REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS APRIL 7, 2015 The Regular Meeting of the West Haven Board of Police Commissioners was held on Tuesday, April 7, 2015 at Police Headquarters, 200 Saw Mill Rd., West Haven, CT. Present were Commissioners Raymond Collins, R.K. Smith, Deborah Wright, Paul Butler, Jr and Andrew Giaquinto. Also present were Chief John Karajanis, Deputy Chief Joseph Perno, Det/Sgt Walter Casey, President of Local 895 and Brent Watt, Council Liaison. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00pm The following items were added to the April 7, 2015 Agenda: 6. New Business 6.3 Resignation of Ofc Joseph Izzo 6.4 Resignation of Ofc John Fraenza III A motion was then presented by Commissioner Smith to accept the April 7, 2015 Agenda, as amended. The motion was second by Commissioner Wright and approved unanimously. 1. Minutes of March 17, 2015 There were no corrections/additions made to the Minutes of March 17, 2015. A motion was then presented by Commissioner Smith to accept the Minutes of March 17, 2015, as amended. The motion was seconded by Commissioner Wright and approved unanimously. 2. Public Input Det/Sgt Casey addressed the Commissioners regarding officers that have left the department. He stated 7 have left and 2 more may leave in the Fall and there may be more after contract negotiations. He also stated that the department has the lowest pay. Officers are leaving because of not having a pension. 3. Communications 1. Investigative Services Division Monthly Reports – February 2015 2. Monthly Overtime Report – March 2015 3. Monthly Attendance Report – March 2015 4. Letter of Appreciation – WH Traffic & Patrol Units – Family of Brian Collins 5. Letter of Appreciation – West Haven Honor Guard – WH Professional Firefighter Local 1198 6. Letter of Appreciation – Sgt Ciccosanti, Det Viele, Ofc Meurice, Laychak & Hernandez – Keith L. Mello, Milford Chief of Policer 7. Letter of Appreciation – Lt. Robert Proto – Robert Dickson, President, Dale Carnegie Training. 8. Letter of Appreciation – WHPD – Ms. Laura Murphy 4. Report of the Chief Chief Karajanis reported on the following: 1. Report on last ATAC meeting 2. Challenges in the future: Retention of Officers Staffing Contract negotiations Investigative Openings Traffic CRO & School Resource Officers Budget decreases: Recruitment, Supplies, manpower, traffic supplies & firearm supplies Would like an increase in officers to 130-135 5. Old Business None 6. New Business 6.1 Ordinance Hearing – Ms. Ferro – Disputed Tow A motion was presented by Commissioner Butler to table this hearing due to absence of Ms. Ferro. The motion was seconded by Commissioner Wright and approved unanimously. 6.2 Multiple Sclerosis Walk – Sunday 04/26/15 A motion was presented by Commissioner Smith to approve Traffic Management Teams request for the Multiple Sclerosis Walk on Sunday, 04/26/15 starting and ending at West Haven High School and to have Public Services Officers assist with the walk. Also while on Capt. Thomas Blvd, walkers must stay on the South side of the street. The motion was seconded by Commissioner Butler an approved unanimously. 6.3 Resignation of Ofc Joseph Izzo A motion was presented by Commissioner Smith to accept the resignation of Ofc Izzo, effective 04/12/15. The motion was seconded by Commissioner Wright and approved unanimously. 6.4 Resignation Ofc John Fraenza III A motion was presented by Commissioner Butler to accept the resignation of Ofc Fraenza III, effective 3/31/15. The motion was seconded by Commissioner Giaquinto and approved unanimously. 7. Pension Board 7.1 Morgan Stanley – Dave Moran Mr. Moran discussed the Pension Funds and stated that if pensions were funded correctly there wouldn’t be any problems 8. Report of Committees – Personnel Committee Chairman Smith had no report 9. Commissioners Reports None 10. Executive Session A motion was presented by Commissioner Smith to enter into Executive Session to discuss the following: 10.1 Special Victims Unit Monthly Report – February 2015 10.2 Street Crime Unit Monthly Report – February 2015 The motion was seconded by Commissioner Butler and approved unanimously.
