REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS MARCH 17, 2015 The Regular Meeting of the \West Haven Board of Police Commissioners was held on Tuesday, March 17, 2015 at Police Headquarters, 200 Saw Mill Rd., West Haven, CT. Present were Commissioners Raymond Collins, R.K. Smith, Deborah Wright, Paul Butler, Jr and Andrew Giaquinto. Also present were Deputy Chief Joseph Perno, Det/Sgt Walter Casey, President of Local 895 and Brent Watt, Council Liaison. Chief Karajanis was not present. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00 pm. There were no items added to the March 17, 2015 Agenda: A motion was then presented by Commissioner Smith to accept the March 17, 2015 Agenda. The motion was seconded by Commissioner Butler and approved unanimously. 1 Minutes of February 17, 2015 Minutes of March 10, 2015 Special Meeting There no corrections/additions were made to the Minutes of February 17, 2015 and March 10, 2015, Special Meeting. A motion was then presented by Commissioner Smith to accept the Minutes of February 17, 2015 and March 10, 2015. The motion was seconded by Commissioner Giaquinto. and approved unanimously. 2. Communications 3.1 Monthly Overtime Report – February 2015 3.2 Monthly Attendance Report – February 2015 3.3 Support Services Monthly Report – February 2015 3.4 Patrol Monthly Reports – February 2015 3.5 Animal Control Division Monthly Reports – February 2015 3.6 Training Division Monthly Report – February 2015 3.7 Monthly Injury & Lost Time Reports – February 2015 3.8 Letter of Appreciation – WHPD – Alexander G Wilson, Jr 3.9 Letter of Appreciation – WHPD – Chris Cinque & Family 3;10 Letter of Appreciation – Chief Karajanis & WHPD – Steven & Brook Parlato -2- Report of the Chief In the absence of Chief Ksrajanis, Deputy Chief Perno reported on the following; 1. Had a pre-disciplary meeting with an officer 2. Had a meeting regarding Grants 3. Had a preliminary hearing on the budget with the Mayor 4. Sgt Demeola reported that the accreditation was 98% done. Very impressed with the paperwork and tour. Also impressed with the Early Warning System and ATAC. Sees no problem in completing the accreditation requirements. 5. New ACO Nikki Stancarone now working\ 4. Old Business None 5. New Business 5.1 Kali Mae Foundation Motorcycle Ride – Sunday, 4/12/15 A motion was presented by Commissioner Giaquinto to approve Traffic Management Team’s request for the Kali Mae Foundation Motorcycle Ride on Sunday 04/12/15 with riders coming through around 11:45 am on April 12th and will be traveling along the shore route from Kimberly Ave., New Haven to New Haven Ave., Milford.. Also to have a police escort through our city. The motion was seconded by Commissioner Butler and approved unanimously. 6.2 Ordinance Hearing 0 |George Tsiolis – Blight Violation 6.2a – Litigation Executive Session Mr George Tsiolis of 196 60 45th Rd., Flushing, NY addressed the Commissioners regarding the Blight Violation. He admitted that he was guilty and apologized for the problem. He stated he has had problems with the American Dumpster Company. He also promised to keep the area clean. Ofc Cinque also addressed the Commissioners citing that he has been a repeat offender, citing visits to the area since October, 2014. The garbage is excessive and unhealthy. After the Litigation Session, Commissioner Smith presented a motion that the $400 fine stands. The motion was seconded by Commissioner Butler and approved unanimously 5.2 Ordinance Hearing – Inez Rivera – Sidewalk not shoveled 6.3a – Litigation Executive Session Ms Inez Rivera of 181 Peck Ave., West Haven addressed the Commissioners regarding the unshoveled sidewalk. She stated that her husband works and they had sickness in the family that required hospital visits and that she was sorry that the sidewalk had not been taken care of but will be sure that it won’t happen again. Ofc Jefferson gave Ms Rivera her card so that if she needs help due to the circumstances, she can call and they will work something out. After the Litigation Executive Session, Commissioner Smith presented a motion to have the $60 fine waived. The motion was seconded by Commissioner Butler and approved unanimously. -3- 6. Pension Board Chairperson Wright presented the Commissioners with a Pension report from Dave Moran and stated that he would be at the next meeting to discuss the Pension Funds 7. Report of Committees – Personnel Committee Chairperson Smith had no report. 8. Commissioners Reports Chairperson Collins reported that he attended a Blight meeting at City Hall on 03/05/15. Discussed were solutions regarding tickets. The person has 10 days to appeal, the violation must be on the Commissioners Agenda and if the tickets were not paid, notice would be sent to the tax office. The tax department is working on this. 9. Executive Session A motion was presented by Commissioner Smith to enter into Executive Session at PM to discuss the following: 10.1 Street Crime Unit Monthly Report – January 2015 The motion was seconded by Butler and approved unanimously.
