REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS MARCH 15, 2016 The Regular Meeting of the West Haven Board of Police Commissioners was held on Tuesday, March 15, 2016 at Police Headquarters, 200 Saw Mill Rd., West Haven. Present were Commissioners Raymond Collins, Deborah Wright, Paul Butler, Jr. and Andrew Giaquinto and recently appointed Commissioner Keith Sweeney. Also present were Chief John Karajanis, Deputy Chief Joseph Perno, Det/Sgt Walter Casey, President of Local 895 and Brent Watt, Council Liaison. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00 PM. There were no items added to March 15,2016 Agenda: A motion was then presented by Commissioner Butler to accept the March 15, 2016 agenda, as amended. The motion was seconded by Commissioner Giaquinto and approved unanimously. 1. Minutes of March 1, 2016 There no corrections/additions made to the Minutes of March 1, 2016: A motion was then presented by Commissioner Butler to accept the Minutes of March 1, 2016, as amended. The motion was seconded by Commissioner Giaquinto and approved unanimously. 2. Public Input Det/Sgt Casey address the Commissioners and congratulated the newly appointed Commissioner Keith Sweeney. He commented on his commitment to being a former officer and noted that he was later retired due to a shooting of a State Police officer on Saw Mill Rd where he himself was shot in the leg and had to retire. Det/Sgt Casey also commented on the need for more detectives stating that there 2 positions open and would like to see those positions filled. 3. Report of the Chief Chief Karajanis reported on the following: 1. Presented the Commissioners with a ATAC synopsis 2. 3yr project for remodeling the female officer’s locker room is done. The next projects will be the men’s locker room and the cell block area/ 3. Invited by UNH to attend the Juvenile Justice Seminar in April 5. Old Business None 6. New Business None 7. Pension Board Chairperson Wright introduced Dave Moran from Morgan Stanley who discussed the report of the Pension Fund. 8. Report of Committees – Personnel Committee No Report 9. Commissioner Reports Commissioner Wright reported that she attended the promotion of the first black officer to Captain. She also reported that there will be a Chief’s dinner in May. Shel also reported that she would like a new picture of the Commissioners to go on the web site. Commissioner Collins reported that he along with Depute Chief Perno attend a Council meeting that approved the new parking fines. He also reported that on 3/31/16 there will be a special meeting at 6:30pm to honor Det/Sgt Casey’s retirement and that a new photo will be taken then. 10. Executive Session A motion was presented by Commissioner butler to enter into Executive Session at 7:30pm to discuss the following: 10.1 Special Victims Unit Monthly Report – February 2016 The motion was seconded by Commissioner Giaquinto and approved unanimously.
