REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS APRIL 5, 2016 The Regular Meeting of the West Haven Board of Police Commissioners was held on Tuesday, April 5, 2016 at Police Headquarters, 200 Saw Mill Rd., West Haven. Present were Commissioners Raymond Collins, Deborah Wright and Paul Butler, Jr. Also present were Chief John Karajanis, Deputy Chief Joseph Perno, Det Sean Faughnan President of Local 895. Commissioners Andrew Giaquinto and Keith Sweeney were not present. Also not present was Brent Watt, Council Liaison. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00 PM. There were no items added to April 5, 2016 Agenda: A motion was then presented by Commissioner Butler to accept the April 5, 2016 Agenda. The motion was seconded by Commissioner Wright and approved unanimously. 1. Minutes of March 15, 2016 Minutes of Special Meeting – March 28, 2016 The following corrections/additions were made to the Minutes of March 15, 2016 and Minutes of Special meeting March 28, 2016: A motion was presented by Commissioner Butler to accept the Minutes of March 15, 2016 and March 28, 2016 as amended. The motion was seconded by Commissioner Wright and approved unanimously. 2. Public Input Det Sean Faughnan addressed the commissioners and thanked them for the special meeting in honor of Det/Sgt Casey’s retirement. He also thanked them for the 3rd Det/Sgt position. He congratulated Sgt Reilly on his promotion to Det/Sgt and how he guided, educated and help him become an officer. 3. Communications 3.1 Training Division Monthly – February 2016 4. Report of the Chief Chief Karajanis had no report. 5. Old Business None  6. New Business 6.1 Promotion of Det/Sgt - Sgt Brian Reilly A motion was presented by Commissioner Butler to promote Sgt Brian Reilly to Det/Sgt, effective 4/1/16. The motion was seconded by Commissioner Wright and approved unanimously. Deputy Chief Perno reported the Det/Sgt Reilly started with the department in February 1990 and that he worked on Bike Patrol, Street Crime, Special Victims, Records and Training. He also stated that received 10 commendations from the Commissioners. 6.2 Multiple Sclerosis Walk-a-thon – Sunday, 5/1/16 A motion was presented by Commissioner Butler to approve Traffic Management Team’s request for the Multiple Sclerosis Walk-a-thon on Sunday, 5/1/16 starting at 10am to approximately 12pm starting and ending at West Haven High School. Also to have Public Service Officers assist with the walk to ensure safety for all involved. The motion was seconded by Commissioner Wright and approved unanimously. 6.3 Heart Walk – Saturday 5/7/16 A motion was presented by Commissioner Butler to approve Traffic Management Team’s request for the Heart Walk on Saturday 5/7/16 and to close Capt. Thomas Blvd eastbound only from Platt Court to Rock St. from the start of the walk and would be closed for approximately 30 minutes. Also to close Beach St. from Washington Ave to Second Ave for a period of 2 hours. The motion was seconded by Commissioner Wright and approved unanimously. 7. Pension Board Chairperson Wright had no report 8. Report of Committees – Personnel Committee None 9. Commissioner Reports None 10. Executive Session None A motion was presented by Commissioner Wright to adjourn at 7:10pm. The motion was seconded by Commissioner Butler and approved unanimously.
