REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS MARCH 1, 2016 The Regular Meeting of the West Haven Board of Police Commissioners was held on Tuesday, March 1, 2016 at Police Headquarters, 200 Saw Mill Rd., West Haven. Present were Commissioners Raymond Collins, Paul Butler, Jr. and Andrew Giaquinto. Also present were Chief John Karajanis, Det/Sgt Walter Casey, President of Local 895 and Brent Watt, Council Liaison. Commissioner Wright and Deputy Chief Perno were not present. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00 PM. The following items were added to the March 1, 2016 Agenda: 6. New Business 6.2 Promotion of Ofc Brian Bogert to Detective, Grade B, Effective 03/4/16. 6.3 Ordinance presented to City Council by Sgt. Ciccosanti to issue ticket offense for parking in front of mail boxes. A motion was then presented by Commissioner Butler to accept the March 1, 2016 Agenda as amended. The motion was seconded by Commissioner Giaquinto and approved unanimously. 1. Minutes of February 16, 2016 There were no corrections/additions made to the Minutes of February 16, 2016: A motion was then presented by Commissioner Butler to accept the Minutes of February 16, 2016 as amended. The motion was seconded by Commissioner Giaquinto and approved unanimously. 2. Public Input Det/Sgt Casey addressed the Commissioners regarding the need for additional detectives. There are now 2 detectives working 24/7 and the time is now to get more officers trained to be detectives. 3. Communications 3.1 Training Division Monthly – January 2016 3.2 Monthly Injury & Lost Time Reports – January 2016 3.3 Letter of Appreciation- Traffic & Patrol Division- Walter Donovan 3.4 Letter of Appreciation – Traffic & Patrol Division – The Family of Edna Lipsett  -2- 4. Report of the Chief Chief Karajanis had no report 5. Old Business None 6. New Business 6.1 W.H. Community House 75th Anniversary Celebration 6/18/16 – Road Closure A motion was presented by Commissioner Butler to approve Traffic Management Team’s request for the West Haven Community House 75th Anniversary Celebration 6/18/16 between the hours of 10:00am and 4:00pm and to close Main Street between Campbell Ave and Savin Ave and Church St also between Campbell Ave and Savin Ave for the duration of the event. Also to have 3 police officers and 1 supervisor in accordance with the union contract to conduct the road closure for the entire event. The motion was second by Commissioner Giaquinto and approved unanimously. 6.2 Promotion of Ofc Brian Bogert to Detective, Grade B effective 03/4/16. A motion was presented by Commissioner Butler to promote Ofc Brain Bogert to Detective Grade B effective 03/4/16. The motion was seconded by Commissioner Giaquinto and approve unanimously. Chief Karajanis presented the gold badge to Ofc Bogert and reported that He started with the department 2002 and received many commendations. He also stated that he worked in the Street Crime Unit, Quality of Life Unit and Robbery Division and that he was dedication to his work and worked hard at it. 6.3 To present to City Council by Sgt Ciccosanti an ordinance for ticket Offense by parking in front of mail boxes. A motion was presented by Commissioner Butler to approve this ordinance. The motion was seconded by Commissioner Giaquinto and approved unanimously. 7. Pension Board 7.1 Dave Moran – Morgan Stanley Mr. Moran was not present due to not feeling well. 8. Report of Committees – Personnel Committee None 9. Commissioner Reports None  -3- 10. Executive A motion was presented by Commissioner Butler to enter into Executive Session to discuss the following: 10.1 Street Crime Unit Monthly Reports – July, August, September, October, November, December 2015 & January 2016 The motion was seconded by Commissioner Giaquinto and approved unanimously.
