REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS APRIL 21, 2015 The Regular Meeting of the West Haven Board of Police Commissioners was held on Tuesday, April 21, 2015 at Police Headquarters, 200 Saw Mill Rd., West Haven, CT. Present were Commissioners Raymond Collins, R.K. Smith, Deborah Wright, Paul Butler, Jr and Andrew Giaquinto. Also present were Chief John Karajanis, Deputy Chief Joseph Perno and Det/Sgt Walter Casey, President of Local 895. Brent Watt, Council Liaison was not present. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00 PM. The following item on the April 21, 2015 Agenda was tabled to the next meeting: 5 Old Business 5.1 Ordinance Hearing – Ms Ferro – Disputed Tow A motion was then presented by Commissioner Smith to accept the April 21, 2015 Agenda, as amended. The motion was seconded by Commissioner Butler and approved unanimously. 1. Minutes of April 7, 2015 There were no corrections/additions made to the Minutes of April 7, 2015. A motion was then presented by Commissioner Smith to accept the Minutes of April 7, 2015. The motion was seconded by Commissioner Butler and approved unanimously. 2. Public Input Mr Steve Bodie of 613 Main St., West Haven as the new owner of the Central Pub addressed the Commissioners and inquired about hiring officers to work the door and be visible He stated he has no intentions of having any incidents at the bar as in the past. He stated the Grand Opening would be on 6/5/15 and that he is remodeling the back patio, hopes to have live music and have an open and inviting environment there. Chief Karajanis offered an invitation to have an open discussion regarding the past incidents and neighborhood complaints. 3. Report of the Chief Chief Karajanis addressed the Commissioners regarding the new bar and stated he has no reservations or objections regarding officers hired for the bar. He also stated that New Haven and Milford do have officers at their bars and feels that it would be a deterrent for any problems. 5. Old Business 5.1 Ordinance Hearing – Ms Ferro – Disputed Tow 5.1a Litigation Executive Session This item was tabled to the next meeting. 6. New Business 6.1 Heart Walk – Saturday, May 2, 2015 A motion was presented by Commissioner Wright to approve Traffic Management Team’s request for the Heart Walk, May 2, 2015, and to close Capt Thomas Blvd East bound only from Platt Court to Rock St and to be closed for approximately 30 minutes (9:45 am – 10:15 am). \Also to close Beach St from Washington Ave to Second Ave for a period of 2 hours and to have Public Service Officers assist to ensure safety of the walkers. The motion was seconded by Commissioner Giaquinto and approved unanimously. 7. Pension Board Chairperson Wright had no report. 8. Report of Committees – Personnel Committee\ Chairperson Smith had no report. 9. Commissioner Reports None 10. Executive A motion was presented by Commissioner Wright to enter into Executive Session at 7:25 pm to discuss the following: 10.1 Special Victims Unit Monthly Report – March 2015  -3- 10.
