REGULAR MEETING
SEPTEMBER 6, 2016
The Regular Meeting of the West Haven Board of Police Commissioners was held on
Tuesday, September 6, 2016 at Police Headquarters, 200 Saw Mill Rd., West Haven, CT.
Present were Commissioners Raymond Collins, Deborah Wright, Paul Butler, Jr.,
Andrew Giaquinto, and Keith Sweeney. Also present were Chief John Karajanis, Deputy
Chief Joseph Perno and Det Sean Faughnan, President of Local 895. .
After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00
PM.
The following item was added to the September 6, 2016 Agenda:

10.4 Personnel
A motion was then presented by Commissioner Butler to accept the September 6, 2016
Agenda, as amended. The motion was seconded by Commissioner Sweeney and
approved unanimously.
1. Minutes of August 2, 2016
There were no corrections/additions made to the Minutes of August 2, 2016.
A motion was then presented by Commissioner Sweeney to accept the Minutes of August
2, 2016 as amended. The motion was seconded by Commissioner Butler and approved
unanimously.

4. Report of the Chief
Chief Karajanis reported on the following:
1. 9/11 ceremony will be held at 6:30pm at Bradley Point
2. Unveiling of the Wall of Honor on 9/17/16. The department will be present,
Veterans and Anton Edward will be there also.
3. Regarding the meetings Mark Robinson attended stating he was falsely arrested.
All incidents were pulled -14 from 2005-2016 domestic complaints, assault
incident with a Charles Kelly – Mr. Kelly gave false statement & Mr. Robinson
did not cooperate. He noted that the department is taking property measures in
investigating the problem.

6. New Business
6.1 Request disability Retirement – Captain Christopher Giuliano
A motion was presented by Commissioner Sweeney to approve Captain
Christopher Giuliano’s request for Disability Retirement effective 9/7/16. The
motion was seconded by Commissioner Butler and approved unanimously
6.2 Westfest – Saturday, 9/10/16
A motion was presented by Commissioner Wright to approve Traffic
Management Team’s request for Westfest – Saturday, 9/10/16 on the West
Haven Green from 11:00 am to 6:00pm and to close Church St. between Savin
Ave and Campbell Ave to vehicular traffic so that food trucks may be set up on
Church St. The motion was seconded by Commissioner Butler and approved
unanimously.
6.3 University of New Haven Unity 3K run/walk – Saturday 9/10/16
A motion was presented by Commissioner Wright to approve Traffic
Management Team’s request for the University of New Haven Unity 3K
run/walk on Saturday 9/10/15 and to close Prudden St from the Boston Post
Rd. to Chauncey St. from 10:30am to approximately 12:00pm. The motion was
seconded by Commissioner Butler and approved unanimously.
6.4 Apple Festival on the Green – Hosted by First Congregational Church
A motion was presented by Commissioner Sweeney to approve Traffic
Management Team’s request for the Apple Festival on the Green, Friday 9/23/16
from 5pm to 10pm and Saturday, 9/24/16 from 12pm to 10pm and Sunday,
9/25/16 from 12pm to 6pm and to close Church St between Savin Ave and
Campbell Ave from 3pm on Friday 9/23/16 through Sunday, 9/25/16 at 8pm.
The motion was seconded by Commissioner Giaquinto and approved
unanimously.

6.5 Ordinance Hearing – Ms. Mihalchick – Parking Ticket
6.5a Litigation Executive Session
Commissioner Sweeney noted that there was discrepancy as to the time Park
was open he presented a motion to waive the fine. The motion was seconded
by Commissioner Butler and approved unanimously.
6.6 Ordinance Hearing – Mr. Finck
6.6a Litigation Executive Session
Mr. Finck of 63 Richmond Ave West Haven addressed the Commissioners and
stated that the property has been cleaned except for some trash, a trailer and a
bumper were still on the property. He also stated that the vehicles belonged to his
grandson Brandon Finck. It is a difficult situation because of threats, break in at
the house by his grandson. He was also told that any future threats or break-ins
he is to call the police and have them handle the situation. Commissioner Wright
told him and his daughter that due to the fact that the house is being sold, they
must get mediation help in order to prevent further incidents with the grandson.
Chief Karajanis also informed him that he would talk to Sgt Tammaro, Special
Victims Unit and Ofc Jefferson to see what help they can provide.
A motion was presented to table this item for 30 days for further inspection of
property. The motion was seconded by Commissioner Butler and approved
unanimously.
7. Pension Board
At this time, Chairperson Collins turned the chair over to Chairperson Wright to
discuss the following:
7.1 Request Disability Retirement Benefits – captain Christopher Giuliano
A motion was presented by Commissioner Collins to pay Captain Giuliano
pension benefits and monies as outlined by Pension Benefit Coordinator. The
motion was seconded by Commissioner Butler and approved unanimously.
Chairperson Wright also provided an up to date report on the Pension Fund to
the Commissioners.

A motion was presented by Commissioner Wright to enter in Executive
Session to discuss the following at 7:33pm
