WEST HAVEN BOARD OF POLICE COMMISSIONERS REGULAR MEETING AUGUST 2, 2016 The Regular Meeting of the West Haven Board of Police Commissioners was held on Tuesday, August 2, 2016 at Police Headquarters, 200 Saw Mill Rd., West Haven, CT. Present were Commissioners Raymond Collins, Paul Butler, Jr., Andrew Giaquinto, and Keith Sweeney. Also present were Chief John Karajanis, Deputy Chief Joseph Perno and Sgt Sean Faughnan, President of Local 895. Commissioner Deborah Wright was not present. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00 PM. The following item was added to the August 2, 2016 Agenda: 6.8 WinBash – Saturday August 13, 2016 at Oak Grove A motion was then presented by Commissioner Sweeney to accept the August 2, 2016 Agenda, as amended. The motion was seconded by Commissioner Butler and approved unanimously. 1. Minutes of June 21, 2016 There were no corrections/additions made to the Minutes of June 21, 2016. A motion was then presented by Commissioner Sweeney to accept the Minutes of June 21, 2016. The motion was seconded by Commissioner Butler and approved unanimously. 2. Public Input Mark Robinson of 88 Kelsey Ave., West Haven addressed the Commissioners and told them he felt he was falsely arrested in 2010. He stated a protective order was taken out by him and his daughter against a man threatening him and his daughter. He stated he needs help from the department for these happenings and that he has spoken to several officers regarding the incidents. He said he would like to know why he was arrested and that he doesn’t want anything to happen to his daughter or granddaughter. Chief Karajanis told him he was gathering the reports and will contact him as to what is happening and what occurred in the past. 3. Communications (con’t) 3.6 Monthly Overtime Report – June 2016 3.7 Letter of Appreciation – WHPD – Regina Mullings & Family 3.8 Letter of Appreciation – WHPD – The Watt Family 3.9 Letter of Appreciation – Robert Bruneau/Bruneau’s Garage – Traffic Unit 4. Report of the Chief Chief Karajanis reported on the following; 1. Sat on panel with members of the Black Coalition at UNH 2. Had a meeting with Commissioners Butler and Sweeney regarding personel 3. Spoke to the cadets at the Youth Academy 5. Old Business None 6. New Business 6.1 Block Party – Westfield St Saturday, 8/6/16 A motion was presented by Commissioner Butler to approve Traffic Management Teams request for a Block Party on Westfield St on Saturday 8/6/16 from 11:00am to 10:00 pm and that a section of Westfield Street be closed between Forest Rd & Lee St and a rain date of 8/7/16. The motion was seconded by Commissioner Giaquinto and approved unanimously. 6.2 Block Party Hawthorne St – Saturday 8/27/16 A motion was presented by Commissioner Butler to approve Traffic Management Teams request for a Block Party on Hawthorne Street on Saturday 8/27/16 from 4:00 pm to 10:00 pm and to close Hawthorne St between 76 Hawthorne & 250 Connecticut Ave and with a rain date of 8/28/16. The motion was seconded by Commissioner Giaquinto and approved unanimously. 6.3 Block Party – Curtiss Ave – Saturday 9/10/16 A motion was presented by Commissioner Sweeney to approve Traffic Management Teams request for a Block Party on Curtiss Ave on Saturday 9/10/16 and to the Curtiss Ave between White St and the Dead End of Curtiss Ave and a rain date of 9/11/16. The motion was seconded by Commissioner Butler to and approved unanimously. -3- New Business (Con’t) 6.4 Block Party – Washington Manor A motion was presented by Commissioner Sweeney to approve Traffic Management Teams request for a Block Party on Washington Manor on Saturday 9/10/16 from 12:00 pm to 8:00 pm and that the section of Washington Manor be closed between Washington Ave & Court St and a rain date of 9/17/16. The motion was seconded by Commissioner Giaquinto and approved unanimously. 6.5 Savin Rock Skate & BMX Festival – Sunday 8/7/16 A motion was presented by Commissioner Sweeney to approve Traffic Management Teams request for the Savin Rock Skate & BMX Festival on Sunday 8/7/16 from 12:00 pm and 7:00 pm. Event will take place at the Skate Park, 123 Beach St., West Haven. The motion was seconded by Commissioner Butler and approved unanimously. 6.6 Ordinance Hearing – Mr Dempsky – Alcohol possession & consumption on the beach 6.6a Executive Session Mr Dempsky was not present – the fine stands 6.7 Ordinance Hearing – Mrs Terry Greene – Parking Ticket 6.7a Executive Session Fine was waived 6.8 WinBash – Saturday 8/13/16 – 1 to 10 at Oak Grove A motion was presented by Commissioner Butler to approve WinBash on Saturday, 8/13/16 from 1-10 at Oak Grove and to have officers there to assist. The motion was seconded by Commissioner Giaquinto and approved unanimously. 7. Pension Board Dave Moran was not present. Commissioner Collins spoke to him and a report of the pension funds was forwarded to Commissioner Collins 8. Report of Committees – Personnel Committee No Report -4- 9 Commissioner Reports Commissioner Butler attended the panel with Black Coalition and UNH and it was positive. The Coffee with a Cop was also positive. He also discussed body cameras but no solution as yet. Commissioner Giaquinto also said the Coffee with a Cop was positive and was Well received. And had an open and friendly atmosphere. Commissioner Sweeney also asked about the body cameras. Chief Karajanis Reported that he has all the information regarding the cameras, the additional Staff needed and the problem of the expense. 10. Executive Session . A motion was presented by Commissioner Sweeney to enter into Executive Session at 7:30 pm to discuss the following: 10.1 Personnel The motion was seconded by Commissioner Butler and approved unanimously.
