butler and approved unanimously. 6.3 The Savin Rock ½ & Full Marathon – Saturday 3/21/15 A motion was presented by Commissioner Wright to approve Traffic Management Team’s request for the Savin Rock ½ & Full Marathon on Saturday, 3/21/15 starting an ending at bike path near Oak St. also to have 10 Public Service Officers and the Traffic Unit to help with the event. The motion was seconded by Commissioner Butler and approved unanimously, 6.4 Resignation of ACO Ashley McMann A motion was presented by Commissioner Wright to accept the resignation of ACO Ashley McMann effective 3/5/15. The motion was seconded by Commissioner Butler and approved unanimously. 7 Pension Board Chairperson Wright had no report. 8 Report of Committees – Personnel Committee Chairperson Smith had no report. 9 Commissioner Reports None 10 Executive Session A motion was pr4esented by Commissioner Wright to enter into Executive Session to discuss the following: 10.1 Special Victims Unit Monthly Report – January 2015 The motion was seconded by Commissioner Butler and approved unanimously.
